MINUTES OF A REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON, HELD TUESDAY, DECEMBER
20, 1938, AT THREE O'CLOCK;P.M.
AT THE CITY HALL OF THE C]TY OF
VERNON, 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong, Peralta, Leonis, Scheider
Councilmen absent: Levy
It was moved by Peralta, seconded by Leonis that the
reading of the Minutes of the previous meeting be dispensed with.
Motion carried.
A communication from Leo V. Youngworth, Attorney, re-
garding cigarette vending machine licenses was read.
It was moved by Scheider, seconded by Peralta that
same be referred to the Committee of the Whole. Motion carried.
The report of B. A. Moeller, Refinery Inspector, re-
garding various fire foam inspections, was read.
It was moved by Scheider, seconded by Peralta that
same be filed. Motion carried.
A communication from Chambers-Pacific Company, request-
ing a permit to conduct a wholesale paper and paper products and
twine business at 4410 District Blvd., was read.
It was moved by Leonis, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
A communication from the Postal Telegraph Company, re-
questing permission to trim tree along several Streets of the City
of Vernon, was read.

It was moved by Leonis, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
Communications from the following firms for permission
refuse upon and along the public Streets of the City of
were read: Victor Belting & Rubber Co, of 2316 E. 3~th
Los Angeles Brush Co., of 2208 E. 37th. Street; and
Company, of 4636 Pacific Blvd.
It was moved by Leonis, seconded by Scheider that the
communications be filed, and permits granted. Motion carried.
A communication from Nelson E. Belden, of 7030 Holly-
wood Blvd., requesting a soldier's license to sell various art-
icles to gas stations, garages and construction jobs during the
noon hour, was read.

It was moved by Leonis, seconded by Peralta that
same be filed. Motion carried.
The Report of the Police Department was read.
It was moved by Leonis, seconded by Peralta that same
be filed. Motion carried.
A communication from the City Engineer, requesting
permission to rent the street department office in the rear of
the City Hall to Oberg Bros., Contractors, on replacement of
reservoir roof, for the sum of $15.00 per month, was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
A communication from the City Engineer, requesting
authority to employ Ralph W. O'Neil as inspector on the pavement
of 37th Street, at a salary of $190.00 per month, was read.
It was moved by Peralta, seconded by Scheider that
the communication be filed, and that the City Engineer be auth-
orized to employ Ralph W. O'Neil as inspector at the salary
stated in his communication, said Ralph W. O'Neil to work at the
pleasure of the City Council. Motion carried.
The Report of Haskins &. Sells for the period ending
June 30, 1938, was read.
It was moved by Scheider, seconded by Peralta that
same be filed, and referred to the Finance Committee. Motion
carried.
ORDINANCE NO. 523, an Ordinance regulating the sale
of livestock in the City of Vernon was read for the first read-
ing.
It was moved by Scheider, seconded by Peralta that
Ordinance No. 523 be passed for first reading. Motion carried.
A report of C. A. Heinze, on operation of the electric
system by Southern California Edison Co., for the month of Oct-
ober, 1938, was read.
It was moved by Leonis, seconded by Peralta that same
be filed. Motion carried.
A communication from the Electrical Consulting Engin-
eer, Carl A. Heinze, regarding the application for overhead
line crossing near Hobart Station between Southern California
Edison Co. and Santa Fe Railway Company, was read.
It was moved by Peralta, seconded by Scheider that
same be filed. Motion carried.
The Minutes of the Committee on Light, Power, Water,
Building and Purchasing, as of December 6, 1938, were read.
It was moved by Scheider, seconded by Peralta that same
stand approved as read. Motion carried.

The following applications, all having the approval
of the City Engineer, were read:
Apglication 6131: Southern California Gas Co., to
install 10' of 4" Gas Main on north side of Slauson Ave., east
of Magnolia Avenue.
Application 6132: Southern California Gas Co., to in-
stall 19' of 6" gas main across Fruitland Road 30' west of Downey
Road.
Application No 6133: Southern California Telephone Co.,
to remove one pole on the south side of 37th Street, west of Ross
Street.
Application 6134: Southern California Telephone Co.,
to place two anchors on south side of 55th Street, east of Ala-
meda Street, and 1001' west of Santa Fe Avenue.
Application 6135: Repeal Brass Co., to construct
sidewalk and curb on north side of East 27th Street, approx. 900'
west of Santa Fe Avenue.
Application 6136: Southern California Edison Company,
to set two poles, two grounds, and remove two poles and two
grounds on Alameda Street, 990' and 1125' North of East 37th
Street.
Application 6137: Pioneer-Flintkote Co., to construct
curb and driveway on the north side of 55th Street, approx. 845'
east of Alameda Street.
Application 6138: Owens Parks Lumber Co., to connect to
sewer at 2100 East 38th Street.
A~plication 6139: National Feed Yards, to connect to
sewer on west side of Magnolia Avenue, .200' south of Vernon Ave.
Application 6140: Luer Packing Company, to construct
curb and driveway on south side of Vernon Avenue, west of Soto
Street.
It was moved by Leonis, seconded by Scheider that the
applications be filed, and permits granted. Motion carried.
Demands on the General Fund in the sum of $11,248.87,
were read.
It was moved by Leonis, seconded by Peralta that the
demands be allowed, and warrants drawn. Motion carried.
