19390221 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD TUESDAY, FEBRUARY 21, 1939, AT THREE O'CLOCK .P.M., AT TEE CITY HALL OF THE CITY OF VERNON.z 4305 SANTA FE AVENUE, VERNON, IJALIFORNIA. The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Peralta, Scheider, Levy Councilmen absent: Leonis It was moved by Peralta, seconded by Scheider that the reading of the Minutes of the previous meeting be dispensed with. Motion carried. A communication from the City Engineer, submitting a statement of the amount due Artukovich Brothers for the work completed on the Leonis Blvd. Storm Drain, said amount being $25,078.04, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. A communication from the City Engineer, submitting a statement of the amount due Griffith Company for work completed on East 37th Street, said amount being $5,438.94, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. A communication from the City Engineer, recommending the acceptance of a pump and installation by Peerless Pump Divis- ion of Food Machinery Corp., the amount due thereon being $5,489.87, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. A communication from the City Engineer, recommending the acceptance of the work done by Griffith Company for the improve- ment of E. 37th Street, final estimate showing total cost under contract at $ll,468.39, was read. It was moved by Scheider, seconded by Peralta that the communication be filed. Motion carried. A communication from the City of South Gatel with a copy of resolution attached regarding ComptOn'lCreek Drainage Sys- tem, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and referred to the City Engineer. Motion carried. A communication from L. A. Railway Company, requesting permission to change date of franchise payments to December 31, instead of various dates of franchises, was read. . It was moved by Scheider, seconded by Peralta that the communication be filed, and the request concurred in. Motion carried. -1- 134 A communication from the Wilshire Oil Company, re- garding fire hazard created by Los Angeles Incinerator on E. 26th Street, was read. It was moved by Levy, seconded by Scheider that same be referred to the Fire Chief. Motion carried. A communication from Parker Engineering Company, re- questing a permit to operate an oilfield supply business at 4920 Loma Vista Avenue, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. A communication from Howcroft & Bailey, requesting a permit to install a cigarette vending machine at 2909 Santa Fe Avenue, was read. It was moved by Scheider, seconded by Levy that the communication be filed, and permit granted. Motion carried. A communication from the Commercial Refrigeratlon Supply Co., requesting a permit to conduct a business of jobber for re- frigeration and air-condition supplies at 5408 Santa Fe Avenue, was read. It was moved by Levy, seconded by Peralta that the com- munication be filed, and permit granted. Motion carried. A communication from Griffin Trucking Co., requesting a permit to operate a trucking business at 2328 E. Vernon Avenue, was .read. It was moved by Levy, seconded by Peralta that the com- munication be filed, and permit granted. Motion carried. A communication from Twentleth-Century-FoxFi.lm Corp., requesting permission to take moving pictures both inside and out- side the Patten-Blinn Lumber Co., at 26th & Soto Streets, was read. It was moved by Levy, seconded by Peralta that same be referred to the Police Department, with the power to act. Motion carried. A communication from Pacific Tank & Pipe Co., requesting permit to haul refuse upon and along the public streets in the City of Vernon, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. The Report of the Police Department was read. It was moved by Scheider, seconded by Peralta that the same be filed. Motion carried. A communication. from the Los Angeles County Board of Supervisors, acknowledgin~ receipt of a certified copy of Reso- lution No. 962, withdrawing from the Los Angeles County Free Library System, stating that the matter had been referred to the County Librarian, was read. It was moved by Scheider, seconded by Peralta that the communication be filed. Motion carried. -2- =135 A communic,a tion from the State Depa.rtment of Public Health, stating that permit was granted on existing water works and new well, in accordance with recommendation of the Bureau of Sanitary Engineering, providing that there will be no cross- connections with any other private supply, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and motion carried. Resolution No. 967, a resolution of the City Council accepting a deep well turbine pump and appurtenances under dooket Calif-2171-F, was read. It was moved by Scheider, seconded by Peralta that said Resolution No. 967 be adopted. Motion carried. Resolution No. 968,..a resolution of the City Council accepting the re-construction of a reservoir roof, under docket Calif-2171-F, was read. It was moved by Levy, seconded by Peralta that resolu- tion No. 968 be adopted. Motion carried. Resolution No. 969, a resolution of the City Council accepting the improvement work done in E. 37th Street under docket Calif-2338-F, was read. It was moved by Levy, seconded by Scheider that resolu- tion No. 969 be ap.9pt(iJd~. Motion carried. Resolution No. 970, a resolution of the City Council granting permission to the Los Angeles Railway Company to make all payments due upon franchises upon the flame date, was read. It was moved by Scheider, seconded by Levy that resolu- tion No. 970 be adopted. Motion carried. ORDINANCE No. 525, an ordinance of the City of Vernon to establish and maintain a public library within said City, was read for the first reading. It was moved by Scheider, seconded by Peralta that same m passed for the first reading. Motion carried. The Minutes of the Committee on Light, Power, Water, Building and Purchasing, as of February 7th., 1939, were read. It was moved by Levy, seconded by Peralta that same stand ppproved as read. Motion carried. The following applications, all having the approval of the City Engineer, were read: Application 6229: Southern California Gas Co., to re- pair and abandon gas services at 2330, 2329, 2324, 2320 E. 37th. Street, and 2316 Santa Fe Avenue; Application 6230: Southern California Edison Co., to set one pOle and sidewalk anchor on the E~st side of Pacific Blvd., 145' north of Leonis Blvd.; Application 6231: Southern California Gas Co., to repair gas service at 2080 E. 49th Street; -3- 1,r.,.~,,} \..>>' Application 6252: Southern California Telephone Co., to move pole 10' west on the north side of E. 26th. Street, 200' east of Santa Fe Avenue; Application 6255: Southern California Gas Co., to in- stall gas service at 5205 Santa Fe Avenue; Application 6254: Ted. R. Cooper Co., to remove and re- place cement curb and sidewalk at 50th and Santa Fe Ave.; Application 6255: Luer Packing Co., to connect to sewer at 3026 E. Vernon Avenue. It was moved by Scheider, seconded by Peralta that the applications be filed, and permits granted. Motion carried. Demands on the general fund in the sum of $51,848.15 were read.
