MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD TUESDAY, MARCH 15, 1938, A'1
THREE O'CLOCK P.M., AT THE CITY HALL
OF TEE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong, Peralta, Scheider.
Councilmen absent: Leonis, Levy~
A communication from the City Consulting Electrical
Engineer, submitting three copies of an itemized description and
inventory of electric generating plant and distribution system, leased
to the Couthern California Edison Company, for approval, andre-
commending that two copies be delivered to the Southern California
Edison Company, was read.
It was moved by Scheider, seconded by Peralta that the
inventory be approved, filed and two copies thereof' sent "to the
Southern California Edison Company. Motion carried.
A communication from the City Engineer, submitting a-
greement with the District Engineer, United States Engineer Office,
providing for temporary use of the City of Vernon dump property
during river improvement work" was read.
It was moved by Scheider, peconded by Peralta that same
be filed. Motion carried. .
A communication from the City Engineer regarding an otfer
of the Aluminum Company of America to deed a ten-foot strip for
the widening of Fruitland Road, was read.
It was moved by Scheider, seconded by Peralta that the
proposal be accepted upon the presentation of the proper grant deed.
Motion carried.
A communication from the City Engineer with a letter from
the County Sanitation District, requesting per.mission for sewer
connection in Downey Road, to serve adjacent County territory, was
read.
It was moved by Scheider" seconded by Peralta that same
be referred to the City Attorney. Motion carried.
A petition and application of General Petroleum Carporatiqn
for a pe~it and franchise to place 8" oil line on Soto Street Bridge
was read.
. It was moved by Scheider, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
A report of Southern California Edison Company, pursuant
to franchise ordinances No. 503 and 504, together with checks in the
sum or $113.65 and $34S.22, re.pect~ .....cread.

It was moved by Peralta, seconded by'Scheider that the
communication be filed and the checks accepted. Motion carried.
A petition submitted by Western Vending Machine Associa-
tion to amend Ordinance relative to vending machines, was read.
It was moved by Peralta, seconded by Scheider that same
be referred to the finance committee and the City Attorney. Motion
carried.
A communication from the California Walnut Growers
Association, stating they wish to hold social gatherings one eve-
ning each month in the Vernon warehouse, no admission to'be charged,
and games such as volleyball and ping pong to be played, and musi-
cal entertainment, was read.
It was moved-by Peralta, seconded by Scheider that the
communication be filed. xotion carried.
A communication from A Brass Foundary requesting .the
establishing of a loading zone at 2052 E. Vernon Avenue, was read.
It was moved by Scheider, seconded by Peralta that the
same be referred to the Police Department. Motion carried.
A communication from the Southeast District Co-operative
Apartment and Hotel Association of Huntington Park, regarding the
service on the J car line, was read.
It was moved by Peralta, seconded by Scheider that same
be filed. Motion carried.
A communication from Abrasive Sales & Service Co., request-
ing a permit to conduct a business of jobbing and retailing grinding
wheels and abrasives at 4905 Santa Fe Avenue, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed, and permit granted. Motion carried.
A communication .from C. W. FranCis, requesting a permit
to sell fruit at the various business houses in the City of Vernon
,was read.
It was moved by Scheider, seconded by Peralta that same
be re.ferred to the Police Department. Motion carried.
A communication from Mrs. Herlinda Rosales, requesting a
permit to operate a lunch wagon between Los Angeles and Vernon on
Soto Street, was read.
It was moved by Scheider, seconded by Peralta that same
be referred to the Police Department. Motion carried.
A communication from V. B. Beavers requesting permit to
operate a hand-tool repair shop at 5710 Santa Fe Avenue, was read.
It was moved by Peralta, seconded by Scheider that the
communication be .filed, and permit granted. Motion carried.

A communication from the City Engineer, with a letter
from the U. S. Engineer's Office attached, requesting permission
to partially block Soto Street'at the north end of the bridge due
to work in the river, was read.
It was moved by Peralta, seconded by Scheider that the
communication be received_ and filed arid permit grartted under the
Police and Fire Dept. supervision. Motion carried.
A communication from the Good Humor Ice Cream Company;
requesting a permit to sell ice cream within the City of Vernon,
was read.
It was.moved by Peralta, seconded by Scheider that same
be referred to the Police Department. Motion carried.
Communications from the following firms for permission
to haul refuse upon and along the public streets of the City of
Vernon were read: Allis Chalmers Manufacturing Co., 4440 E. 49th
Street; Abrasive Sales & Service Company, 4905 Santa Fe Avenue;
Hardie Manufacturing Co., 3825 Santa Fe Avenue; Gilmore Oil Co.,
2423E.28th street; Cowboy Cafe, 4401 Downey Road, and Vernon
Kilns, 2300 E. 52nd Street.
It was moved by Scheider, seconded by Peralta that the
communications be filed, and permits granted. Motion carried.
Report of the Police Department was read.
It was moved by'Peralta,.seconded by Scheider that same
be filed. Motion carried.
A report of the Vernon Industrial Development Association
for the period ending December 31, 1937, was read.
It was moved by Peralta, seconded by Scheider that same
be filed. Motion carried.
A report of the Vernon Industrial Development Association
in regards to customers' deposits held by the Department of Light
& Powe~ of the City of Vernon, was read, with the recommendation
that they be transferred to the Edison Company, as outlined by the
Consulting Engin~er.
It was moved by Scheider, seconded by Peralta. that the
report be filed and the funds transferred to the Edison Company.
Motion carried.
A report of the Vernon Industrial Development Association
on matters of traffic conditions witW,n the City was read.

A communication from the Vernon Industrial Development'
Association acknowledging reports for October and December 1937
by the Edison Company, was read. ' ,

A communication from the Vernon Industrial Development
Association recommending that the Edison Company be advised as
set forth in the Resolution accompanying same, was read.
It was moved by Peralta, seconded by Scheider that same
be received filed and referred to the Consulting Electrical Eng-
ineer with instructions to report same to the Edison Company.
Motion carried.
A report of the Fire and Police Chiefs on the applica-
tion of Lane Wells Company, was read.
It was moved that the matter again be referred to the
Police Department for further study and report. Motion carried.
A report of the Police Department on the application of
Gilmore Oil Company, was read.
It was moved by Peralta, seconded by Scheider that same
be filed. Motion carried.
A report of the Police Department on the application of
E. L. and W. S. Goddard for a permit to operate a lunch room at
2700 Fruitland Road, wherein the Police Department recommended that
the permit be issued, was read.
It was moved by Scheider, seconded by Peralta that the
report be filed, and the recommendation concurred in. Motion carried.
A report of the Consulting-Electrical Engineer on the
monthly report of the Edison Company, was read.
It was moved by Peralta, seconded by Scheider that same be
filed. Motion carried.
The lUnutes of the Committee on Water &: Power as of :March
1st, 1938, were read.
It was moved by Peralta, seconded by Scheider that same
stand approved as read. Motion carried.
The following applications, all having the approval of
the City Engineer, were read:
Application 5800: Southern California Gas'Company, to aban-
don a gas service at ~540 and 2600 East 26th Street.
Application 5801: Southern California Gas Company to make
gas service at 5151 Santa Fe Avenue.
Application 5802: Southern California Gas Company to in-
stall main on north 'side of Slauson Avenue 646 feet east of Magnolia
Avenue. .'
Applica tion. 5803.: Southern California GaS Company to in-
stall main on east side of First Street, 60 to 435 feet north of
Slauson Avenue.
Application 5804: Southern California Telephone Company
to remove anchor on south side of 26th Street, 270 feet west of

Application 5805: Southern California Telephone Company
to replace 1 pole on the west side of the alley east of Santa Fe
Avenue~ north of 53rd Street.
Application 5806: Southern Calif ornia, Telephone Company
to remove 2 poles on the south side of 25th Street~ east of Alameda
Street.
Application 5807: Southern California Edison Co., to
remove 2 poles on 28th Street~ east of Santa Fe Avenue.
Application 5808: Southern California Edison Company~
to set 1 pole on the west side of Downey Road, 15 feet north of
Leonis Boulevard.
Application 5809: Southern California Edison Company"
to remove 25 foot pole and install 30 foot pole on the south side of
26th Street~ 500 feet west of Soto Street.
Application 5810: Buttress & McClellan to construct
sidewalk and driveway at 37th & Irving Street.
Application 5811: 'Washington Eljer Co." to connect drain-
age into storm drain at 2035 E. Vernon Avenue.

applications be filed, and permits granted. Motion carried.
