CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY ~ AUGUST 2 ~ 1938, AT THREE
O'CLOCK P.M., AT TEE CITY HALL OF THE

The meeting was called to order by the Mayor, J. J.
FUrlong.
Councilmen present: Furlong, Leonis, Scheider, Peralta
Councilmen absent: Levy
It was moved by Scheider~ seconded by Peralta that the read-
ing of the Minutes of the previous meeting be dispensed with. Motion
carried.
At this time the City Clerk announced that he had bids upon
his desk from several contractors, pursuant to Notice Inviting Bids
for the construction of a sanitary sewer.

A report of General Petroleum Corp., on Los Angeles County
Franchise Ordinance 78l~ new series, was read.
It was moved by Scheider, seconded by Peralta that same be
filed. Motion carried.
A report of the Southern California Gas Company, on Los Angeles
County Franchise Ordinance 463, together with a check. in the sum of
$1.82, was read.
It was moved by Scheider, seconded by Peralta that same be
referred to the Finance Committee. Motion carried.
A report of the Southern California Gas Company on Los Angeles
County Franchise Ordinance 467, was read.

A petition, submitted by J. P. Yarbrough, for a permit to
operate a business of driving and trucking of livestock from Los Ang-
eles Union Stock Yards to various packing plants, was read.
It was moved by Scheider, seconded by Peralta that same be
taken under advisement. Motion carr~ed.
A communication from Mrs. Mae Meeker, requesting a permit to
operate a boarding house and public dining room at 3705 Santa Fe Ave.,
was read.
It was moved by Leonis, seconded by Peralta that same be
referred to the Police Department. Motion carried.
A communication from Southwestern Engineering Co., regarding'
parking conditions at 4800 Santa Fe Avenue, was'read.
It was moved by Leonis, seconded by Pera.lta,thlt same be
referred to the Police Department. Motion carried.
A communication from Caswell & Company regarding parking
conditions at 2357 E. Slauson Avenue, was read.
It was moved by Leonis, seconded by Peralta that same be
referred to the Police Department. Motion carried.
A check, submitted by the Southern California Edison Company,
for bond interest and redemptions on Light & Power Bonds in the sum of
$248,347.50, wa.s read.
It was moved by Leonis, seconded by Scheider that same be
accepted. Motion carried.
A communication from the County of Los Angeles Dog Pound
Department, regarding the number of dogs impounded by City, was read.
It was moved by Leonis, seconded by Scheider that same be
filed. Motion carried.
Communications from the following firms for permits to haul
refuse upon and along the public streets of the City of Vernon, were
read: Globe Ice Machine Co. of 1915 E. 51st St.; West Coas~ Kal-
somine Co., of 3263 E. 26th Street, and Lord Babcock, Inc., of 2303
E. 37th Street.
It was moved by Scheider, seconded by Peralta that the com-
munications be filed, and permits granted. Motion carried.
Resolution No. 920, instructing the City Engineer to file an
application through F.E.A. of Public Works, was read.
It was moved by Scheider, seconded by Peralta that .Resolution
No. 920 be adopted. Motion carried.
Resolution No. 921, creating a separate fund to be known as
Water Department General Fund, was read.
It was moved by Scheider, seconded by Peralta that Resolution
No. 921 be adopted. Motion carried.
Resolution No. 922, instructing the City Treasurer to transfer'
certain funds from the Water Department General Fund, was read.

It was moved by~Scheider, seconded by Peralta that Resolution
No. 922 be adopted. Motion carried.
Resolution No. 923, setting aside certain monies ror the im-
provement of the Municipal water system, was read.
It was moved by Scheider, seconded by Peralta, that Resolution
No. 923 be adopted. Motion darried.
Resolution No. 924, instructing the City Engineer to rile an
application through the F.E.A. for certain storm drain work, was read.
It was moved by Scheider, seconded by Peralta that resolution
No. 924 be adopted. Motion carried.
Resolution No. 925, instructing the City Treasurer to transfer
$28,000.00 from the Emergency Fund to the General Fund, was read.
It was moved by Scheider, seconded by Peralta that Resolution
No. 925 be adopted. Motion carried.
Resolution No. 926, setting aside certain monies for financing
the ~provement of a certain storm drain, ~as read.
It was moved by Scheider, seconded by Peralta that Resolution
No. 926 be adopted. Motion carried.
Resolution No. 927, transferring rrom the Emergency Fund to
several Bond Interest & Redemption Funds the sum of $721.29, in lieu
of delinquent taxes, was read.
It was moved by Scheider, seconded by Peralta that Resolution
No. 927 be adopted. Motion carried.
Resolution No. 928, transferring from the Light & Power Fund
to the Light & Power Bond Fund the sum of $37,366.32, was read.
It was moved by Scheider, seconded by Peralta that Resolution
No. 928 be adopted. Motion carried.
The Report of the Police Department was read.
It was moved by Leonis, seconded by Peralta that same be filed.
Motion carried.
ORDINANCE No. 519, an Ordinance approving a certain agreement
between the City of Los Angeles and the City of Vernon, was read by
title, and arter the reading of the title, it was moved by Scheider,
seconded by Peralta that further reading thereof be waived, and that same
be passed for first reading. Motion carried by unanimous vote.
It was moved by Leonis, seconded by Peralta that the Southern
California Telephone Company may de~osit a faithful performance bond in
the sum of $500.00 in lieu of the ~1500.00 now on deposit, and upon
the approval of said bond by the proper City officials, be returned the
$1500.00 now on deposit. Motion carried.
The budget, submitted by Francis Bates for the Water Depart-
ment for the fiscal year 1938-39, was read.
It was moved by Leonis, seconded by Scheider that same be re-
ferred to the Finance Committee. Motion carried.

A communication from Hollister, Williams & Thompson, Inc.,
requesting a permit to conduct a business of painting canvas goods
for the purpose of making awnings and couch hammocks at 230lt E.
37th Street., was read.
It was moved by Leonis~ seconded by Peralta that the communi-
cation be filed, and permit granted. Motiofi carried.
The following applications, all having the approval of the
City Engineer, were read:
Application 5973: Beaurau of Water Works & Supply, City of
Los Angeles to re-l.ocate 6" C.D. main in Santa Fe Avenue from NL (City
boundary) to 7.5' SN 25th Street. .
Application 5974: Washington-Eljer Co., to construct con-
crete sidewalk & driveway on north side of Vernon Ave., between Alameda
& Santa Fe Ave.,
curb A2glication 5975: Cantlay & Tanzola to construut two driveways
lid sidewalk at 2835 Santa Fe Ave.
Application 5976: Union Oil Co., to locate and repair oil
line in Fruitland Road, 600' west of Pacific Blvd.
Application 5977: Southern California Gas Co., to abandon
service at 2019 Alameda Street.
Application 5978: Southern California Gas Co., to install 1"
service on east side of Magnolia Ave., 90' north of Slauson Ave.
Application 5979: Southern California GaS Co., to abandon
service at 2691 E. Vernon Avenue.
Application 5980: Southern Ca~ifornia Edison Co., to remove
two poles on the south side of 26th St., east of Santa Fe Avenue.
Application 5981: Southern California Edison Co., to remove
three poles on the north side of 52nd Street, east of Alameda Street.
Applicatioh 5982: Southern California Edison Co., to install
one anchor on the north side of 26th St., 55' east of Harriett Street.
Application 5983: Southern California Telephone Co., to place
lOi' of 3" sewer tile in west side of Santa Fe Ave., 306' south of
28th Street.
Application 5984: Southern California Telephone Co., to place
8' of underground conduit on the north side of Slauson Ave., 107' east
of Magnolia Avenue.
It was moved by Leonis, seconded by Scheider that the appli-
cations be filed, and permits granted. Motion carried.
The Minutes of the Committee of Light, Power, Water, Building
and Purchasing, as of July 19th., 1938, were read.
It was moved by Scheider, seconded by Peralta that the same
stand approved as read. Motion carried.
Demands on the General Fund in the sum of $7,216.10 were read.
It was moved by Leonis, seconded by Peralta that the demands

be allowed and warrants drawn. Motion carried.
