AVENUE, VERNON, CAL FORNIA. - - - - - - - - - - - - - - - The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Peralta, Scheider Counoilmen, absent: Leonis, Levy It was moved by Peralta, seconded by Soheider that the reading of the Minutes of the prevd.ous meeting be dispensed with. Motion earried. ORDINANCE No. 526, an ordinance of thee eei ty Council of the City of Vernon, establishing the City of Vernon Sewer District No.1, in said City, and fixing the boundaries pursuant to.the pro- visions of the "Municipal Sewer District Act of 1939" and the pro- visions of Ordinartce of Intention, No. 524 of said City, determin- !ngc~hat no protests were filed pursuant to said Ordinanoe of In- tention; and that no persons protested the formation of said dist- rict or its extent or the cost of the proposed improvement, or any other mat"ter specified in said Ordinance, calling an eleotion on said Distriot for April 11, 1939, and providing for the submission to the qualified voters of said District of the proposition of auth- orizing the issuance and sale of bonds of said Dis1?rict for the pur- poses set forth in said Ordinance of Intention, and hereinafter stated, and the question of authorizing the imposition of an annual charge upon said District for the maintenance and operation of the improvement desoribed in said Ordinance of Intention, was read for the second reading. It was moved by Peralta, seconded by Scheider that Ordi- nanoe No. 526 be passed for the second peading. Ordinance No.526 was read for the third and final read- ing. It was moved by Scheider, seconded by Peralta that Ordi- nanoe No. 526 be adopted. Motion carried by the fOllowing vote: AYES: Furlong, Soheider, Peralta NOES: None ABSENT: Leonis, Levy. The report of the Railroad Commission on application of Union Pacific Railroad Company for two spur tracks aoross Boyle Ave., was read. It was moved by Scheider seoonded by Peralta that same be referred to the City Engineer. Motion carried. The report of the Southern California Edison Company on franchise ordinanoes 503 and 504, together with cheeks in the amount of $116.86 and $278.68, was read. -1- :1.45 It was moved by Scheider, seconded by Peralta that same be referred to the Consulting Electrical Engineer. Motion carried.. A communication from the Board of Supervisors, with a copy of a resolution attached regarding Assembly Bill 2059 and Senate Bill 999, was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. A copy of a Resolution of the Board of Supervisors regard- ing distribution of gas tax monies, was read. It was moved by Peralta, seconded by Scheider that same be referred to the Mayor. Motion carried. A circular letter from the League of California Municipal- ities regarding Assembly Bill 2059 and Senate Bill 999, was read. It was moved by Scheider, seconded by Peralta that same be referred to the Mayor. Motion carried. A communication from Industrial Materials" Ltd. ;.erequest- inga permit to conduct a business of suppliers and dealers in pig iron, coke, refractories, fluxes and other industrial materials at 2415 East 37th Street, was read. e.~ It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. A communication from Kirkhill Rubber Company! requesting a permit to store surplus rubber materials and chemica s at 2248 E. 37th Street, was read. It was moved by Scheider, seconded by Peralta that the communication be filed and permit granted, subject to the approval of the Fire Chief. Motion carried. A communication from Terry-Boyer Manufacturing Company, requesting a permit to manufacture disposable diapers at 4521 Produce Plaza, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. / A communication from T. H. Donahue, requesting a permit to conduct a business of buying and selling of certain bulk sup- plies used by the ceramic trade and mixing and compounding such materials ~lso smelting to produce frits for use in glazes etc., at 2415 E. 37th Street, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. A communication from Lewis A. Schaffer requesting a box lunch license be granted to George Bradbury, was read. It was moved by Scheider, seconded by Peralta that same be filed, and the permit granted. Motion carried. A communication from the Good Humor Ice Cream Company, requesting that two licenses be issued for the selling of their product, was read. A communication from Penhoel-Menardi Engineering Co., requesting that an extension of time (for the balance of the year) be given them to complete their experimental work at 2310 East 52nd Street., was read. It was moved by Scheider, seconded by Peralta that same be referred to the Committee of the Whole. Motion oarried. A oommunication from Buttress & MoClellan, Ltd., request- ing that a pedestrian crossing be established at approximately 3838 Santa Fe Avenue, was read. It was moved by Scheider, seconded by Peralta that same be referred to the Police Department.- Motion carried. A communication from Buttress & McClellan, Ltd.) re- commending that more prominent street signs or pavement mark~ ings be,placed on Pacific Blvd., to indioate a one-way street, was read. It was moved by Peralta, seoonded by Schider that the matter be referred to the Police Department. Motion carried. A communication from Davey Tree Surgery. Company, request- ing permission to trim trees on the City parkways and C1ty prop- erty whioh interfere with the Southern California Edison Company lines, was read. It was moved by Peralta, seconded by Scheider that the communication be filed, and the matter referred to the City Engineer. Motion carried. Communications from the following firms, requesting per- mits to haul refuse from their premises upon and along the public Streets within the City of Vernon, were read: Gilmore Oil Company, 2423 East 28th Street; Levy Bros. Box Company, 2234 E. 38th St.; and Vernon Kilns, 2300 E. 52nd Street. It was moved by Peralta, seconded by Soheider that the communioations be filed, and permits granted. Motion carried. The Report of the Police Department was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. Application 6283: Buttress & McClellan, to make sewer connection at 5001 Pacific Blvd. It was moved by Scheider, seconded by Peralta that the applications be filed, and permits granted. Motion oarried. The Minutes of the Committee on Water, Power, Purohasing and Building were read as of Maroh 7th., 1939. It was moved by Peralta, seconded. by Scheider that the Minutes stand approved as read. Motion oarried. A communication from the City Engineer, stating that Artukovich Bros. has completed in a satisfaotory manner, the construction of the Leonis Blvd. Storm Drain, andreoommending the aoceptance of same, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. Resolution No. 973, a Resolution of the City 'Council of the City of Vernon, accepting the Storm Drain Improvement under Dooket No. Calif. 2169-F, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 973 be adopted. Motion carried. A Report of the Cihlls1!1l1:ttng Electrioal Engineer on the Electrio System for January 1939, was read. It was moved by Scheider, seoonded by Peralta that same be filed. Motion carried. Demands on the General Fund in the sum of $19,103.69 were read. It was moved by Scheider, seoonded by Peralta that the demands be allowed and warrants drawn. Motion carried.
