MINUTES OF A REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON, HELD TUESDAY, JANUARY 3,
1939, AT THREE O~CLOCK P.M., AT
THE CITY HALL. OF THE CITY OF
VERNON, 4305 S&NTA FE AVENUE,
VERNON, CALIFORNIA.

The meeting was called to order by the Mayor, J. J.
Furlong.
CoUncilmen present: Furlong, Peralta, Scheider, Levy
Cduncilmen absent: Leonis
It was moved by Peralta, seconded by Scheider that the
reading of tne Minutes of the previous meeting be dispensed with.
Motion carried.
A communication from the City Engineer, requesting
the establishing of certain wage rates in connection with PWA
Projects, was read.
It was Moved by Scheider, seconded by Peralta that
the communication be filed. Motion carried.
At this time Councilman Scheider introduced Resolution
No. 959, a resolution of the City Council declaring the prevail-
ing rate per diem wages to be used in the construction of pave-
ment and appurtenances on 37th Street, as described in Specifi-
cations No. 119, and moved its adoption, which was seconded by
Councilman Levy, 'and carried by the following vote:

NOES: None
ABSENT: Leonis.
C6uncilman Scheider then introduced Resolution No.
960, a resolution of the City Council declaring the: prevailing
rate per diem wages to be used in the removal and replacement
of the reservoir roof for the City of Vernon, described in
Specificatio~s No. 117, and moved its adoption, which was seconded
by Levy, and carried by the following vote:
AYES: Furlong, Peralta, Scheider, Levy
NOES: None
ABSENT: Leoni s .
ORDINANCE NO. 523, an ordinance regulating the sale
of livestock within the City of Vernon, was read for the second
reading.
It was moved by Scheider, seconded by Peralta that
Ordinance No~ 523 be passed for the second reading. Motion carried.
Ordinance No. 523, was read for the third and final
reading.
It was moved by Scheider, seconded by Peralta that
Ordinance No~ 523 be adopted. Motion carried by the following vote:
AYES: Furlong, Peralta, Scheider, Levy
NOES: None
ABSENT: Leonis.

A communication from Dr. C. O. McGinnis, and others,
requesting a time limit parking in the 2800 block on Santa Fe
Avenue, was read.
It was moved by Levy, seconded by Scheider that same
be referred to the Police Department. Motion carried.
A communication from West Coast Manchester Mills
requesting a crossing zone for pedistrians at 2615 Fruitland
Road, ..as read.
It was moved by Levy, seconded-by Peralta that same
be referred to the Police Department. Motion carried. .
A communication from Fidelity Grocers Assn., requesting
a permit to conduct a wholesale grocery business at 4267 Produce
Plaza, was read.
It was moved by Levy, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
A communication from Mrs. Leta Duncan for a permit
to sell lunches in various factories, was read.
It was moved by Levy, secondld by Peralta that same
be referred to the Police Department. Motion carried.
A communication from C. J. Heyler, requesting that
John W. Graves be sworn as a watchman at the Gladiator Manu-
facturing Co., at 2335 E. 52nd Street, was read.
It was moved by Levy, seconded by Peralta that same
be referred to the Police Department. Motion carried.
A communication from the following firms requesting
permission to haul refuse from their premises upon and along the
public streets of the City of Vernon, were read: Associated
Piping & Engineering Co., of 2332 E. 38th St.; Oberg Bros.,
from Vernon Reservoir Roof, PWA Project; and Whiting Mead Co.,
from 2260 E. Vernon Avenue.
It was moved by Peralta, seconded by Scheider that
the communications be filed and permits granted. Motion carried.
The Report of the Polbe Department was read.
It was moved by Leonis, seconded by Peralta that
same be filed. Motion carried.
The Minutes of the Committee on Light, Power, Water,
Building and Purchasing, as of December 20th., 1938, was read.
It was moved by Scheider, seconded by Peralta that same
stand approved as read. Motion carried.
The following applications, all having the approval
of the City Engineer were read:
Application 6150: City of Los Angeles, to make ex-
cavation at intersection of 37th Street and Soto, to complete
construction of relief sewer.

Application 6151: Southern California Gas Co., to
repair gas service at south side of 57th Street, 20' west of
Santa Fe Avenue.
Application 6152: City of Los Angeles, to make ex-
cavation at 37th Street and Santa Fe, to complete construction
of relief sewer.
AEplication 6153: Harmon Packing Co., to make storm
drain connection at 3305 E. Vernon Avenue.
Application 6154: Southern California Gas Co., to
repair gas main on north side of Vernon Avenue at Jewel Street.
Application 6155: Southern California Edison Co., to
remove pole on east side of Alameda Street, l' north of 51st.
Street.
Application 6156: Southern California Edison Co., to
set two poles, two grounds, and remove two poles and grounds on
east side of Alameda Street, 990' and 1125' north of 37th St.
APElication 6157: Southern California Edison Co., to
install ground rod on 49th. Street, 60' west of Santa Fe Ave.
Application 6158: Southern California Edison Co., to
remove anchor and install anchor on north side of 38th. Street,
approx. 10' west of Santa Fe Avenue.
Application 6159: Santa Fe Railway Co., to replace
ties in spur track on East 26th Street.
Application 6160: General Petroleum Corp., to install
drain thru curb on west side of Soto Street, 143' worth of 37th. St.
Application 6161: Southern California Water Co., to
install 4" steel water main in 37th Street, between Alameda St.,
and Seco Street.
It was moved by Scheider, seconded by Peralta that the
applications be filed, and permits granted. Motion carried.
Demands on the General Fund in the sum of $6,091.90
were read.
It was moved by Levy, seconded by Scheider that the
demands be allowed and warrants drawn. Motion carried.
It was moved by Levy, seconded by Peralta that the
meeting adjourn. Motion carried.
