19390516 Regular City Council Meeting - Minutes MINUTES OF A; REGULAR MEETING OF TEE CITY COUNCIL OF THE CITY OF VERNON CALIFORNIA, HELD TUESDAY MAY 16, 1939, AT TEE HOUR OF THREE O'CLOCK P.M., AT THE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA - - -' - - - - - -..,/.-. - The meeting was called to order by the Mayor, J. J. Furlong. \ Counci1men present: Furlong, Scheider, Peralta, Levy Counci1men absent: Leonis It was moved by Peralta, seconded by Scheider that the reading of the minutes of the previous meeting be dispensed with. Motion carried. The City Clerk then opened and read all bids for the improvement of Magnolia and Boyle Avenues, as described in his Notice inviting sealed bids or proposals for the doing of said work. It was moved by Scheider, seconded by Peralta that same be referred to the City Engineer for checking. Motion carried. A communication from Carl A. Heinze, COhsul~ing Engineer, transmitting overhead crossing agreement from Santa Fe Land Improvement Co., over tracks near Hobart Station, was read. It was moved by Scheider, seconded by Peralta that same be referred to the City Attorney. Motion carried. A communication from the Board of Supervisors, ac- cepting channel improvements constructed by U. S. District Engineer on Los Angeles River between Soto Street and Downey Road, said ac- ceptance being on basis that Flood Control District assumes no obligation to Federal Government to maintain same, etc., was read. It was moved by Levy, seconded by Peralta that the communication be filed. Motion carried. A communication from the Vernon Post No. 338, American Legion, requesting permission to sell poppies on-May 26th and 27th. in the City of Vernon, was read. It was moved by Levy, seconded by Peralta that the communication be filed, and permit granted. Motion carried. A communication from Luer Packing Company, complain- ing of the color and sediment in the water served by the City, was read. It was moved by Levy, seconded by Scheider that the matter be referred to the City Engineer. Motion carried. A communication from Metal Refiners, Ltd., request- ing a permit to conduct a business of non-ferrous metal refining on Boyle Avenue, near Slauson Avenue, was read. It was moved by Levy, seconded by Peralta that the communication be filed, and the permit C~~q. Motion carried. -1- 1f;S A oommunioation ~rom H. E. Skinner, requesting a permit to operate a foundry at 2316 E. 52nd Street, was read. It was moved by Soheider, seoonded by Peralta that the oommunioation be filed, and permit denied. Motion oarried. A oommunioation from Alonzo L. Praytor, request- igg a permit to operate a business of making feed supplement ~or livestock, poultry and ~ur bearing animals, containing iodine, glycerine, tannin and inert clay at 4551 Produce Plaza, was read. It was moved by Soheider, seconded b1 Levy that the oommunioation be ~iled, and permit granted. Motion carried. A communication from Home Appliance Delivery, re- questing a permit to cond~ct a business at 5205 Santa Fe Avenue, was read. Co., regard- ing parking at 2627 Santa Fe Avenue, was read. It was moved by Scheider, seoonded by Peralta that the matter be referred to the Police Department. Motion carried. A commUnication fram DeLux Box Lunch Co., regard- ing transfer of license to new employees, was read. It was moved by Scheider seconded by Peralta that such transfer be allowed. Motion oarried. A report of the Police Department ona communication from Gilmore Oil Campany, regarding parking on E 26th. Street, was read. It was moved by Scheider, seconded by Peralta that the communication be filed, and the Clerk be instruoted to noti~y the Gilmore Oil Company of the action of the Council. Motion oarried. The report o~ Carl A. Heinze, consulting engineer, on the operation of the Electric System by Southern Cali~ornia Edison Company for the month of March, 1939, was read. It was moved by Levy, seconded by Peralta, that the report be ~iled. Motion carried. At this time the City Engineer made his report on the bids submitted for the work to be done on Magnolia and Boyle Avenues, etc., and recommended that the contract be given to S. M. Milovich. It was moved by Levy, seconded by Peralta that the report and recommendation be ~iled. Motion carried. Resolution No. 983, a resolution of the City Council o~ the Ci ty o~ Vernon recommending the award o~ the contract for the work and improvements described in the Notice for Sealed Pro- posals or bids and Speci~ications No. 120, was read. It was moved by Scheider, seoonded by Peralta that resolution No. 983 be adopted. Motion carried. -2- :t66 A communication from Whitehead Metal Products Co., requesting a permit to haul refuse upon and along the public streets of the City of Vernon from 4801 E. 50th Street, was read. It was moved by Scheider, seconded by Peralta that the communication be filed and permit granted. Motion carried. The Minutes of the Committee on Light, Power, Water, Purchasing and BUilding, as of May 2, 1939, were read. It was moved by Scheider, seconded by Levy that the Minutes stand approved as read. Motion carried. . The following applications, all having the approval of the City Engineer, were read: ffilicatio.n 6370: E. S. McKittrick Co., to construct sidewalk and curb return at 57th and Alameda Streets. Application 6371: Southern California Telephone Co., to replace three anchors and remove one pole on Downey Road near Washington Blvd. . Application 6372: Southern California Water Co., to repair water main on Santa Fe Avenue south of 26th Street. Application 6373: Southern California Edison Co., to set two poles on Vernon Avenue, west of Boyle Avenue and west of Magnolia Avenue. were read. Demands on the General Fund in the sum of $10,010.47 It was moved by Levy, seconded by Peralta that the demands be allowed and warran~s dwawn. Motion carried.
