MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD TUESDAY" DECEMBER 21" 1937" AT
THREE O'CLOCK P.M., AT THE CITY HALL

The meeting was called to order by the Mayor" J. J.
Councilmen present: Furlong, Levy" Peralta
Councilmen absent: Durbin, Leonis
It was moved by Levy, seconded by Peralta that the reading
of the Minutes of the previous meeting be dispensed with. Motion carried.
At this time Councilmen Levy introduced a resolution, No. 898,
a resolution of condolence on the death of P. J. Durbin, formerly a
member of the City Council, and moved its adoption. Unanimously carried..
At this time the Mayor appointed Peralta to act upon all
committees that formerly P. J. Durbin acted upon until f'urther order
of the council.
It was moved by Levy, seconded by Peralta that the action
of the Mayor in appointing Peralta to said committees be approved.
Motion carried.
A communication from the City Engineer, with a communication
from E. O. McM<<hon attached, was read.
It was moved by Peralta, seconded by Levy that the matter
be referred to the City Engineer and Manager of the Water Department,
Francis Bates" for further study, report and recommendation to the
Water and Power Committee, with the understanding, however, that if
these conditions do exist, no criticism is intended of the present
City Engineer, as this condition, if existing, must have existed for
a long period of time. Motion carried.
A communication from Francis Bates, recommending the ac-
ceptance of the lead covered cable from John A. Foebling Sons Company
as called for in contract dated October 5, 1937, was ~ead.
It was moved by Levy" seconded by Peralta that the communica-
tion be filed and the recommendation of the Engineer be concurred in.
Motion carried.
A communication from Carl A. Heinze, Consulting Engineer,
stating that four sets of maps have been completed showing location and
description of the properties comprising the electrical distributing
system of the City of Vernon as of May 30, 1937, with the recommendation
that two sets be officially transmitted to the Southern California Edison
Co., was read.
It was moved by Levy, seconded by Peralta that the communica-
tion be filed, and that the four sets of maps be accepted, and thattwo
sets be transmitted to the Southern California Edison Co. Motion carried.
A report of Carl A. Heinze on statement submitted by the So.
California Edison Company for the month of October, 1937, was read.

It was moved by Peralta, seconded by Levy that same be laid
over until the next regular meeting. Motion carried.
A communication from the City Engineer, together with a
memorandum of agreement between City of Vernon and the Department of
Public Works of the State of California regarding the one-quarter cent
tax on gas was read. '
It was ~ved by Peralta, seconded by Levy that same be referred
to the City Attorney. Motion carried.
A communication from Imperial Pipe & Supply Co., submitting
several locations for the removal of their pipe yard was read.
It was moved by Peralta, seconded by Levy that same be
laid over until next regular meeting. Motion carried.
A communication from Merrigan Plastic Co., requesting per.mit
to conduct a business of plastic castings at 4405 Fruitland Road was read.
It was moved by Levy, seconded by Peralta that the communic~-
tion be filed and per.mit granted. Motion carried.
A communication from @t. Louis Fire Brick & Insulation Co.,
regarding drainage conditions within the vicinity of Soto Street and
Slauson Avenue, was read. '
It was moved by Levy, seconded by Peralta that same be re-
~erred to the City Engineer. Motion Carried.
A communication from Herberts Machinery Co., regarding a
pedestrian crossing across Santa Fe Avenue near 30th & Santa Fe Avenue
was read.
It was moved by Peralta, seconded by Leonis that same be re-
ferred to the Police Department. Motion carried.
A communication from Glass Containers Inc., regarding the
location of a pedestrian crossing near 36th and Santa Fe Avenue was read.
It was moved by Peralta, seconded by Levy that same be re-
ferred to the Police Department. Motion carried.
Communications from the following firms, requesting permits
to haul refuse from and upon the streets of the City of Vernon from their
premises were read, Vitrefrax Co., of 5050 Pacific Blvd.; Aluminum
Company, of 5151 Magnolia Avenue; Merrigan Plastic Ca., of 4405 Fruitland
Road; California-Oregon Paper Co., of 2001 East 57th Street; and Whiting
Mead Co., of 2260 E. Vernon Avenue.
It was moved by Peralta, seconded by Levy that the communications
be filed and permits granted. Motion carried.
The Report of the Police Department was read.

The Minutes of the meeting of the Committee on Water & Power
as of December 7th. were read.
It was moved by Levy, seconded by Peralta that the minutes
stand approved as read. Motion carried.
The following applications, all having the approval of the City
Engineer, were read:

Application 5677: Southern California Edison Co., to set one
sidewalk anchor on s/s of Vernon Avenue, approximately 215' west of St.
Charles Street. (Engineer ' recommends approval for right-of~way over the
3' strip from curb to property line)
Application 5678: ~uthern California Edison Co., to set one
pole in alley west of Santa Fe Avenue~ approximately 235' north of 27th. St.
App~ication 5679: Southern California Edison Co., to set one
pole on north side of E. 26th. Street, approximately 1310' East of Soto
St. (City Engineer states that this location is on private property)
Application 5680: Southern Calif. Telephone Co., to remove
10 poles on north side of 38th. Street 150 and 265' east of Alameda St.,
and 300' west of Ross Street, and 555' west of Irving Street.
Application 5681: Southern Calif. Telephone Co., to replace
one pole and remove four poles on north side of 49th. Street between
Santa Fe Avenue and Hampton Street.
Application 5682: So. Calif. Telephone Co., to place 1 anchor
and remove 2 poles on south side of 26th Street, between Vernon City
boundary and a point" 2055' west of Indiana Street.
Application 5683: So. Calif. Telephone Co., to remove 5 poles
on Downey Road, 60' north of 25th. Street.
Application 5684: So. Calif. Telephone Co., to remove 5 poles
and relocate 1 pole on south side of 26th. Street at City boundary and
Indiana Street.
Application 5685: Tyre Bros., to connect to sewer at 2039
E. 38th. Street.
Application 5686: Tyre Bros., to connect to sewer at 2035
E. 39th. Street.
Application 5687: Griffin Wheel Co., to connect to sewer at
5425 Santa PeAvenue.
It was moved by Peralta, seconded by Levy that the applications
be filed and permits approved, with the exception of NO.5679, and that 5679
be filed, as the City has no jurisdiction over said property. Motion carried
Demands on the general fund in the sum of $17,634.36 were read.
It was moved by Peralta, seconded by Levy that the demands be
allowed and warrants drawn. Motion carried.
