19380201 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD TUESDAY, FEBRUARY. 1, 1938, AT TImEE O'CLOCK P.M., AT THE CITY HALL OF 'lllIE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. - ~ - - ~ - - - - ~ - - - - .~ - - Furlong. The meeting was called to order by the Mayor, J. J. Councilmen present: Furlong, Leonis, Peralta, Levy. Councilmen absent: Scheider It was moved by I.eonis, seconded by Peralta that the read- ing or the Minutes or the previous meeting be dispensed with. Motion Carried. A communication from the City Engineer, advising the City Council that Mr. Glenn Johnson has lert the services or the City, and that he has replaced him by placing Mr. A. W. Phillips as field engineer at a salary of $180.00 per month, beginning January 24, 1938, was read. It was moved by Leonie, seconded by Levy that the communi- cation be riled, and the action of' the City Engineer be approved, and that A. W. Phillips be employed as rield engineer at a salary of' $180.00 per month, beginning January 24, 1938, until the t'urther order of the City Council. Motion carried. A communication from the City Engineer, requesting that he be authorized to notif'y the Southern California Edison Company to move a street lamp now located in Soto Street opposite Sears-Roebuck Warehouse, to a point 150 feet northerly, adjacent to the industrial spur track crossing at the rear of the warehouse, was read. It was moved by I.eonis, seconded by Levy that the conmmni- cation be filed and concurred in, and that the City Engineer be auth- orized to notify the Southern California Edison Company to re-locate the street lamp as set forth in the Engineer's letter. Motion carried. ORDINANCE No. 516, an ordinance amending section 2, of' ordinance No. 483 of said City, was read for the second reading. It was moved by Levy, seconded by Peralta that Ordinance No. 516 be passed for the second reading. Motion carried. Ordinance No. 516 was read for the third and final reading. It was moved by Levy, seconded by Peralta that Ordinance No. 516 be adopted. Motion carried by the following votes: Ayes: Furlong, Leonis, Peralta, Levy. Noes: None Absent: Scheider. A communication from Francis Bates, City Engineer, request- ing that he be authorized to correct a drainage condition at Downey 1:3 Road and East 26th Street, at an approximate cost of $434.06, was read. It was moved by Leonis, seconded by Peralta that the communi- cation be filed, and the recommendation concurred in, and that the Engineer be authorized to correct the condition referred to in his communication, and spend an amount not to exceed $434.06 in so doing. Motion carried. A report of the General Petroleum Corporation, on the Los Angeles County Franchise No. 781 (N.S.), was read. It was move.d by Peralta, seconded by Levy that same be f'i1ed. Motion carried. A report of the Southern California Gas Company, on Los Angeles County Franchise No. 467, for the period of July 1, 1937 to December 31, 1937, was read. It was moved by Peralta, seconded by Levy that same be filed. Motion carried. A report of the Southern California Gas Company on Los Angeles County Franchise No. 463 for the period of July 1, 1937 to December 31, 1937, was read. filed. A communication from Joseph Artale, Fire Chief, recommend- ing that the application of the Los Angeles Central Station Inc., to install fire alarm system in the Vernon Fire Department be grante~, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed, and the recommendation of the fire cbief concurred in. Motion carried. A communication from Lane Wells Company, requesting a permit to construct a reinforced concrete test well with small derrick for handling sections of casing to be tested in connection with gun-perfor- ating, Test well to be located north of office and plant at 5610 S. Soto Street, was read. It was moved by Leonis, seconded by Peralta that same be referred to the Police Department for investigation and report. Motion Carried. A. communication from the Standard Packing Company, request- ing that a permit be issued to the Whiting Mead Company for the re- moval of a water tuwer and two tank houses, was read. It was moved by Levy, seconded by Peralta that same be laid over to the next meeting. Motion carried. A. communication from the Axelson Manufacturing Co., regard- ing parking near the office at 6160 S. Boyle Avenue, was read. It was moved by Leonie, seconded by Levy that same be re- ferred to the Police Department. Motion carried. -2- 14 A communication from W. F. Fliedner, requesting a permit to conduct a business at 2525 E. 26th Street, under the name of Scie.ntif- ic Products Company, the business to be the manufacturing of a floor sweeping compound and grind corn cobs for use in various industries, was read. It was moved by Levy, seconded by Peralta, that the communi- cation be filed and permit granted. Motion carried. A communication from Paul Palmer and James W. Pate, request- ing a permit to operate an automobile and furniture finance business on Vernon Avenue, between Santa Fe Avenue and Alameda Street, was read. It was moved by Peralta, seconded by Leonis that the com- munication be filed and the permit granted. Motion carried. A communication f'rom Standard Battery Separator Co., re- questing a permit to haul refuse from their factory through the City to a dump located at Washington and Alameda Streets, was read. It was moved by Levy, seconded by Peralta that the com- munication be filed and the permit denied. Motion carried. A communication from Ledger & Benz, Municipal Contractors, requesting a permit or license to haul refuse from the Safeway Stores and warehouses upon and along the City streets, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed and the permit denied. Motion carried. A communication from the Audi tor of the Light & IPower Department, regarding account of' Huffine Grain Co., and R. Veal & Son, was read. It ,was moved by Levy, seconded by Peralta that the communi- cation be filed and the recommendation of the City Engineer to the effect that a compromise be entered into for the collection of same be concurred in. Motion carried. . A communication from Wilshire Oil Company requesting per- mission to place three oil lines on E. 26th Street bridge, was read. It was moved by Leonis, seconded by Levy that same be re- ferred to the City Attorney and City Engineer. Motion carried. A communication from Lee Wallace requesting a permit to operate a restaurant at 5823 Santa Fe Avenue, was read. It was moved by Levy, seconded by Peralta that same be referred to the Police Department. Motion carried. The report of the Police Department was read. It was moved by Peralta, seconded by Leonis that applica- tion 5741 be laid over until the next meeting. Motion carried. Demands on the General Fund in the sum of $7,160.26 were read. It was moved by Leonis, seconded by Levy that the demands be allowed and warrants drawn. Motion carried. It was moved by Levy, seconded by Peralta that the meeting adjourn.
