MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF VERNON, HELD TUESDAY, OCTONER
18, 1938, AT THREE O'CLOCK P.M.
AT THE CITY HALL OF THE CITY OF
VERNON, 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.

The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong, Peralta, Leonis, Scheider
Councilmen absent: Levy.
It was moved by Peralta, seconded by Scheider that the
reading of the Minutes of the previous meeting be dispensed with.
Motion carried.
Ordinance No. 521, an ordinance granting a franchise to
the Los Angeles Railway Corp., across 16th., 48th., 50th. Streets and
Fruitland Road along Pacific Boulevard, was read for the second reading.
It was moved by Scheider, seconded by Peralta ~hat
Ordinance No. 521 be passed for the second reading. Motion carried.
It was moved by Peralta, seconded by Scheider that
Ordinance No. 521 be laid over for the third and final reading until
the next regular meeting of the Council. Motion carried.
A resolution adopted by the Board of Supervisors author-
izing an appropriation of $500.00 toward the improvement of Alameda
and 25th Streets, was read.
It was moved by Scheider, seconded by Peralta that same
be filed. Motion carried.
A ref'und from the C:tty of los Angeles Department of
Public Works in the sum of $2663.70 on advance for 1938-39 sewage dis-
posal cost and rental excess flow, was submitted to the City Council.
It was moved by Scheider, seconded by Peralta that same
be referred to the City Engineer for checking and report. Motion
carried.
An order, extending time by the Railroad Commission in
the matter of the Southern Pacific Company for the construction of a
spur track across Alameda Street, was read.
It was moved by Peralta, seconded by Scheider that same
be filed. Motion carried.
A communication from Swift & Co., requesting permission
to install three fire alarm boxes on premises at 3750 Jewel Avenue,
was read.
It was moved by Scheider, seconded by Peralta that same
be referred to the Chief of the Fire Department for a report. Motion
carried.

A communication from Hyman Kaplan requesting a permit to
conduct a meat business at 3301 E. Vernon Avenue, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed ana permit granted. Motion carried.
A communication from Federal Packing Co., requesting a
permit to operate a wholesale meat business at 3301 E. Vernon Avenue,
was read.
It was moved by Peralta, seconded by Scheider that the com-
munication be filed and permit granted. Motion carried.
A communication from Hazel M. Khann, requesting a permit
~o operate a restaurant at 2700 Fruitland Road, was read.
It was moved by Peralta, seconded by Scheider that the com-
munication be filed, and referred to the Police Department with power
to act. Motion carried.
A communication from the Eastern Cabinet & Furniture Co.,
requesting a permit to operate a cabinet and furniture business at
2044 E. 45th Street, was read.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed, and permit granted. Motion carried.
A communication from Eddie Lockett, 1104 Exposition Blvd.,
requesting a disabled veteran's License, was read.
It was moved by Peralta, seconded by Scheider that same be
referred to the Police Department. Motion carried.
Communications from the following firms for permits to
haul refuse upon and along the public streets of the City of Vernon,
were read: Vernon Stationery and Pringing Co., 5212 Santa Fe Ave.;
Bank of America, 4940 Santa Fe Avenue; Columbia Steel Company, 2087
Slauson Avenue; Cantlay & Tanzola Inc., 2835 Slauson Avenue;
Johns-Manville Co., 3275 E. Slauson Avenue; and John P. Stewart,
4300 Santa Fe Avenue.
It was moved by Peralta, seconded by Scheider that the
communications be filed, and permits granted. Motion carried.
A communication from OWens-Illinois Pacific Coast Co., re-
questing a permit to operate a store at 5120 Soto Street, for the
benefit of their employees, was read.
It was moved by Scheider, seconded by Peralta, that same
be referred to the Police Department with the power to act. Motion
carried.
The Minutes of the Committee of Light, Power, Water, Build-
ing and Purchasing, as of October 4th., 1938, were read.
It was moved by Peralta, seconded by Scheider that same stand
approved as read. Motion carried.
The report of Carl A. Heinze, Consulting Electric Engineer,
on the operation of the electric system by Southern California Edison
Company, for the month of August, 1938, was read.
It was moved by Peralta, seconded by Scheider that same
be filed. Motion carried.

A communication from Wallis F. Pittman, 3161 Walnut Street,
Huntington Park, regarding traffic collision at Pacific Blvd. and
Fruitland Road, was read.
It was moved by Scheider, seconded by Peftalta that same be
referred to the Police Department for report. Motion carried.
It was moved by Scheider, seconded by Peralta that the
Police Department use every effort to prohibit gambling in the City
of Vernon. Motion carried.
The report of the Police Department was read.
It was moved by Scheider, seconded by Peralta that same
be filed. Motion carried.
The following applications, all having the approval of
the City Engineer, were read:
Application 6068: General Petroleum Corp., to remove ex-
isting curb and install depressed curb on north side of 37th Street,
from 125' west of west property line of Jewel Street.
Application 6069: Vernon Paging Company, to construct
driveway, sidewalk and depressed curb at 4800 Santa Fe Avenue;
Application 6070: Southern California Gas Co., to install
gas service at 5421 Santa Fe Avenue.
Application 6071: Southern California Edison Co., for a
permit to test two poles on west side of Pacific Blvd. at 4545 Pacific
Blvd.
Application 6072: Southern California Telephone Co., to re-
move one pole on the south side of Fruitland Road, 20 feet west of
Magnolia Avenue.
It was moved by Scheider, seconded by Peralta that the
communications be filed, and permits granted.
Demands on the general fund in the sum of $10,258.69, were
read.
It was moved by Leonis, seconded by Peralta that the de-
mands be allowed, and warrants drawn. Motion carried.
It was moved by Peralta, seconded by Scheider that the
meeting adjourn. Motion carried.
