HELD TUESDAY,. FEBRUARY 7, 1939,. AT
THREE O'CLOCK P .M, AT THE CITY HALL
OF THE CITY OF VERNON, 4305 SANTS FE
AVENUE, VERNON, CALIFORNIA.
The meeting was called to order by the Mayor, J. J.
:Furlong.
Councilmen present: Furlong, Peralta, Scheider, Levy.
Councilmen absent: Leonis.
It was moved by Peralta, seconded by Scheider that the
reading of the Minutes of the previous meeting be dispensed with.
Motion carried.
Resolution No. 962, a resolution of the City Council
of the City, of Vernon withdrawing from the Los Angeles County Free
Library System, was read. ~
It was moved by Levy, seconded by Scheider that Reso-
lution No. 962 be adopted. Motion carried.
An Order, instituting an.,_ investigation by Railroad
Commission, regarding grade crossings on Alameda Street, stating
a hearing is to be held March 7, 1939, was read.
It was moved by Levy, seconded by Peralta that same
be referred to the City Engineer and the City Attorney. Motion
carried.
A report of Carl A. Heinze, Consulting Engineer, on
the operation of the Vernon Electric System by the Southern Calif-
ornia Edison Company, was read.
It was moved by Levy, seconded by Scheider that same be
filed. Motion carried.
A communication from Carl A. Heinze, Consulting Engineer,
regarding the American District Telegraph Company, requesting per-
mission of the Southern.California Edison Company, to attach their
lines on a contact rental basis to Vernon poles, was read, together
with the Engineer's recommendation that this be done.
It was moved by Peralta, seconded by Scheider that the
COmmunication be filed, and the recommendation of the Engineer be
concurred in. Motion carried.
A communication from Carl A. Heinze, Consulting Engineer,
on matter of Blll of Sales and Partial Releases referred to him on
January 17, 1939, was read.
It was moved by Levy, seconded by Peralta, that same be
referred to the City Attorney. Motion carried.
A communication from the American Can Company, request-
ing permission to hold an employee's dance in their Service Build-
ing on February 4, 1949, was read.

A copy of a Resolution of the Board of Supe~visors, in
regards to the budget for the fiscal year 1939-40, was read.
It was moved by Scheider, seconded by Peralta that

A Report of the Union Oil Company on Los Angeles County
Franchise Ordinance No. 596 -N.S., was read, together with a check
in the sum of $4.95.
It was moved by Scheider, seconded by Peralta that the
communioation be filed, and the check accepted. Motion carried.
A Report of the General Petroleum Corp., on Los Angeles
County Franchise, No. 781-N.S., was read.
It was moved by Scheider, seconded by Peralta that same
be filed. Motion carried.
A Report of the Southern California Gas Company on Los
Angeles County,Franchises No. 463 and 467, was read.
It was moved by Scheider, seconded by Levy that same be
filed. Motion carried.
A communication from Ge~ge Crum, requesting a permit
to operate a general %uto repair business at 4401 Downey Road,
was read.
It was moved by Scheider, seconded by Peralta, that
the communication be filed, and the permit granted. Motion carried.
A oommunication from J. L.Ta1bot, requesting a permit to
operate a sheet metal shop at 5800 Boyle Avenue, was read.

A communication from Reliance Steel Products Co., re-
questing a permit to operate a warehouse and fabrioating reinforc-
ing steel business at 37th and Ross Streets, was read.

communication be filed, and permit granted. Motion carried.
A communication from the Pacific Tank & Pipe Company,
requesting a permit to operate a wood t~k, cooling tower and
general woodwork manufacturing business at 4820 Santa Fe Avenue,
was read.

communication be filed, and permit granted. Motion carried.
A communication from Western Pressure Control, Inc.,
requesting a permit to conduct an oilfield equipment business at
5700 Santa Fe Avenue, was read.

A communication from the Carolson Industrial Sheet
Metal Works for a permit to operate a sheet metal business at
2410 E. 57th Street, was read.

A communication from Van's Trucking and Transfer Co.,
requesting a permit to conduct a trucking business at 5755 Mag-
nolia Avenue, was read.

A communication from the Automatic Service Company,
requesting a permit to operate a candy vending machine at Pioneer-
Flintkote Co., 5500 S. Alameda Street, was read.

A oommunication from Ohton Pacheoo, requesting a permit
to sell fruit on the Northeast corner of 26th Street and Soto,
was read.

questing a loading zone be established at 2626 Santa Fe Avenue,
was read.

ORDINANCE No. 524, an Ordinanoe of Intention entitled
"An Ordinance of Intention of the City o~ Vernon Rela~i~ to
Sewers, and to a Contract Relating Thereto Between the CIties of
Vernon an.dLos Angeles, Providing for the Aoquisition and Construc-
tion o~ Sewer. s and the Acquisition of Rights in the Outfall Sewers
and Disposal Works of the City of Los Aggeles, for the Creation of
a District to be taxed and Assessed to Pay ~heoost thereo~, and
to be taxed and Assessed to pay the Annual Cost of the Maintenance
and Operation thereof, Determining the Estimated Cos'ts, and Pro-
viding~or Protests Against the Formation and Extent of such Dis-
trict, the Inclusimn of Lands Therein, or the Aoquisition of said
Rights, or the Cost Thereof, and Against said Annual Charge, and

Resolution No. 963, a resolution deolaring the prevail-
ing wage rate to be used in constructing storm-water drains in
addition to the rates heretofore approved in Resolution 950, was
read.
It was moved by Levy, seconded by Peralta that Resolu-
tion No. 963 be adopted. Motion oarried.

Resolution No. 964, a resolution instructing the Mayor to make
application to the State Board of Health for the City of Vernon to
use the existing water system for domestic purposes, was read.

The Minutes of the Committee on Light, Power, Water,
Building and Purchasing, as of January 17, 1939, ~~read.

Demands on the general fund in the sum of $8,049.13,
were read.

demands be allowed, and warrants drawn for the same. Motion
carried.
