19390404 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD TUESDAY, APRIL 4, 1939, AT THREE O'CLOCK P.M., AT THE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. - - - - - - - - - - - - - - - - - - - The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Leonie, Peralta, Levy and Scheider. Councilmen absent: None. It was moved by Leonis, seconded by Scheider that the reading of the Minutes of the previous meeting be dispensed with. Motion carried. An Application from the Southern Pacific Railroad Com- pany, for a spur track Franchise along and across the alley be- tween 37th Street and 38th Street, east of Alameda Street, to serve Reliance Steel Products Co., was read. It was moved by Scheider, seconded by Peralta that same be referred to the City Attorney. Motion carried. A report from Carl A. Heinze, Consulting Electrical Engineer, on the franchise report submitted by Southern California Edison Company, was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. A Petition, filed by Home Appliance Delivery, etc., re- garding pedestrian crossing at 52nd. and Santa Fe Avenue, was read. It was moved by Scheider, seconded by Peralta that the matter be referred to the Police Department with the power to act. Motion carried. A communication fram Pioneer-Flintkote Company, regarding pedestrian crossing at 205l East 55th Street, was read. It was moved by Scheider, seconded by Peralta that the matter be referred to the Police Department, with power to act. Motion carried. A communication from Washington-Eljer Company, requesting a loading zone at 2035 E. Vernon Avenue, was read. It was moved by Scheider, seconded by Peralta that same be referred to the Police Department with power to act. Motion carried. A communication from Faulkner, Oakes & Faulkner, regard- ing a City audit, was read. It was moved by Scheider, seconded by Leonis that same be filed. Motion carried. -1- 1,19 A oommunication from Latex Seamless Rubber Company, re- questing a permit to operate a rubber business at 2248 E. 37th St., was read. It was moved by Levy, seoonded by Scheider that same be referred to the Fire Department. Motion carried. A communication from Arro-Line Inc., requesting a permit to conduot a fenoe material business at 2250 E. 38th Street, was read. It was moved by Scheider, seoonded by Levy that the com- munication be filed, and permit granted. Motion oarried. A oommunication from Roberts Public Market, Inc., re- questing a permit to oonduot a business of manufaoturing salads, mayonnaise, ohili, etc., at 3301 E. Vernon Avenue, was read. It was moved by Leonis, seconded by Peralta that the com- munication be filed, and permit granted. Motion oarried. A oommunioation from Economy Engineering Works, for a permit to operate a machine shop at 2335 E. 52nd Street, was read. It was moved by Leonis, seoonded by Peralta that the com- mun~cation be filed, and permit granted. Motion carried. A communication from Maurice Mac. Goodstein, Attorney at Law, requesting permit on behalf of John Monkoff for the picking up and disposal of garbage within the City, and offering $200.00 per year for such privilege, was read. It was moved by Levy, seconded by Leonis that the matter be referred to the Committee of the Whole. Motion carried. Communications from the following firms, requesting per- mission to haul refuse upon and along the public Streets in the City of Vernon, from their premises, were read: Chas. Harley Co., 2501 E. 26th Street;& Plant Rubber & Asbestos Works, 2120 E. 25th. Street. It was moved by Leonis, seconded by Levy that the com- munications be filed, and permits granted. Motion carried. A communication from Hon. Sam Turner, Mayor of Boys Town, Nebraska, was read. It was moved by Scheider, seconded by Pe~alta that the oommunication be filed. Motion carried. A communication from Artlastic (A.F.Harbison), request- ing permit to distribute paint literature to various industries within the City, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and permit granted. Motion carried. The Report of the Police Department was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. -2- t\30 Resolution No. 974, a resolution of the City Council o€ the City of Vernon, granting the Southern Pacific Railroad Company, its Successors and Assigns, a Temporary Permit to con- struct a spur track, pending action upon an application for a Franchise now before the City Council, was read. It was moved by Leonis, seconded by Peralta that Reso- lution No. 974 be adopted. Motion carried. The Report of the Committee of Light, Power, Water, Build- ing and Purchasing as of March 2l, 1939, was read. It was moved by Peralta, seconded by Scheider that same stand approved as read. Motion carried. The following applications, all having the approval of the City Engineer, were read: Application 6298: Southern California Water Company, to set a meter oox at 3817 Santa Fe Avenue. Application 6299: Southern California Water Company, to set a meter box at 2038 E. Vernon Avenue. Application 6300: Southern California Water Company, to repair 6" Water main at 2140 E. 25th Street. Application 6301: Southern California Gas Company, to install gas service in Fruitland Road, 475' east of Pacific Blvd. Application 6302: Southern California Gas Company to install gas service in Pacific Blvd., 330' south of 49th Street. Application 6303: Southern California Telephone Co., to place 1 pole on south side of 57th Street, 75' east of Alameda St. Application 6304: Swift and Company, to construct con- crete curb and sidewalk on E. Vernon Avenue, from Jewel Avenue to 600' west. Application 6305: Reliance Steel Products Co., to remove existing curb ana construct temporary driveway on E. 37th Street, 149' east of Alameda Street. Application 6506: Santa Fe Railway Company, to repair pavement in spur track crossings at 4600 Santa Fe Avenue, 4815 Santa Fe Avenue, Santa Fe Avenue near 54th Street, Pacific Blvd. east of Santa Fe Avenue, 49th Street east of Santa Fe Avenue. Application 6307: Bethlehem Steel Company, to install electric conduit across Magnolia Avenue 1000' south of Slauson Ave. Application 6308: Steuart Oxygen Company, to make sewer connection at 5700 Alameda Street. Application 6309: Stuart Oxygen Company to make sewer connection at Alameda Street, 100' south of 57th Street. AEplication 63l0: Southern California Telephone Company, to place undergound conduit and construct splicing box at Rruitland Road and Pacific Blvd. -3- 151 'r.., Application 63ll: Southern California Telephone Com- pany, to place underground conduit and splicing box on west side of Pacific Blvd., 390' north of 49th Street. It was moved by Peralta, seconded by Levy that the ap- plications be filed, and permits granted. Motion carried. Demands on the General Fund in the sum of $8249.90 were read. It was moved by Leonis, seconded by Scheider that the demands be allowed, and warrants drawn. Motion carried. It was moved by Scheider, seconded by Peralta that the meeting adjourn. Motion carried.
