MINUTES OF A REGULAR MEETING OF THE
CITY.COUNCIL OF THE CITY OF.VERNON, CALIF-
ORNIA, HELD TUESDAY .JUNE 20, 1939, AT THE
HOUR OF THREE O'CLOCK P.M., AT THE CITY
HALL OF THE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERNON aALIFORNIA.

The meeting was called to order by the Mayor, J. J.
Furlong.
Counci1men present: Furlong, Peralta, Scheider, Levy
Counci1men absent: Leonis..
It was moved by Scheider, seconded by Peralta that the
reading of the Minutes of the previous meeting be dispensed with.
Motion carried.
At this time tlie Mayor requested that the City Council,
out of respect for the late deceased Fire Chief maintain one minute
of silence, which was done, and at the completion thereof Counci1man
Levy introduced Resolution No. 98st, a resolution of condolence on
account of the death of Joseph Artale, the chief of the fire depart-
ment of the City of Vernon, and moved its adoption, which was seconded
by Scheider, and carried.
A communication from the City Engineer, on the communication
heretofore filed from Graham Bros., requesting permission to drain
waste water into the city dump pit, with the recommendation that the
permit be issued subject to revocation at any time upon a twenty-four
hour notice, was read.
It was moved by Peralta, seconded by Scheider that the com-
munication be filed, and the recommendation ~f the City Engineer be
concurred in. Motion carried.
A communication from the City Engineer, reporting on the
communication referred to him by the City Council from the Harman
Packing Company requesting permission to place a concrete footing
of a new building into Vernon Avenue, and recomending that the per..
mit be granted, was read.
It was moved by Levy, seconded by Peralta, that the com-
munication.be filed, and the recommendation of the City Engineer be
concurred in. Motion carried.
A communication from the City Engineer on several communi-
cations requesting the extension of 49th Street over Southern Pacific
tracks at Alameda Street, recommending that the proposals be referred
to the Vernon Industrial Development Association, was read.
It was moved by Levy, seconded by Peralta that the communi-
cation of the City Engineer be filed, the recommendation concurred in
and that the City Clerk be instructed to file the copy of the propos-'
als with the Vernon Industrial Development Association. Motion
carried.

A communication from the City Engineer, requesting the
approval of the City Council of the. employment of Richard M.Nash
as Chairman on P.W.A. Project 2169-F, for the improvement of Boyle
and Magnolia A.venues, was read.
It was moved by Levy, seconded by Peralta that the com-
munication be filed, and that the City Council approve the employ-
ment of Richard M. Nash, as requested by the City Engineer. Motion
carried.
A communication from the Consulting Electrical Engineer"
requesting authority to write off sundry light & Power ac~ounts in
the sum of $812.22; as uncollectable accounts, was read, together
with a communication from G. A. Bigg, Auditor, requesting authority
to write off uncollectable water accounts in the sum of $32.49.
It was moved by Levy, seconded by Peralta that the matters
be referred fo the City Attorney. Motion carried.
A communication from J. Artale, Fire Chief, reporting on
the communication from Rome Company on the manufacture of bedsprings,
studio couches, mattresses and box springs, and recommending that a
sprinkler system be installed throughout their building, was "read.
It was moved by Levy, seconded by Peralta that the communi-
cation be filed, and that the application ~e approved, subject to the
approval of the acting Fire Ch~, Donnelly. Motion carried.
A communication from Bethlehem Steel Company, regarding the
improvement to Magnolia Avenue south of Slauson Avenue, was read.
It was moved by Levy, seconded by Peralta that same be re-
ferred to the City Engineer, with power to act. Motion carried.
A communication from Utility Fan Corporation, regarding the
loading zone at 2631 E. 26th Street, was read. .
It was moved by Levy, seconded by Peralta that the matter
be referred to the Police Department. Motion carried.
A communication from J. A. McNaughton, President of Great
Western Live Stock Show, regarding show to be held at Union Stock
Yards October 28th to November 3, 1939, was read.
It was moved by Peralta, seconded by Scheider that the
matter be referred to the Committee of the Whole and the City Attorney.
Motion carried.
A communication from E. H. Short, requesting permit to sell
box lunches within the City, was read.
It was moved by Peralta, seconded by ScheiQer that the mat-
ter be referred to the Police Department. Motion carried.

It was moved by Levy, seconded by Peralta that the com-
munication be filed,_ and permit granted. Motion carried.
A communication from M. B. Boyer, requesting a permit to
operate a restaurant at 2700 Fruitland Road, was read.
It was moved by Levy, seconded by Peralta that the com-
munication be filed, and the matter referred to the Police Depart-
ment. Motion carried.
A communication from Ward Transportation Co., for a permit
to haul refuse .from their premises upon and along the publ~c streets
of the City of Vernon, was <read.
It was moved by Levy, seconded by Peralta that the communi-
cation be filed, and permit granted. Motion carried.
A report of the Consulting Electrical Engineer on the opera-
tion of the electric system by Southern California Edison Company for
the month of April, 1939, was read.
It was moved by Levy, seconded by Peralta that the report be
filed. Motion carried.
A communication from the Consulting Electrical Engineer,
together with a check from the ~outhern California Edison Company
in the sum of $23,449.29, representing 2% of the gross receipts
collected from May 30, 1938 to May 29, 1939, was read.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed, and the check accepted. Motion carried.
Resolution No. 986, a resolution of the qity Council auth-
orizing and instructi~g the City Engineer to make a request to the
proper County officials in the name of the City of Vernon, w~s read.
It was.moved by Levy, seconded by Peralta that resolution
986 be adopted. Motion carried.
Resolution No. 987, a resolution of the city council of the
City of Vernon authorizing and instructing the City Clerk to file
with the County Assessor and with the State Board of Equalization, a
statement of the creation of the District set forth in Ordinance of
Intention No. 524, setting forth the legal description or the bound-
aries of such. district so created, together with a map or plat, in-
dicating such boundaries, was read.

A communication from Francis Bates, City Engineer, regard-
ing the purchasing of an electric motor on domestic pump No.2, was
read. Upon reading of said communication, Councilman Peralta intro-

duced Resolution No. 988, a resolution of the City Couneil of the.
City of Vernon authorizing the purchase of one U. S. Electric motor
at a net price of $538.5~~ complete in place, and moved its adopt-
ion, which was seconded by Levy, and carried by the following vote:
AYES: Furlong, Peralta, Scheider, Levy
NOES: None
ABSENT: Leonis.
It was moved by Levy, seconded by Peralta that the City
Clerk be instructed to purchase a floral tribute for the late Fire
Chief of the City of Vernon. Motion carried.
The Minutes of the Committee on Light, Power, Water, Pur-
chasing and Building as of June 6, 1939, were read.
It was moved by Scheider, seconded by Levy that the Minutes
stand approved as read. Motion carried.
The following applications, all havi~g the approval of the
City Engineer, were read:
Application 6410: Southern California Gas Company, to repaire
service at Vernon and Soto Streets.
Application 6411: Southern California Gas Company, to install
gas service at 1908 E. Vernon Avenue.
Application 6412: Southern California Gas Company, to change
regulator on E. 55th Street, east of Santa Fe Avenue.
Application 6413: Southern California Gas Company, to change
regulator on E. 52nd Street west of Santa Fe Avenue.
Application 6414: Southern California Gas Company, to renew
gas service on E. Vernon Avenue, 147 feet east of Boyle Avenue.

Application 6415 : Bureau of Engineering, City of Los Ang-
eles, to construct gaugaging chamber for sanitary sewer at A~ameda
and 57th Streets.
Application 64l6~ Richfield 011 Company, to repair four-
inch gasoline lin~ in Vernon Avenue between Soto& Boyle Avenues.
Application 6417: Harman Packing Co., to make excavation
in Vernon Avenue for construction of building at 3305.
