MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON", HELD
TUESDAY" APRIL 18" 1939" AT THREE O'CLOCK
P.M." AT THE CITY HALL" 4305 SANTA FE
AVENUE" VERNON" CALIFORNIA.

The meeting was called to order by the Mayor" J. J. Furlong.
Councilmen present: Furlong" Peralta" Scheider
Councilmen absent: Leonis" Levy.
It was moved by Scheider, seconded by Peralta that the read-
ing of the Minutes of the previous meeting be dispensed with. Motion
carried.
It was moved by Peralta" seconded by Scheider that the City
Council now proceed to canvass the returns of the special election
held in the City of Vernon Sewer District No. One on the 11th day
of April" 1939, and open and count all absentee voters' ballots on
file with the City Clerk in the manner provided by law. Motion carried.
Thereupon the City Clerk reported to the Council that no absentee
voters' ballots had been received.
The City Council proceeded forthwith to publicly examine and
canvass the returns from said speqial election, and upon the completion
of the canvass of all of the returns of said special election" it was
moved by Scheider, seconded by Peralta that Resolution No. 975 be read
in full. Motion carried.
Thereupon Resolution 975, a resolution of the City of Vernon to
examine and canvass the returns from the special election held in the
City of Vernon Sewer District No.1, April 11, 1939, was read:

It A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON TO
~EXAMINE AND CANVASS THE RETURNS FROM THE SPECIAL ELECTION
HELD IN THE CITY OF VERNON SEWER DISTRICT NO. L~ APRIL II, 1939".
"WHEREAS, a special election was heldand'conduoted within
City of-Vernon Sewer District No. One as described in Ordinance of
Intention No. 524 of the City of Vernon, and in Ordinance No. 526
of said City" ordering and calling an election in said district and
said election was regularly held on TueSday, April II" 1939, under
and pursuant to said Ordinances and Municipal Sewer District Act of
1939, and other laws of the State of California, governing said
election; and
"WHEREAS, it appears that all requirements of law peptaining
to said election were duly and legally complied with" and that said
election was in all respects duly and regularly held and conducted
and the votes cast at said election received and canvassed and the
returns thereof made and declared in time" form and manner as re-
quired by said Ordinances and the laws of the State of California; and
"WHEREAS, the City Council of the City of Vernon met at the
Council,Chamber of said Council in the City Hall of said City on
Tuesday, the lath day of April, 1939, as provided by law, beginning
at the hour of 3 o'clock P.M. of said day, said meeting being a regu-
lar meeting of said City Council" to canvass the returns of said
election and declare the results thereof, whereupon said Council
found the number of votes cast, the propositions or questions voted
upon" the results of said election, and the other matters required
by law, to be as hereinafter stated; .
"NOW" THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, AND DETERMINE AS FOLLOWS:

"FIRST: That said special election was duly held and
::n )~eClnduoted in the City of Vernon Sewer District No. One , on
Tuesday, April II, 1939, in time, form and manner as pro-
vided by Ordinances Nos. 524 and 526 of said City of
Vernon and as required by law;
^SECOND: That there was one voting precinct estab-
lished for holding said election, consisting of the en-
tire area wi thin said City of Ve'rnon Sewer District No.
One as described in the aforesaid Ordinances;
"THIRD: That the whole number of votes cast at said
election was 57 votes; and the number of absentee votes
cast waB none, making a total of 57 votes in all cast at
said election;
"FOURTH: That the propositions or questions voted
upon, the number of votes for and against each such pro,:",
position or question and the total number of votes for and
against each such proposition or question are as follows:
"(A) That the 1"irst proposition or question voted
upon was the following:
"PROPOSITION NO.1: Shall a debt be in-
curred by. the issuance of ~350,OOO.OO bonds of
'City of Vernon Sewer District No. One' in ac-
cordance with 'Municipal Sewer District Act of
1939' and Ordinances of the City of Vernon, for
the purpose of the construction and acquisition
of sewers in said district and the construction
of outlets for sewers already const.ructed in said
district, for collecting and disposing of the sew-
age of said district, including the acquisition
and construction of all necessary machinery, ap-
paratus and other property to enable said sewage
to be gathered and collected, including the ac-
quisition of rights in sewers and outfall sewers
of the City of Los Angeles to enable the sewage
of said district to be disposed of bX flowing
the same through said sewers and outfall sewers
of the City of Los Angeles, and its works and
plants" to and into the Pacific Ocean?" .,
That the whole number of votes cast at said
special election on said proposition or question was 57 votes,
and the number of votes for and against said proposition or
question was as follows:
That the number of votes cast for and in favor
(yes) of said proposition or question was 46 votes, and the
number of votes against (no) the same was 10 votes. (One ballot
was found to be blank). That no absentee ballots were cast at
said election upon said proposition.
"~B) That the second proposition or question voted upon
was the following:
"PROPOSITION NO.2: Shall the City
Council of_the City of Vernon levy and assess, or
cause to be levied and assessed, annually upon
the property in 'City of Vernon Sewer District No.
One' a tax clearly sufficient to pay and discharge
the annual expense of the maintenance and opera-
tion of the sewer system in said district, and the
annual amount to be paid toward the maintenance
and operation of the sewer system of the City of
Los Angeles used in connection w~th the dispoSi-
tion of the sewage of said district, which total
annual charge is estimated to be the sum of Nine
Thousand Dollars {$9000.00)?"
"That the whole number of votes cast at said
special election on said proposition or question was 55 votes,
and the number of votes for and against said proposition or
question was as follows:
"That the number of votes cast for and in favor
(yes) of said proposition or question was 46 votes, and the
number of votes against (no) the same was 9 votes. That no
absentee ballots were cast at said election upon said prop-
osition.

"FIFTH: That as a result of said election said City
Council finds., orders and determines as follows:
"That' more than two-thirds of all the voters vot-
ing at said special election held in said City of
Vernon Sewer District No. One voted in favor of
said first propostion or question hereinabove set
forth and being Proposition No. 1 set .forth in
Section 5 of Ordinance No. 526 of said City and
that therefore said proposition or question was
adopted and bonds of said district in not exceed-
ing the principal amount stated in said proposition,
to-wit: $350,000.00 shall be issued and sold for
the objects and purposes set fort~ therein.
"SIXTH: That as a result of said election the City
Council also finds, orders and determines that more than two-
thirds of all the voters voting at said special election held
in said City of Vernon Sewer District No. One vo~ed in favor of
the second proposition or question hereinabove set forth, beigg
Proposition No.2 set forth in Section 5 of said Ordinance No.
526 of said City of Vernon and that therefore said proposition
or question was adopted and pursuant thereto the City Council
of the City of Vernon shall levy and assess, or cause to be
levied and assessed, each year, upon the property in said City
of Vernon Sewer District No. One, a tax clearly sufficient to
pay and discharge the annual charge and expense of the mainten-
ance and operation of the improvement described in said Ordin-
ance No. 526 of said City and the annual amount to be paid to-
ward the maintenance and operation of the sewer sIstem of the
City of Los Angeles used in connection with the d sposition
of the sewage of said City of Vernon Sewer, District No. One
as described in said Ordinanoes No. 524 and 526 of the City of
Vernon.
"And the City Clerk shall forthwith enter on the records
of this Council a statement of the result of said election,
showing the total number of votes cast at said special election
in said City of Vernon Sewer District No. One for each proposit-
ion,; the questions voted upon; the number of votes for and a-
gainst each proposition and copying this resolution in the min-
utes of this meeting of the City Council shall be a sufficient
compliance by said City Clerk with this order.
"And the City Clerk shall forthwith certify to the pass-
ase of this Resolution, and thereupon and thereafter the same
shall be in full force and effect. '

Resolution No. 976, a resolution of the City Cquncil of
the City of Vernon, withdrawing from the Los Angeles County Free
Library System, and Notirying'the Board of Supervisors of the
County of Los Angeles that the City of Vernon no longer desires
to be a part of the Los Angele~ County Free Library System, was read.
It was moved by Scheider, seconded by Peralta that said
Resolution No. 976 be laid over until l\Hty 9th~ ,'19:5S';;:.~;. Motion
carried.
Resolution No. 977 a Resolution of the City ,Council of
the City of Vernon, designating the Los Angeles Times as the news-
paper in which the Notice of the Time and Place when the City Council
of theCi ty of Vernon shall vO'te upon Resolution 976 shall be puu-
lished,was read.
It was moved by Sc~ider, seconded by Peralta that said
Resolution No~ 977 be adopted. Motion carried.
Resolut~on No. 978, ,~ Resolution of the City Council of
the City of Vernon, allowing , the County of Los Angeles to make a
real property survey within the City Limits of the City of Vernon,
was read.
It was moved by Scheider, seconded by Peralta that Reso-
lution No. 978 be adopted. Motion carried.
A communication from the Auditor of the Water Department
requesting a transfer of $10,000.00 from the Water Fund_to the Water
j Department Construction Fund, was read.
It was moved by Peralta, seconded by Scheider that the com-
munication be filed. Motion carried.
Resolution No. 979, a resolution of the City Council of
the City of Vernon, authorizing and instruoting the City~eassurer
of said City to transfer funds from the City of Vernon Yater Fund
to the Water Department Construction Fund of said City, was read.
It was moved by Peralta, seoonded by Scheider that Reso-
lution No. 979 be adopted. Motion carried.
A oommunication from the City Engineer, submitting plans
and specifioations No. 120 for improvement of Magnolia, Boyle et '
al Streets underP.W.A. Dooket 2l69-F, was read.
It was moved by Scheider, seoonded by Peralta that the
oommunication be filed. Motion carried.
, Resolution No. 980, a Resolution of the City Counoil of
the City of Vernon, approving Specifications No. 120, was read.
It was moved by Scheider, seconded by Peralta that Reso-
lution No. 980 be adopted. Motion carried.
A communication from the Fire Department on application'
of Latex Seamless Rubber Company for a permit to conduot business
at 2248 E. 37th Street., and recommending approval, was read.
It was 'moved by Peralta, seconded by Scheider that the
communication be filed, and permit granted. Motion carried.
A report of American District Telegraph Company, on
franchise Ordinance No. 166, for a period ending February 28,
1939, together with a check in the sum of $516.73 was read.

A report of the Railroad Commission on the hearing
of April 20, 1939, regarding traffic signals, was read.
It was moved by Scheider, seconded by Peralta that
the same be referred to the City Attorney. Motion carried.
A communication from Tractor Sales Company, request-
ing permission to drive tractors from 1409 Santq Fe Avenue to the
Los Angeles Incinerator~ was read.
It was moved by Scheider seconded by Peralta that
the matter be referred to the Police Department with the power to
act. Motion carried.
A communication from E. D. Greenwood, complaining of
bad odor coming from oil refineries, was read.
It was moved by Scheider, seconded by Peralta that
the communication be filed. Motion carried.
A communication from North Side Improvement Associa-
tion of Huntington Park, requesting that the Los Angeles Railway
Company oil a portion of tracks not paved on Pacific Boulevard,
was read.
It was moved by Peralta, seconded by Scheider that
the communication be filed. Motion carried.
A communication from Fibreboard Products, requesting
p~rmission to use small portion of grounds adjoining plant for
baseball ground, was read.
It was moved by Scheider, seconded by Peralta that
the communication be filed. Motion carried.
A communication from Vernon Lion's Club, request-
ing permission to erect enamel signs at Leonie Boulevard and
Paciric Boulevard., also at Slauson Avenue and Downey Road, was
read.
It was moved by Peralta, seconded by Scheider that
the communication be filed, and permit granted.
A communication from the State Relief Administration
requesting the installation of traffic signals at 52nd Street and
Santa Fe Avenue, was read.
It was moved by Scheider, seconded by Peralta that
the matter be referred to the Police Department for a report.

A communication from Ethel L. Dyck, of 10763 State
Street, Lynwood, California, requesting a permit to sell box
lunches, was read.
It was moved by Scheider, seconded by Peralta that
the matter be referred to the Police Department. Motion carried.
A communication from Bowley's Inc., requesting a

A communication from Mechanical Foundries, Inc., re-
garding parking condJtions at 4545 Pacific Blvd., was read.
It was moved by Scheider, seconded by Peralta that
the matter be referred to the Police Department and Street De-
par~ent. Motion carried.
A communication from C. W. Granneman, regarding
parking conditions at 24ll E. 26th Street, was read.
It was moved by Peralta, seconded by Scheider that

A communication from Greater Los Angeles Rapid
Transit Association, with a copy of Assembly Bill No. 693 attached,
was read.

ORDINANCE 527, an Ordinance of the City Council of the City
of Vernon, granting Southern Pacific Railroad Company a S3)Urtrtlck
franchise in alley between 37th and 38th Streets, east orA~ameaa St.,
was read for the first reading.
It was moved by Scheider, seconded by Peralta that Ordinance
No. 527 be passed for the first reading. Motion carried.
The Minutes of the Committee on Light, Power, Water, Purchas-
ing and Building, as of April 4, 1939, were read.
