MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON"
'HELD TUESDAY, JUNE 1, 1938, AT THREE

The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong, Peralta, Scheider, Leonis
Councilmen absent: Levy.
It was moved by Scheider, seconded by Leonis that the
reading of the Minutes of the previous meeting be dispensed with.
Motion carried.
Resolution No. 906, accepting a deed from the Aluminun
Company of America for publiC street purposes was read.
It was moved by Scheider, seconded by Peralta that
Resolution No. 906 be adopted. Motion carried.
Resolution No. 901, a resolution authorizing the Mayor
and City Clerk to execute two easements between Las Vegas Land and
Water Company and the City of Vernon, was read.
It was moved by Peralta" seconded by Scheider that
Resolution No. 907 be adopted. Motion carried.
A communication from the City Engineer, recommending the
acceptance of work by Barber & Bridges Drilling Company, and approv-
ing payment of $11,140.27 for same, was read.
It was moved by Scheider, seconded by Peralta that the
communication fram Francis Bates be filed and the recommendations
therein contained be approved. Motion carried.
A communication from the City Engineer, requesting author-
ity for disposal of surplus supplies left over from W.P.A. work, as
follows: 30 Deitz Kero Lanterns; 64 Deitz Kero Lanterns without
globes; 12 - 6x6x6 Douglas Fire Spreaders; 12 - 6x6 Iron Jack Caps;
Salvage value, $58.23, was read.
It was moved by Scheider, seconded by Peralta that the re-
quest of the City Engineer be concurred in. Motion carried.
A communication from Francis Bates, City Engineer, submitting
Specifications No. 115 for a deep well turbine pump for Pumping Plant
No.2, was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed. Motion carried.

Resolution No. 908, a resolution approving Specifications
No. 115, was read.
It was moved by Leonis, seconded by Peralta that Resolution
No. 908 be adopted. Motion carried.
Resolution No. 909, a resolution adopting the prevailing
rate per diem wages to be paid for the erection of the deep well
turbine pump for plant No.2, was read.
It was moved by Scheider, seconded by Peralta that Resolu-
tion No. 909 be adopted. Motion carried.
It was moved by Leonis, seconded by Peralta that the City
Clerk advertise for bids for the furnishing and erection of the deep
well turbine pump referred to in Specifications No. 115. Motion
carried.
A communication from the Vernon Industrial Development
Association regarding the legality and advisability of the City of
Vernon entering into an agreement with the Southern California Edison
Company, providing for the joint use of poles on streets along with
the Edison Company, together with the opinion of Guthris & Darling,
attorneys for the Vernon Industrial Development Association, was read.
It was moved by Scheider, seconded by Peralta that the
communications be filed, and that the proper authorities be instructed
to sign all necessary papers to carry out this joint pole agreement.
Motion carried.
A communication from the Vernon Industrial Development
Association regarding franchise fees on the Southern California
Edison Company, franchise ordinance Nos. 503 and 504, and the opinion
of their attorneys, Guthrie & Darling, attached, was read.
It was moved by Scheider, seconded by Peralta that the
fees presented by the Southern California Edison Company be accepted,
and that the Clerk have the report changed so as to be signed in
accordance with the Ordinances, by either the President, Vice-President,
or General Manager. Motion carried.
A communication from the Los Angeles Railway Company, re-
garding franchise on 46th Street, 48th Street, 50th Street and Fruit-
land Road, was read.
It was moved by Leonis, seconded by Peralta that the com-
munication be filed, and the Clerk be authorized to advertise for bids
for the sale of the franchise. Motion carried.
A communication from the Joint Pole Committee, together with
an executed copy of Agreement, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed, and the Clerk be instructed to answer same.
Motion carried.
A communication from the Southern California Edison Company
acknowledging receipt of the inventory of Vernon properties as of
May 30, 1937, was read. .

It was moved by Leonis, seconded by Peralta that the
communication be filed. Motion carried.
A report of the Southern California Telephone Company,
on Franchise ordinance No. 108, together with a check in the sum
of $8,763.03, for the period ending April 22, 1938, was read.
It was moved by Leonis, seconded by Peralta that the
communication be filed, and the check accepted. Motion carried.
A communication from the Works Progress Administration,
requesting payment of $16.20 for fifteen shovels, was read.
It was moved by Peralta, seconded by Scheider that same
be referred to the City Engineer. Motion carried.
A communication from the Automobile Club of Southern
California, regarding the making of field surveys for new direct-
ional signs at various locations, was read.
It was moved by Leonis, seconded by Scheider that the
communication be filed, and permission granted., Motion carried.
A communication from Worthington Pump and Machinery
Company, requesting permission to paint a loading zone 75 feet in
length at 5075 Santa Fe Avenue, was read.
It was moved by Peralta, seconded by Scheider that same
be referred to the Police Department with the power to act. Motion
carried.
A communication from Mrs. Inez Robinson, 617 San Gabriel
Place, El Monte California, requesting permit to operate a hand
laundry at 5710 Santa Fe Avenue, was read.
It was moved by Leonis, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
Aaommunication from LeFiell Manufacturing Company,
3348 Union Pacific Avenue., requesting permission to operate iron
foundry at 2316 E. 52nd. Street, formerly operated by Drapery
Hardware Company, was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
A communication from T. J. Clarke, 3755 Flower Drive,
Los Angeles, requesting permit to operate a sandwich and soda water
stand upon private property, was read.
It was moved by Scheider, seconded by Peralta that s~~
be referred to the Police Department. Motion carried.'
A communication from Rosemary Gore, requesting permit to
sell lunches within the City of Vernon, was read.
It was moved by Scheider, seconded by Peralta that same

A communication from Sam Forese, requesting a permit to
sell lunches within the City of Vernon, was read.

A communication from W. Gifford, requesting a permit to
operate a service station at 4401 Downey Road, was read.
It was moved by Peralta, seconded by Leonis that the
communication be filed, and permit granted. Motion carried.
A communication from A. W. Trimble, requesting permit to
operate a garage at 4401 Downey Road, was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
A communication from the Vernon Refrigeration & Electric
Company, requesting a permit to conduct a business of Refrigeration
and electrical work at 5408 Santa Fe Avenue, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed, and permit granted. Motion carried.
The Minutes of the Committee on Water & Power, as of
May 17, 1938, were read.
It was moved by Peralta, seconded by Scheider that the
same stand approved as read. Motion carried.
Communications from Vernon Refrigeration and Electrical
Company and Wagner-Morehouse Inc., for permits to haul refuse
from their premises upon and along the streets of the City of Vernon,
were read.
It was moved by Leonis, seconded by Per~lta that the
communications be filed, and permits granted.
The report of the Police Department was read.
It was moved by Leonis, seconded by Peralta that same be
filed. Motion carried.
Resolution No. 910, a resolution authorizing Carl A.
Heinze to represent the City in matters pertaining to the Joint
Pole Committee, was read.
It was moved by Leonis, seconded by Scheider that Resolu-
tion No. 910 be adopted. Motion carried.
At this time the City Clerk announced that Councilman
Richard Levy was ill, and requested a leave of absence from acting
as City Councilman until he recovers.
A Resolution, No. 911, granting leave of absence to
Councilman Richard Levy, was read.
It was moved by Leonis, seconded by Peralta that Resolu-
tion No. 911 be adopted. Motion carried.

Resolution No. 912, a resolution of the City Council of
the City of Vernon authorizing and instructing the Treasurer of the
Cit~ of Vernon to place at the disposal of the City Engineer the sum
of '500.00 for a survey and study of the sewer situation in the City
of Vernon, was read.
It was moved by Scheider, seconded by Peralta that Resolu-
tion No. 912, authorizing the City Treasurer to place at the disposal
of the City Engineer the sum of $500.00 to be used in completing the
survey and study into the sewer situation in the City of Vernon, be
adopted. Motion carried.
The following applications, all having the approval of the
City Engineer, were read:
Application 5912: Southern California Edison Company, to
remove seven poles on the north side of 26th Street, approximately
2100' west of Soto Street.
Application 5913: Southern California Edison Company, to
remove three poles in Santa Fe Avenue, 150' south of 51st. Street.
Ap~lication 5914:Southern California Gas Company, to abandon
service at 3335 E. Slauson Avenue.
Application 5915: Southern California Gas Company, to in-
stall gas service at 2553 Chambers Street.
Application 5916: Southern California Gas Company, to re-
pair service at 2151 E. 25th Street.
It was moved by Scheider, seconded by Peralta that the
applications be filed, and permits granted. Motion carried.
Demands on the general fund in the sum of $20,115.11, were
read.
It was moved by Leonis, seconded by Scheider that the de-
mands be allowed, and warrants drawn. Motion carried.
It was moved by Scheider, seconded by Peralta that the
meeting adjourn. Motion carried.
