MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY, SEPTEMBER 20, 1938, AT
THREE O'CLOCK P.M., AT THE CITY HALL
OF THE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERHON, CALIFORNIA
The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen prexent: Furlong, Peralta, Leonis
Councilmen absent: Levy, Scheider.
It was moved by Peralta, seconded by Leonis that the read-
ing of the Minutes of the previous meeting be dispensed with. Motion
carried.
A communication from Francis Bates, City Engineer, ad-
vising of the employment of Charles Clough as Engineer-Inspector on
sewer construction in right-of-way, northerly of Leonis Blvd., at a
salary of $200.00 per month, was read.
It was moved by Leonis, seconded by Peralta that the com-
munication be filed and the appointment be approved, and Charles
Clough shall serve at the pleasure of the Board. Motion carried.
A communication from Carl A . Heinze, consulting electrical
Engineer, regarding the transformer oil stored in transformers sold to
Edison Company, together with a claim of Edison Company in the sum of
$58.34, due to discrepancy of oil within transformers, was read. Said
claim being approved by Carl A. Heinze.
It was moved by Leonis, seconded by Peralta that the com-
munication be filed, and that the treasurer be instructed to pay the
Edison Company the sum of $58.34. Motion carried.
A communication from Carl A. Heinze, Consulting Electrical
Engineer, submitting an overhead agreement, CLD2017, obtained by
Edison Company, in connection with the operation of Vernon City dis-
tribution system between the City of Vernon and the Union Pacific
Railroad Company, was read.
It was moved by Leonis, seconded by Peralta, that the com-
munication be filed, and the agreement approved. Motion carried.
A communication from Carl A. Heinze, Consulting Electrical
Engineer, regarding agreement, CLD-1910, obtained by Edison Company
between Union Pacific Railroad Company and City of Vernon covering
the crossing of their tracks at Packers Avenue and Downey Road, was
read. Said Engineer recommended the approval of same.
It was moved by Leonis, seconded by Peralta that the com-
munication be filed, and the agreement approved. Motion carried.
A communication from the Vernon Industrial Development
Associ~tion, submitting a copy of a letter under date of August 27,
1938, by Carl A. Heinze, Consulting Electrical Engineer, City of

Vernon, the Vernon Industrial Development Association, and Guthrie
and Darling, Att0~peys for same, in reply to a report of Haskins and
Sells, was read.
It was moved by Leonis, seconded by Peralta that same be
filed. Motion carried.
A communication from Union Pacific Railroad Company, to-
gether with an easement for the construction and operation of sani-
tary sewer across Lots 19, 20, 21 and 22 of the 500 acre tract of
Los Angeles Fruitland Association, and the construction and opera-
tion of sewer line across Lot 22, was read~
It was moved by Leonis, seconded by Peralta that the com-
munication be filed, and the easement be filed. Motion carried.
A communication from Joseph Artale, Fire Chief, advising
of the resignation of Ernest Sheets, and the appointment of Frank
SebalIa, at a monthly salary of $140.00 per month, was read.
It was moved by Peralta, seconded by Leonis that the com-
munication be filed! and the appointment of Frank Seballa, at a
monthly salary of $ 40.00, be approved. Motion carried.
A Communication from Austin Company, requesting permission
to install a temporary driveway over curb in connection with the con-
struction work at Swift & Company, was read.
It was moved by Peralta, seconded by Leonis that the
communication be filed, and permit granted. Motion carried.
A communication from Oliver Farm Equipment Sales Co.,
requesting a permit to conduct business at 4330 District Blvd., was
read.
It was moved by Peralta, seconded by Leonis that the com-
munication be filed, and permit granted. Motion carried.
A communication from F. H. Jane, requesting a permit to
conduct a general engineering business at 5500 S. Boyle Avenue, was
read.
It was moved by Leonis, seconded by Peralta that the com-
muniCation be filed, and permit granted. Motion carried.
A communication from Gus Tsopis, 1845 S. Soto Street,
requesting a permit to sell fruit and vegetables from truck on prop-
erty located at southwest corner of 26th Street & Soto, was read.
It was moved by Peralta, seconded by Leonis that the com-
munication be filed, ~nd permit granted. Motion carried.
At this time the Consulting Electrical Engineer submitted
bids to the City Council for old scrap cop~er accumulated by the City.
Bids were as follows: Berg Metals Corp., ~8.l2! per hundred, and
Funkelster Foundry Supply Co., $8.27 per hundred.
It was moved by Peralta, seconded by Leonis that the copper
be sold to the highest bidder. Motion carried.
The report of C. A. Heinze, Consulting Electrical Engineer,
on the operations of the Edison Company for the month of July, 1938,
was read.

garding termite infestation of the City Hall Building, waS read.
It was moved by Peralta, seconded by Leonis that same be

Communications from the following firms for permits to
haul refuse from their premises upon and along the streets of the
City of Vernon, were read: Parker Manufacturing Co., 2626 Santa Fe
Avenue; Enterprise Engine Co., 3855 Santa Fe Avenue, and American
Provision Co., 3207 E. Vernon Avenue.
It was moved by Peralta, seconded by Leonis that the com-
munications be filed, and permits granted. Motion carried.
The report of the Police Department was read.
It was moved by Peralta, seconded by Leonis that s~e be
filed.
Re{S.olution No. 939, a resolution grant1rlg Councilman Levy
permission toZ~bsent from the Council meetings for a period of ninety
days, was read. .
It was moved by Leonis, seconded by Peralta that Resolution
No. 939 be approved. Motion carried.
The Minutes of the Committee of Light, Power, Water, Build-
ing and Purchasing, as of September 6th., were read.
It was moved by Leonis, seconded by Peralta that same stand
approved as read. Motion carried.
. The following applications, all having the approval of the
City Engineer, were read:
, Application 60~9: Southern Califfornia Gas Co., to abandon
gas service at 2346 E. 38th Street.
Application 6040: Swift & Co., to construct depressed curb
and driveway on north side Vernon Avenue, approximately 500 feet west
of Jewel Street. '
Application 6041: Swift & Co., for sewer connection at
3750 Jewel Avenue.
It was moved by Peralta, seconded by Leonis that the appli-
cations be filed and permits granted. Motion carried.
Demands on the General Fund in the sum of $25,735.01 were
read.
It was moved by Leonis, seconded by Peralta that the de-
mands be allowed, and warrants drawn. Motion carried.
