19380419 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY' OF VERNON HELD TUESDAY, APRIL 19th., 1938, AT THREE O'CLOCK P.M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Peralta, Scheider, Leonis. Councilmen absent: Levy. It was moved by Scheider, seconded by Peralta that'the read- ing of the Minutes of.. the previous meeting be dispensed with. Motion carried. A communication from the City Engineer in answer to a claim of Wylie E. Richey for faulty sewer connection in Santa Fe Avenue, was read. It was moved'by Scheider, seconded by Peralta that same be fyled. Motion carried. A report of the Richfield Oil Company on Franchise Ordinance 432, 'together with a check in the sum of $200.00, annual rental, was read. It was moved by Peralta, seconded by Scheider that tlme report be filed and the check accepted. Motion carried. A communication from the Los Angeles Junction Railway Company regarding difficulty in moving locomotives across S6to Street, south of Vernon Avenue and north of Fruitland Road, was read. It was moved by Scheider, seconded by Peralta that same be referred to the City Attorney. Motion carried. A communication from the Los Angeles County Flood Control District, regarding the repairing of Soto Street across the Los Angeles River, was read. It was moved by Scheider, seconded by Peralta that same be filed, and referred to the City Engineer. Motion carried. A communieation from the Department'of Police, City of Los Angeles, regarding traffic conditions at 38th. and Alameda Streets, was read. It was moved by Leonis, seconded by Scheider that same be referred'to the Vernon Industrial Development Association ~nd the City Attorney. Motion carried. Motion carried. Development / A communication from the California Milling Corporation, regarding traffic conditions at 55th. and Alameda Streets, was read. It waS moved by Leonis, seconded by Scheider that it take the same course as the two previous communications. Motion carried. A communication from the City of Signal Hill, advising of 84th meeting of the League of Municipalities, which will be held April 21, 1938, at the City Hall in Signal Hill, at 6:30 P.M., was read. It was moved by Peralta, seconded by Scheider that same be filed. A communication from Alison Heath, requesting a permit to conduct a lunch stand to serve workers on U.S.E.D. project, was read. It was moved by Peralta, seconded by Scheider t~at same be referred to the Police Department. Motion carried. A communication from G. D. Hauptman, requesting the placing ofa 38th Street sign at AI/llIleda and 48th Streets, was read. It was moved by Leonie, seconded by Peralta that same be referred to the City Engineer. Motion carried. Communications from Globe Grain & Milling Co., and A. L. Hill, requesting permits to haul refuse upon and along the City streets of the City of Vernon from their premises, were read. It was moved by Peralta, seconded by Scheider that the communications be filed and the permits granted. Motion carried. A communication from Ragland Rubbish Co., requesting a per- mit to haul chicken market refuse through the City to be disposed of at fertilizer plant on Bandini Blvd., was read. It was moved by Scheider; seconded by Peralta that same be referred to the Police Department. Motion carried. A communication from Kenneth L. Webb, requesting a permit to sell ice cream, candy, etc., on Graham Bros. property in Soto ~reet, was read. Bigg, Auditor, requesting trans- fer, from'the Water De:t>artment. Fund to the Water Department Construct- ion Fund, the sum of '30,000.00 to provide for constructionexpendi- tures to date and estimated expenditures to the close of the current fiscal year, was read. filed. Seconded by Councilman Leonis. Motion carried. A report of the Water Department for the fiscal year end- ing June 30, 1937, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. A report of the Water Department for the month ending Feb- ruary 28, 1938 and February 1937, was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. A report submitted by the Department of Light & Power for the period of July 1, 1937 to January 31, 1938, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. A report of the Department of Light &"Power for the period of July 1, 1937 to February 28, 1938, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. A report of the Police Department was read. It was moved by Leonis, seconded by Peralta that same be filed. Motion carried. A communication from the Law Office of Raphael Dechter, re- garding the application made by Lane-Wells Company for the construc- tion of a test pit and derrick, was read. It was moved by Scheider, seconded by Peralta that same be referred to the Committee as a ~lh6le. Motion carried. A report submitted by Carl A. A communication from the City Engineer, requesting an ap- propriation of $500.00 in connection with making plans and maps for study of ~he sewage disposal of the City of Vernon was read. It was moved by Peralta, seconded by Scheider that the re- quest be granted, and the appropriation be made from the general fund. Motion carried. At this time the City Clerk announced that he hadnany ap- plications on his desk for the construction of bill boards for the City of Vernon. It was moved by Scheider, seconded by Peralta that the matter be referred to the Fire and Police Departments for checking and report. Motion carried. The Minutes of the Committee on Water & Power, as of April 5th., 1938, were read. It was moved by Peralta, seconded by Scheider that the same stand approved as read. Motion carried. 38 -3- The following applications, all having the approval of the City Engineer, were read: A~Elication 5853: General Petroleum Corporation, to construct a concrete driveway on the west side of Soto Street, approximately 144 feet north of 37th st. Application 5854: Vernon Tool Company, to connect to catch basin in the storm drain in 37th Street, 450' west of Soto Street. Application 5855: Wilshire Oil Company, to connect to the sewer at 2755 E. 26th Street. Application 5856: Southern California Edison Company, Ltd., to install one anchor and "guy on east side of Santa Fe Avenue, 62' South of Fruitland Avenue. Application 5857: Southern California Edison Company, Ltd., to install one anchor and guy on the north side of 55th Street, ~O' east of Santa Fe Avenue. Application 5858: Southern California Edison Company, Ltd., to install one anchor and guy on the south side of 52nd. Street, 155' west of Santa Fe Avenue. Application 5859: Southern California Edison Company, Ltd.,' to install one 25' guy stub on the northeast corner of Santa Fe Ave., and 55th Street. Application 5860: Southern California Edison " Company Ltd.,to install one 25' guy stub on the south side of 52nd St., west of Santa Fe Avenue. Application 5861: Southern California Edison Company, Ltd., to remove three poles in front of Consolidated Rock-Cant1ay & Tazola- Petroleum Equipment Co. Application 5862~ Southern California Gas Company, to install gas service on the south side of E. 26th Street, 2l23'west of Indiana Street. It was moved by Leonis, seconded by Peralta that the appli- cations be filed and permits granted. Motion carried. Demands on the General Fund in the sum of $9,458.68, were read. .
