19380816 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD TUESDAY, AUGUST 16, 1938, AT THREE O'CLOCK P..M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA - - - - - - - - - - - - - The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Scheider, Peralta Councilmen absent: Levy, Leonis It was moved by Scheider, seconded by Peralta that the read- ing of the Minutes of the previous meeting be dispensed with. Motion carried. A Bid, submitted by Los Angeles Railway Company for a franchise on Pacific Blvd., across intersections of 46th., 48th., 50th., and Fruitland Road, was read. It was moved by Peralta, seconded by Scheider that the Bid be accepted. Motion carried. A bond, submitted by Los Angeles Railway Company in the amount of $1000.00, guaranteeing faithful performance in connection with the above franchise, was submitted. It was moved by Scheider, seconded by Peralta that same be approved, subject to the endorsement of the City Attorney. Motion carried. A report from Francis Bates, City Engineer, on sanitary sewer bids received August 2, 1938, and a recommendation that Cu1jak & Zelko be awarded the contract, was read. It was moved by Scheider, seconded by Peralta that all bids be rejected except the bid of Cu1jak and Zelko for the construction of a sanitary sewer, and that their bid be accepted, all bidder's checks being returned to the unsuccessful bidder. Motion carried. A communication from Francis Bates, City Engineer, submitting original and duplicate agreement with the Division of Highways, State of California, for the accumulation of one-quarter cent gas tax on streets of major importance, was read. It was moved by Scheider, seconded by Peralta that same be accepted, subject to the approval of the City Attorney as to form of the agreement. Motion carried. A Bond, submitted by Southern California Telephone company, in the amount of $500.00 in regard to street excavations, was read. It was moved by Peralta, seconded by Scheider that same be accepted, subject to the City Attorney as to form. Motion carried. A communication from W. A. Wadsworth, requesting a permit to conduct the business of truck and auto painting, was read. -1- 70 '. It was moved by Scheider, seconded by Peralta that the communication be filed, and the permit granted. Motion carried. A communication from A. R. Pelter, requesting a permit to operate a restaurant at 2901 Santa Fe Avenue, .was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted subject to the approval of the Police Department. Motion carried. A communication from R. E. Field, requesting a permit to operate a restaurant at 520a Santa Fe Avenue, was read. It was moved by Peralta, seconded by Scheider that same be ,referred to the Police Department. Motion carried. A communicatio~ from Mrs. Flossie D. Shafer, in behalf of the application of Mrs. Mae Meeker for a permit to serve meals at 3705 Santa Fe Avenue, was read. It was moved by Scheider, seconded by Peralta that same be approved, subject to the approval of the Police Department. Motion carried. . A communication from the City Rubbish Company,requ~s:ting a permit to haul refuse through the streets and alleys of the City of Vernon to serve customers within the city, was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. Communications from the Universal Brass Manufacturing Company and Tillotson Clay Products Company, requesting permits to haul refuse from their premises upon and along the City streets, were read. It was moved by Peralta, seconded by Scheider that same be filed ~nd permits granted. Motion carried. The report of the Police Department was read. It was moved by Peralt~, seconded by Scheider that same be filed. Motion carried. Resolution No. 934, fixing the salary of T. L. Patterson, a member of the Fire Department, was read. It was moved by Peralta, seconded by Scheider that Resolu- tion No. 934 be adopted. Motion carried. A request from the General Petroleum Corporation of Calif- ornia, requesting the City of Vernon to determine whether the City of Vernon has any claim to the following property for purposes of a public street, was read: "Beginning a t the southeast corner of Tract No. 3226, as per map recorded in Book 35, page 20 of Maps, in the office of the County Recorder of said County; thence North along the east line of said tract to the northeast corner thereof; thence North eighty- nine degrees (890) twelve minutes (12') East, forty and one hundredth (40.01) feet to the intersection of the southerly line of East 37th Street, with the -2- 71 westerly line of Right of Way conveyed to San Pedro, Los Angeles and Salt Lake Railway Company, by deed recorded in Book 5920, page 221 of Deeds, records of said County; thence along said west- erly line~ South two degrees (20) seventeen min- utes (17') East, three hundred twenty-eight and eighty-nine hundredths (328.89) feet to the north- east corner of Parcel No. 1 above described; thence westerly along said northerly line forty and one hundredth (40.01) feet to the point of be- ginning." ' It was moved by Peralta, seconded by Scheider that the City Clerk be instructed to notify the General Petroleum Corporation that the City has no interest whatever in said property. Motion carried. ORDINANCE No. 520, an ordinance fixing the tax rate for the fiscal year 1938-39, was read for the first reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 520 be passed for first reading. Motion carried. A proposal of Terminix Company, to treat the City Hall build- ing for termites, was read. It was moved by Scheider, seconded by Peralta that same be laid over until the next regular meeting. Motion carried. A report of Carl A. Heinze, consulting Engineer, on the operation of the electric system by Southern California Edison Co., for the month of June, 1938, was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. Resolution No. 935, approving Memorandum of Agreement-for Accumulation of 1/4 cent gas tax allocated for Streets of Major Im- portance, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 935 be adopted. Motion carried. The Minutes of the Committee of Light, Power, Water, Building and Purchasing, as of August 2nd. were read. It was moved by S~heider, seconded by Peralta, that same stand approved as read. Motion c~rried. The following applications, all having the approval of the City Engineer, were read: Application 5988: Saratoga Chip Co., requesting a permit to remove and construct depressed curb at 2555 Chambers Street. Application 5989: Brown Bevis Co., requesting a permit to connect to sewer at 4940 Santa Fe Avenue. Application 5996: Southern California Gas Co., to abandon service at 1819 E. 25th Street. Application 5997: Swift & Co., for storm drain connections in Vernon Avenue west of Jewel Street and Jewel Street north of Vernon Avenue. -3- 72 Application 5998: Southern California Gas Co., to cut gas services on south side of 25th Street, 1347 ft. and 1687 ft. east of Alameda Street and 975 ft. west of Santa Fe Avenue. Application 5999: Southern California Gas Co., to install 830 ft. of S' gas main and 77 ft of 10 inch casing on south side of 57th Street, between Alameda Street and First Street. Ap~lication 6000: Southern California Gas Co. to construct a 7x8x7f vault and install gauge post, regula~or and 18f of 8" pipe on south side of 57th Street, west of Second Street. Application 6001: Southern California Gas Co., to sever gas services on south side of 25th Street at 473', 598' and 893f east of Alameda Street. Application 6002: Southern California Telephone Company, to move 6f of underground conduit I&: north on south side of 55th Street and Santa Fe Avenue. Application 6003: Southern California Telephone Company, to replace one pole on north side of 26th Street, 100' east of Minerva Street. . Application 6004: Southern California Telephone Company, to remove 7 poles on west side of Boyle Avenue from Leonis Boulevard to Fruitland Road. ' Application 6005: Southern California Telephone Co., to re- move three poles on north side of Fruitland Road, west.of Boyle Ave. Application 6006: Southern California Telephone Co., to remove four poles on south side of 55th Street, west of Santa Fe Ave. Application 6007: Southern California Telephone Co., to re- move ten poles on the north side of Fruitland Road between Santa Fe Avenue and Pacific Blvd. . Application 6008: Southern California Gas Co., to install gas service at 2901 Santa Fe Avenue. APplication 6009: Southern California Edison Co., to remove two poles on the north side of 51st Street. Application 6010: Wilshire Oil Co., to construct concrete driveway and depressed curb at 2455 E. 27th Street. Application 6011: Southern California Edison Co., requesting a blanket permit to place approximately l25g~ound rods at various locations in unimproved areas, also approximately 75 ground rods at various improved areas. It was moved by Scheider, seconded by Peralta that the ap- plications be filed and permits granted. Demands on the General Fund in the sum of $10,504.53 were read. It was moved by Scheider, seconded by Peralta that the de- mands be allowed, and warrants drawn for the amounts.
