MINUTES OF A REGULAR MEETING OF THE
OITY OOUNOIL OF THE CITY OF VERNON
HELD TUESDAY, JANUARY 4, 1938, AT
THREE 0' OLOOK P. M., AT THE OITY HALL
OF THE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERNON, OALIFORNIA.

The meeting was called to 'order by the Mayor, J. J.
Oouncilmen present: Furlong, Leonis, Peralta
Oouncilmen absent: Durbin, Levy.
It was moved by Leonis, seconded by Peralta that the re~d-
ing o~ the Minutes o~ the previous meeting be dispensed with. Motion
carried.
The report of Oarl A. Heinze, Oonsulting electrical engineer,
on the statement submitted by the Southern Oalifornia Edison Co., for
the month of October, 1937, was read.
It was moved by Leonis, seconded by Peralta that the report
be ~iled, and a copy thereof sent to the Vernon Industrial Develop-
ment Association. Motion carried.
At this time councilman Leonis introduced Resolution No. 899
a resp~ut~pn directing Oarl A. Heinze, consulting electrical engineer,'
to send copies of his report to the council to the Vernon Industrial
Development Association, and moved its adoption, which was seconded by
Peralta. Motion carried.
A communication from the Oity Engineer regarding the City's
well No. 6, in the rear of the Oity Hall, wherein the Engineer recom-
mended additional per~orations in the well, w~s read.
It was moved by Peralta, seconded by Leonis that the communi-
cation be ~iled and approved, and the recommendation therein be concurra
in. Motion carried.
A communication from the Oity Engineer, regarding certain re-
pairs to Soto Street and East 26th. Street bridge railings, was read.
It was moved by Leonis, seconded by Peralta that the communi-
c,ation be filed and approved. Motion carried.
A communication ~rom the Oity Engineer regarding a proposed
8" water line and ~ire hydrant in Elwood Street leading northerly fram
37th. Street was read.
It was moved by Peralta, seconded by Leonis that the communi-
cation be referred to the Oity Engineer for report and complete data
as to costs, etc. Motion carried.
A communication from the Oity Engineer recommending the ac-
ceptance of centrif~gal pumps and motor units as called for in speci-
~ications 98 and 102, was read.

It was moved by Peralta, seconded by Leonis that the communi-
cation be filed and the reommendation of the engineer concurred in.
Motion carried.
A communi~ation from the City Engineer stating that Mr. D.
Thomas has 1ef't the services of the city and that he has appointed
Mr. Glenn J. Johnson as Field Engineer to fill the vacancy, at a
salary of $180.00 per month, including the use of his automobile,
to be effective January 1, 1938, was read.
It was moved by Peralta, seconded by Leonis that the communi-
cation be filed and the action of the City Engineer be approved, and
Mr. Glenn J. Johnson be employed by the city at a salary of' $180.00
per month, including the use of his ear, to be ef'fective .from January
1, 1938, and continue at the pleasure o.f the Board. Motion carried.
A communication from the General Petroleum Corporation assum-
ing all risk of loss or damage to their piping system and fixtures
in connection with increased water pressure applied for, was read.
It was moved by Peralta, seconded by Leonis that the communi-
cation be filed. Motion carried.
A communication from Graham Bros., Inc., requesting that no
second-hand pipe business be issued permits f'or operating on Soto
Street, between Patten Blinn Lumber Company and their property, was
read.
It was moved by Peralta, seconded by Leonis that same be
filed. Motion carried.
A communication from Imperial Pipe & Supply Co., requesting a
permit to locate their pipe and supply business on property known as
the Exkton Estate on Soto Street, was read.
It was moved by Peralta, seconded by Leonis that same be re-
ferred to the next meeting. Motion carried.
A communication from the Southern California Meat Company,
requesting a temporary permit to move a 22x23 f'oot building, frame"
on Lot 10 of J. R.Tay10r Vernon Avenue Villa Tract for an o.ff'ice
to accommodate the State Department of Agriculture" was read.
It was moved by Peralta, seconded by Leonis that same be
laid over until the next meeting. Motion carried.
A communication from the Golden State Transportation Co."
for a permit to operate a trucking business at 2304 East 48th. Street
was read.
It was moved by Leonis" seconded by Peralta that the communi-
cation be filed and the permit granted. Motion carried.
A communication from the Angelus Meat & Provision Co., re-
questing a permit to operate a wholesale meat jobbing business at
3712 S. Soto Street, was read.
It was moved by Leonis, seconded by Peralta that the communi-
cation be f'iled and permit granted. Motion carried.
A request from the Union Pacif'ic Railroad Company to the city
for a franchise to operate a railroad spur track over and across

Magnolia Avenue in the City of Vernon, was read.
It was moved by Leonis, seconded by Peralta that the communi-
cation be filed. Motion carried.
At this time Councilman Leonis introduced ORDINANCE No. 513,
an ordinance granting the Los Angeles & Salt Lake Railroad Co., and
their lessee the Union Pacific Railroad Co., a franchise to operate
a railroad spur track over and across Magnolia Avenue in the City of
Vernon.
It was m~ed by Leonis, seconded by Peralta that Ordinance
No. 513 be passed for the first reading. Motion carried.
At this time Councilman Peralta introduced ORDINANCE No. 514,
an ordinance of the City of Vernon appropriating from the general fund
of said City the sum of $15,000.00 per annum for a period of five years
from January 1, 1938, for the purpose of providing a fund to be used
for publicity and advertising of the said City, and providing the man-
ner and purposes in and for which said appropriation shall be used
and expended, and authorizing the Mayor and City Clerk of said City
to enter into a contr~ct with the Vernon Industrial Development Assoc-
iation providing for the use and expenditure of such funds for such
purposes.
It was moved by Leonis, seconded by Peralta that Ordinance
No. 514 be passed for the first reading. Motion carried.
Communications from Watkins Company and from Percival Steel
& Supply Company, requesting permists to haul refuse upon and along
the public streets of the City of Vernon were read.
It was moved by Peralta, seconded by Leonis that the communi-
cations be filed and permits granted. Motion carried.
A report of the Police Department on a communication of the
Fibreboard Products Company, petitioning the adoption of a 2-hour park-
ing zone near their premises, was read, wherein the Police Department
recommended the adoption of a 2-hour parking zone as requested.
It was moved by Leonis, seconded by Peralta that the communi-
cation be received and filed and that the Police Department be in-
structed to order signs in the district announcing the 2-hour parking
zone. Motion carried.
i . ORDINANCE No. 515, an ordinance regulating travel and traffic
n and upon the public streets of the City of Vernon, and providing a
penalty for the violation thereof was read for the first reading.
It was moved by Leonis, seconded by Peralta that Ordinance No.
515 be passed for the first reading. Motion carried.
It was moved by Peralta, seconded by Leonis that Ordinance No
481, as amended by Section 2 of Ordinance No. 483, be amended by chan-.
ing the boundary lines of zone 2, by including the following describe~
property in Zone No.2:
A portion of the Five Hundred Acre Tract of the Los
Angeles Fruitland Association, as per map recorded in

County mor9 particularly described as follows:
All that pprtmpD of Lots 3, 4, 5 and 6 lying
southerly of the seventeen-foot right-of-way of
the Union Pacific Railroad, as des~ribed in deed
fram J. B. Leonis, et ux, dated September 15, 1924,
and recorded in Book 5909, Page 265 of Deeds, Re-
cords of Los Angeles County; and the northerly
43.94 feet of Lots 13, 14 and 15 of said Five Hund-
red Acre Tract, containing 20.0486 acres.
At this time the Mayor suggested that the matter be referred
to the Entire City Council, acting as a Zoning Commission; that
notices of the meeting and the action contemplated by the City Coun-
cil be given in the manner required by law; that a hearing be had
thereon the 18th day of January, 1938 at 3 o'clock P.M.
It was moved by Leonis, seconded by Peralta that the suggest-
ion and recommendation of the Mayor be adopted; that the City Clerk
give notice that a public hearing will be held on the 18th day of .
January, 1938, for the purpose of receiv.ing protests or suggestions
in regard to the changing of the boundary line of Zone 2 by adding
to said Zone 2 the property herein described. Motion carried.
It was moved by Peralta, second~d by Leonis that the City
Council approve the action of the Southern California Edison Co. Ltd.,
in leasing space upon leased poles of the City to the American
District Telegraph Company. Motion carried.
The Minutes of the meeting of the Committee on Water & Power
as of December 21st. 1937, were read.
It was moved by Peralta, seconded by Leonis that the minutes
stand approved as read. Motion carried.
The report of the Police Department was read.

Application 5695: Southern California Gas Co., to install
concrete vault and metal gauge box on N/s 52nd Street E/o Alameda
Street.
Application 5696: Southern California Gas Co., to rebuild
concrete vault on W/8 Alameda Street 16' sls 25th Street.
Application 5697: Southern California Telephone Co., to
place 2 poles and one anchor on sls of 37th Street and 29' & 81' .
E/o Santa Fe Avenue.
Application 5698: Southern California Telephone Co., to
place one anchor on N/S of 26th Street, 500' w/o Soto Street.
Application 5699: Southorn California Telephone Co., to
remove 20 poles E/o Soto Street, and 4 poles w/o Soto Street on
N/s of 26th Street.
Application 5700: Southern California Telephone Co., to
remove 8 poles on S/~ of 28th Street E/o Santa Fe Avenue.

Application 5701: Buttress & McClellan, to construct con-
crete footings approximately 2 feet deep, extending into 37th Street
2 feet.
Application 5702: Wilshire Oil Co., to reconstruct two
driveways and construct curb on N/S 27th Street, approximately 900 Ft.
E/O Santa Fe Avenue.
It was moved by Leonis, seconded by Peralta that the appli-
cations be filed and permits approved. Motion carried.
Demands on the general fund in the sum of $7,338.59 were
read.
It was moved by Peralta, seconded by Leonis that the demands
be allowed and warrants drawn. Motion carried.
It was moved by Peralta, seconded by Leonie that the meeting
adjourn. Motion carried.
