MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD TUESEAY, NOVEMBER 16th., 193'7, AT THREE O'CLOCK, P.M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. - - -.. - - - - - - - - - .... -- ,- The meeting was called to order by the Mayor, J. J. Furlong. Counci1men present: Furlong, Levy, Peralta. Councilmen absent: Durbin, Leonis. It was moved by Levy, seoonded by Peralta that the reading of the Minutes of the previous meeting be dispensed with. Motion oarried. At this time the City Clerk announoed that he had several bids upon his desk ~or the drilling o~ a water well ~or the City, pursuant to the Notioe advertising ~or bids to do said work. It was moved by Levy, seoonded by Peralta that the Clerk open and read the bids. Motion oarried. At this time the City Clerk opened and read the bids from the following ~ir.ms: Roscoe Moss Co. and Barber & Bridge Drilling Corporation, Ltd. . It was moved by Levy, seoonded by Peralta that all bids be referred to the City Engineer ~or checking and report. Motion carried. ORDINANCE No. 512, an ordinanoe regulating the distribution of liquefied petroleum gases was read ~or the seoond reading. It was moved by Peralta, seconded by Levy that Ordinance No. 512 be passed ~or the second reading. Motion carried. Ordinance No. 512 was read ~or the third and final reading. It was moved by Peralta, seconded by Levy that Ordinance No. 512 be adopted. Motion carried by the following votes: Ayes: Furlong, Levy, Peralta. Noes: None Absent: Durbin, Leonis. A oommunioation from the City Engineer reporting on the re- quest of the General Petroleum Corp., requesting increasing of water pressure from 50# to 150# on regUlator, and recommending that the re- quest be granted providing General Petroleum Corp. aocepts full responsibility for damages to their piping system, was read. It was moved by Levy, seconded by Peralta that the oommunioa- tion be ~iled and the recommendation of the Engineer ooncurred in. Motion carried. :)9~ A communicAtion from the City Engineer reoommending the acoeptance of work performed by Richards-Neustadt Construotion Co., of construotion of Water Pumping Plant No.2 on E. Vernon Avenue, was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed and the reoommendation of the City Engineer concurred in. Motion carried. A copy of a letter addressed to Lloyd Aldrioh, City Engineer, Los Angeles, by Donald H. Connolly, regarding the sewer in 37th. Stree~ was read. It was moved by Levy, seconded by Peralta that same be filed, and referred to the City Engineer. Motion oarried. A communication from the Pacifio Outdoor Advertising Co., regarding a permit to construct advertising structure at 48th and Alameda Streets, was read.. It was moved by Peralta, seoonded by Levy that same be referred to the Committee of Whole. Motion oarried. A oommunication from Owens-Illinois Pacific Coast Co., re- garding traffio conditions on Fruitland Road between Soto Street and Boyle Avenue, was read. It was moved by Levy, seoonded by Peralta that same be referred to the Police Department. Motion carried. A oommunication from Swift and Co., regarding traffic oon- ditions on East Vernon Avenue, near their plant was read. It was moved by Levy, seoonded by Peralta that same be referred to the Polioe Department. Motion carried. A oommunioation from E. L. Goddard et al requesting a permit to operate a restuarant (formerly known as Brownls Restuarant) looated at 2613 Fruitland Road, was read. It was moved by Peralta, seoonded by Levy that the oommunica- tion be filed and the permit granted. Motion oarried. A communication from Quality Meat Packing Co., requesting a permit to conduot a whOlesale meat business at~330l E. Vernon Avenue was read. It was moved by Peralta, seoonded by Levy that the communica- tion be filed and the permit granted. Motion oarried. A communioation from J. Nishan, requesting a permit to operate a restuarant at 5819 Sahta Fe Avenue, was read. It was moved by Peralta, seoonded by Levy that same be referred to the polioe Department for a report. Motion oarried. A communioation from G. & F. Tire Reoap Servioe for a permit to operate a tire recap shop at 4901 Santa Fe Avenue, was read. A communication from Farrar Industrial Products Co., re- questing a permit to process peaoh pits on property located at 46th & Soto Streets, was read. It was moved by Peralta, seconded by Levy that the oommuni- cation be filed, and the permit granted. Motion carbied. A communioation from Felix Packing Co., requesting a permit to oonduct a wh01esale meat jobbing business at 3425 E. Vernon Avenue, was read. It was moved by Peralta, seconded by Levy, that the communi- cation be filed, and permit granted. Motion carried. A oommunication from the Steel & Wire Specialties Co.) re- questing a permit to conduct a steel and wire business at 3301 E. Vernon Avenue, was read. It was moved by Peralta, seconded by Levy that the communi- oation be filed and the permit granted. Motion carried. A oommunication from Sunset Musio Co., requesting a permit to install an automatic phonograph at Franks Cafe, 4517 Produoe Plaza was read. It was moved by Peralta, seoonded by Levy, that the communi- cation be filed and permit granted. Motion carried. A report of Haskins & Sells for the fisoal year of 1936- 37 was read. I It was moved by Peralta, seoonded by Levy that the report be filed and referred to the finanoe committee. Motion oarried. The report of the Police Department was read. It was moved by Peralta, seoonded by Levy that same be filed. Motion carried. A oommunioation from Crook Company, requesting a permit to keep a 300 gallon butane gas tank on the premises at 2900 Santa Fe Avenue, to serve tractors equipped with butane service tanks, was read. It was moved by Levy, seoonded by Peralta that same be re- ferred to the City Attorney for report. Motion carried. The Minutes of the meetings of the Committee on Water & Power as of November 2nd .was .rea:d. It was moved by Levy, seconded by Peralta that the Minutes stand approved as read. Motion oarried. -3- 101: The following applications, all having the approval of the City Engineer, were read: Applioation 5610: Southern California Gas Co.~ to repair gas main on east-side of-Santa Fe Avenue, 5 feet north of Pacifio Bl'fd. Application 5611: So. California Gas Co. to repair gas main on east-aide Santa Fe Avenue, 15 feet south of north property line of 57th Street. Applioation 5612: Southern California Gas Co., to install gas servioe at north-side Slauson Avenue, 200 feet north of Downey Road. Application 5613: Southern California Edison Co., to set one pole on north side of 37th Street, 145 feet east of Ross Street. Applioation 5614: Southern California Edison Co., to set two poles and one anchor and remove 1 pole on north side of 46th Street, approximately 300' 305' & 340' west of St. Charles Ave., and south side 46th. Street. Application 5615: Southern California Edison Co., to remove poles on north and south side of 50th. Street west of Magnolia Ave. Application .5616: Southern California Edison Co., to set poles and anohors on north and south side of 25th Street, west of Santa Fe Avenue. Applioation.56l7: Frank Coley for permit to oonnect to storm drain in Vernon Avenue opposite Magnolia Ave., to serve Goldring Paoking Co. At this time the City Engineer recormnended that the bid of Barber-Bridge Drilling Corp., being the best bid, be awarded the contraot for drilling of a water well for the City. It was moved by Levy, seconded by Peralta that all bids for the drilling of the well be rejected exoept the bid of Barber-Bridge Drilling Corp., and that they be awarded the oontract, all bidders' cheoks to be returned to the unsuocessful bidder. Motion carried. Demands on the general fund in the sum of $43,552.36 were read. It was moved by Levy, seoonded by Peralta that the demands be allowed and warrants drawn for the same. Motion carried.
