19380621 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF TEE CITY COUNCIL OF THE CITY OF VERNON, HELD TUESDAY, JUNE 21, 1938, AT THREE D'CLOCK P.M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA - - - - - - - - - - - - - - - - - - - The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Peralta, Scheider Councilmen absent: Leonis, Levy. It was moved by Scheider, seconded by Peralta that the reading of the Minutes of the previous meeting be dispensed with. Motion carried. At this time the City Clerk announced that he had, pursuant to advertising for bids, bids upon his desk for the furnish- ing of a deep well turbine pump, motor driven, from several firms. It was moved by Scheider, seconded by Peralta that the Clerk proceed to open the b~ds. Motion carried. At this time the Clerk opened and read bids for the furnishing of a deep well turbine pump, motor driven, and accessories, from the following firms: Roy G. Davis, Victor Equipment Company, Byron Jackson Company, Food Machinery Corporation, Peerless Johnston Pump Company, Fairbanks & Morse, Lyme & Bowler, and Pump Division. It was moved by Scheider, seconded by Peralta that the bids be referred to the City Engineer for checking and report. Motion carried. Resolution No. 913, a resolution transferring all monies now in the Packing House District Storm Drain Fund to the Emergency Fund, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 913 be adopted. Motion carried. Resolution No. 914, a resolution transferring all monies now in Downey Road Storm Drain Fund into the Emergency Fund, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 914 be adopted. Motion carried. Resolution No. 915, a resolution transferring the sum of $2471.49 from the Emergency Fund to the Vernon Avenue Storm Drain Fund, was read. -1- 51 It was moved by Scheider, seconded by Peralta that Resolution No. 915 be adopted. Motion carried. At this time the Mayor announced that he had appointed the following Co~ttees until the further order of the Board: Finance Committee: Leonis, Scheider and Peralta; Fire and Police Committee: Furlong, Leonis and Scheider; Street and Sewer Committee: Leonis, Levy and Furlong; . Light, Power, Water, Building and Purchasing Committee: Leonis, Furlong and Peralta. Resolution No. 916, a resolution of the City Council approving the appointment of the committees made by the Mayor, was read. It was moved by Scheider, seconded by Peralta that Resolu- tion No. 916 be adopted. Motion carried. A report of Carl A. Heinze, Consulting Electrical Engin- eer, on operations of the electric system for the Month of April, 1938, by the Southern California Edison Company, was read. It was moved by Peralta"seconded by Scheider that same Motion carried. be filed. A communication from the Southern California Edison Company Ltd., with a swo~ statement of H. J. Bauer, President, in regards to franchise ordinances 503 and 504, was read. It was moved by Scheider, seconded by Peralta that the report be filed, and cheeks accepted. The claim of D. N. Jumes, in the sum of $2,000.00 for alleged injuries received at Vernon and Santa Fe Avenues, was read. It was moved by Scheider, seconded by Peralta that the claim be filed, and denied. Motion carried. ORDINANCE No. 517, an ordinance of the City of Vernon prohibiting the propelling of any motor vehicle upon or along any public street in the City of Vernon unless same is equipped with pneumatic or solid rubber tires, was read for the first reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 517 be passed for the first reading. Motion carried. A communication from Superbo Manufacturing Company, re- garding the condition of Magnolia Avenue, between Leonis and Slauson Avenues, was read. It was moved by Scheider, seconded by Peralta that same be referred to the City Engineer. Motion carried. A communication from Robert C. L~ster, 328 W. 47th St., requesting a permit to operate a service station at 4401 Downey Road. It was moved by Peralta, seconded by Scheider that the communication be filed and permit granted. Motion carried. A communication from the United St~tes Lime Products Corp., stating that their business has been taken over by the Arrow- head Lime & Chemical Company of 1840 E. 25th St., was read. -2- 52 It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. A communication from the City of Huntington Park, requesting permission to erect a four-way overhead automatic traffic signal at interseetion of State and Slauson Avenues, was read. It was moved by Peralta, seconded by Scheider that the communication be filed and permit granted to erect said traffic sig- nal, same to be erected without any cost to the City of Vernon and the specifications to be approved by the City Engineer of the City of Vernon. Motion carried. A communication from Cant1ay & Tanzola Inc., stating they wish to lease a gmall brick building on the southerly part of their property at 2901 Santa Fe Avenue for use as a coffee shop, was read. It was moved by Scheider, seconded by Peralta that same be referred to the Police Department. Motion carried. A communication from Steel & Metal Sales Company, re- questing permit to haul refuse from their pr-emises at 4443 Santa Fe Avenue, upon and along the streets of the City of Vernon, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. A communication from Advance Saw Works, requesting permission to haul refuse from their premises at 2665 Santa Fe Avenue upon and along the streets of the City of Vernon, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. A communication from Davey Tree Surgery Company, re- questing permission to remove five dead Cypress trees located at Edison Sub-station on Magnolia Avenue, north of Leonis Boulevard, for the Southern California Edison Company, was read. It was moved by Peralta, seconded by Scheider that the communication be filed, and permit granted. Motion carried. Report of the Police Department was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. The Minutes of the Committee on Water & Power, as of June 7, 1938, was read. It was moved by Peralta, seconded by Scheider that the same stand approved as read. Motion carried. The following applications, all having the approval of the City Engineer, were read: Application 5927: Southern California Edison Company, to install two anchors on the south side of Chambers Street, west of Pacific Boulevard. -3- 53 Application 5928: Southern California Edison Company to install one pole and one anchor on Downey Road, north and south of Vernon Avenue. Application 5929: Southern California Gas Company, to repair gas main in the north side of 53rd Street, east of Santa Fe Avenue. Application 5930: General Petroleum Corporation, to connect drainage system of new L. A. Sales Terminal Warehouse across 37th Street to existing manhole located on south side of 37th Street. Application 5931: General Petroleum Corporation, to remove 270 feet of Standard curb and install 471 feet of depressed curb and 71 feet of standard curb on the north side of 37th Street west of Soto Street. Application 5932: General Petroleum Corporation to construct 19 feet of curb on the north side of 37th Street, west of Soto Street. Application 5933: Board of Education to install side- walk and yard drains on the south side of Vernon Avenue, west of Santa Fe Avenue. Application 5934: Vernon Tool Company to construct cement sidewalk on the south side of 37th Street, 450 feet west of Soto Street. Application 5935: Metropolitan Water District of Southern California, to make execavations in Alameda Street, be- tween 25th Street and 55th Street and 25th Street between Santa Fe Avenue and Alameda Street. Application 5936: Cantlay & Tanzola Inc., to connect to sewer at 2901 Santa Fe Avenue. Application 5937: Pacific System Homes Co., to connect to sewer at 5710 Boyle Avenue. Application 5938: L. A. Saratoga Chip and Pretzel Co., to connect to sewer at 2555 Chambers Street. It was moved by Peralta, seconded by Scheider that the applications be filed, and permits granted. Motion carried. Demands on the General Fund in the sum of $15,014.07 was read. It was moved by Scheider, seoOnded by Peralta that the demands be allowed, and warrants drawn. Motion carried.
