19380118 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD TUESDAY, JANUARY 18, 1938, AT THREE O'CLOCK P.M., AT THE' CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. . -.......-- Furlong. The meeting was called to order by the Mayor, J. J. Councilmen present: Furlong, Leonis, Peralta, Levy. Councilmen absent: Durbin It was moved by Leonis, seconded by Peralta that the read- ing of the Minutes of the previous meeting be dispensed with. Motion Carried. It was moved by Leonis, seconded by Peralta that Herman Scheider be appointed City Councilman to fill the unexpired term of P. J. Durbin, deceased. Motion carried. The City Clerk at this time announced that this was the time and place fon the public hearing in regard to the change of the boundary line of Zone 2, and he announced that he had no pro- tests, recommendations or criticisms on his desk. The Mayor then inquired if t~ere was any person present who had any objeotion to the change of the boundary line of Zone 2 as contemplated by Ordinance No. 516. Hearing no response, Councilman Peralta intro- dUced Ordinance 516, and moved that it be passed for the first read- ing, the same being read by the Clerk and seconded by Councilman Levy. Motion carried. A communication fram the City Engineer submitting a contract form by the United States Army Engineers covering install- ation ot two-inch water service, w~s read. It was moved by Leonis, seconded by Peralta that the communication be filed and approved, and the Mayor and City Clerk be authorized to sign same. Motion carried. A communication from the City Engineer advising the Council that C. D. Albee, Office Engineer, has left the City service as of December 31, 1937, and recommending the appointment ot Leslie V. Olson as draftsman at the compensation of $160.00 per month, beginning January 11, 1938, was read. It was moved by Leonis, seconded by Peralta that the communi- cation be filed, and that the Council approve the appointment by the City Engineer of Leslie V. Olson, at a salary of $160,00 per month, beginning January 11, 1938, until further order of the Board. Motion Carried. A report of the City Engineer on unmetered fire services in the City of Vernon was read. It was moved by Leonis, seconded by Peralta that the report 6 of the City Engineer be filed and that he be instructed to figure costs for metering all unmetered fire services in the City. Motion Carried. A communication from the City Engineer recommending the acceptance of a deep well turbine pump and motor furnished the City by Peerless Pump Company, under contract Dated February 3, 1937, was read. It was moved by Leonis, seconded by Peralta that the communi- cation be filed and the recommendation of the City Engineer be con- curred in. Motion carried. A communication from the City Engineer advising the council that E. O. McMahon had left the City services at the request of the City Engineer, and recommended that he be allowed compensation to and including January 31, 1938, said time to include vacation now due him, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed, approved, and the recommendation contained therein be approved. Motion carried. A communication from the City Engineer, asking permission to have the 'ground surrounding pumping plant NO.2, on East Vernon Avenue, landscaped, was read. It was moved by Leonis, seconded by Levy that the communi- cation be filed and approved and that the City Engineer be instructed to have said work done. Motion carried. A communication from the City Engineer regarding drainage situation in East 28th Street, was read. It was moved by Leonis, seconded by Peralta that the communication be approved and filed. Motion carried. A communication fram the Vernon Industrial Development Association, regarding parking conditions as reported by the Petrol- eum Equipment Company, was read. It was moved by Leonis, seconded by Levy that same be referred to the Chief of Police and the City Attorney. Motion carried. A communication from t~e Vernon Industrial Development Association submitting Partial Releases, Bill of Sale and photostatic copies of a letter from Guthrie & Darling in regards to a certain contract between the City of Vernon and the Southern California Edison Company, was read. It was moved by Leonis, second8d by Levy that same be re- ferred to the Consulting Electrical Engineer. Motion carried. A COmmunication from Simons Brick Company, regarding a change in the building ordinance, was read. It was moved by Leonis, seconded by Peralta that same be referred to the Building Engineer for report. Motion carried. -2- 7 A report, submitted by the Union Oil Company on L.A. County Franchise No. 596 N.S., was read. It was moved by Levy, ~econded by Peralta that the re- port be received and filed. Motion carried. A report, submitted by feneral Petroleum Corporation, on Ordinances 80, 152 and Los Angeles County Ordinance 152, together with a check in the sum of $45.04, was read. It was moved by Levy, seconded by Peralta that the re- port be received and filed, and the check accepted. Motion carried. A communication from the Richfield Oil Corporation, sub- mitting new Bond in connection with Franchise Ordinance 432, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed, the Bond accepted, subject to the approval of the City Attorney as to form. Motion carried. A communication from the Imperial Pipe & Supply Company requesting permission to move a 20xl2xl3 foot corrugated metal build- ing on their premises at 2901 Santa Fe Avenue, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed and the permit granted. Motion carried. A communication from the Los A ngeles By-products Company, requesting a permit to store various materials on the south side of E. 25th Street, was read. It was moved by Leonis, seconded by Peralta that same be taken under advisement. Motion carried. A communication from the Southern California Meat Company, requesting a permit and license for slaughtering at 2201 E. Vernon Avenue, was re,d. It was moved by Levy, seconded by Peralta that the communi- cation be filed and the request granted. Motion carried. A communication from the Pacific Meat Company, requesting a permit to conduct a wholesale meat business at 3207 E. Vernon Avenue was read. It was moved by Leonis, seconded by Peralta that the communi- cation be filed and the permit granted. Motion carried. A communication from Milliken Meat Company, requesting a permit to operate a wholesale meat business at 3301 E. Vernon Avenue was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed and the permit granted. Motion carried. A communication from Stueben Truck Company, advising a change in the name of Geiger Trock Company at 3301 E. Slauson Avenue, was read. A communication from Los Angeles Central Station Inc., re- questing a permit to install at Fire Department Headquarters one punch register and bell with associated electrical equipment f'or purpose of receiving fire alarm signals, was read. It was moved by Leonis, seconded by Peralta that same be referred to the Fire Chief for report. Motion carried. A communication from Edward R. Bernal, requesting a permit for a free veterans' license to sell oranges, apples, etc., was read. It was moved by Peralta, seconded by Levy that the communi- cation be filed. Motion carried. A communication from Mrs. Kathleen Mayse, requesting a permit to sell poppies on Poppy Day in May, 1938, was read. It was moved by Levy, seconded by Peralta that same be taken under advisement. Motion carried. A communication from General Petroleum Corporation, request- ing a permit to hold a non-admission charge dance in their new ware- house building located at 37th Street and Jewel Avenue, January 7, 1938, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed. Motion carried. A communication from the Universal Brass Manufacturing Co., requesting a 25 foot loading zone at 2328 East 49th Street, was read. It was moved by Levy, seconded by Peralta that same be referred to the Police Department. Motion carried. A cozmnunication from Motor Tire Service Inc., requesting a permit to haul refuse from their premises at 2619 Santa Fe Avenue, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed and permit granted. Motion carried. A communication from Associated Oil Company, requesting a permit to haul refuse upon and along the City streets f'rom their premises at 2406 E. 28th Street, was read. ORDINANCE No. 513, an ordinance granting to the Los Angeles and Salt Lake Railroad Company a franchise to lay a spur track across Magnolia Avenue, was read for the second reading. It was moved by Levy, seconded by Peralta that Ordinance No. 513 be passed for the second reading. Motion carried. Ordinance No. 513 was read for the third and final reading. Ordinance No. ORDINANCE No. 514, an ordinance appropriating from the General Fund the sum or $15,000.00 per annum from January 1, 1938, for publicity and advertising for the City of Vernon, was read for the second reading. It was moved by Peralta, seconded by Levy that Ordinance No. 514 be passed for the second reading. Motion carried. Ordinance No. 514 was read for the third and final reading. Motion carried. A communication rrom Carl A. Heinze, consulting electrical engineer, regarding a certain agreement with A.T. & S.F. Ry. Company covering the use of the right-of-way at Hobart Station, was read. It was moved by Leonis, seconded by Peralta that the communi- cation be filed, and the agreement approved, subject to the approval of the Southern California Edison Company. Motion carried. A report from Carl A. Heinze, consulting electrical engineer, on the report or the operation or the electric system by the Bouthern California Edison Company, was read. It was moved by Levy, seconded by Peralta that the report of the consulting electrical engineer be approved and filed. Motion carried The rollowing applications, all having the approval of the City Engineer were read: Application 5718: Southern California Edison Company, to set 1 sidewalk anchor on the south side or 26th Street, 1800' east of Soto Street. Application 5719: Southern California Edison Company, to in- stall underground primary feeder and steel tower on south side. of Leonis Blvd., from east side of Soto Street to new tower pole 121 feet east. Application 572Q: Southern California Edison Company, to set 3 poles on the north and south side or E. 26th Street, east of Santa Fe Avenue. Applioation 5721: Southern California Edison Company, to set 8 poles and 1 anchor on the east side of Downey Road, between District Bouldvard and Exchange Avenue. Application 5722: Southern California Telephone Company, to remove 20 poles on the south side of 51st Street, between Alameda St., and Santa Fe Avenue. Application 5723: Southern California Telephone Company, to remove 30 poles and to replace 1 pole on the north side of Vernon Avenue between Soto and Downey Road. ' Application 5724: Southern California Telephone Company, to remove 7 poles on the north side of 26th Street, west of Minerva and east of Harriet Street. Application 5725: Southern California Telephone Company to remove 1 pole on the south side of E. 27th Street, east of Santa Fe Avenue. Application 5726: R. G. Knoll Co., to construct driveways on 46th Street, west of Soto Street. Application 5727: General Petroleum Corporation to construct a driveway at 37th and Santa Fe Avenue. -6- 11 Application 5728: A. ORDINANCE No.51S, an ordinance amending Section 2 of Ordin- ance No. 483 was read for the :first reading. It was moved by Leonis, seconded by Peralta that Ordinance No. 516 be passed for the first reading. Motion carried. Demands on the General Fund in the sum of $14,907.13 were read.
