MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF VER-
NON, CALIFORNIA, HELD TUESDAY, AUGUST 8,
1939, AT THE HOUR OF THREE 0' CLOCK P. M. ,
AT THE CITY HALL OF THE CITY_ OF VERNON,
4305 SANTA FE AVENUE, VERNON, CALIFORNIA.
The me~ting was called to order by the Mayor, J. J. Furlong.
Councilmen present: Furlong, Peralta, Scheider
Councilmen absent: Leonis and Levy.
It was moved by Scheider, seconded by Peralta that the
reading o:f the Minutes o:f the previous meeting be dispensed with.
Motion carried.
A Report :from the State Railroad Commission, regarding
grade cr~ssings along Alameda Street, was read.
It was moved by Scheider, seconded by Peralta that the
matter be referred to the next regular meeting. Motion carried..
A communication from Herbert W. Phinney, regarding the.
creation of a department for supervision o:f electrical construc-
tion in Vernon, was read.
It was moved by Peralta, seconded by Scheider that the
matter be referred to the next regular meeting. Motion carried.
A communication :from Woodward-Bennett Corp., requesting
a license to operate a killing plant at 3049 E. Vernon Avenue,
was read.
It was moved by Scheider, seconded by Peralta that the
communication be :filed, and permit granted. Motion carried.
A communication from Cali:fornia Meat Company, requesting
a license to operate a wholesale meat business at304~ E. Vernon
Avenue, was read.
It was moved by Scheider, seconded by Peralta that the
communication be :filed, and license granted. Motion carried.
. A cornmunication from Central Packing Company, requesting
a license to operate a wholesale meat business at 3049 E. Vernon
Avenue, was read.
It was moved by Peralta, seconded by Scheider that the
communication be :filed, and the license granted. Motion carried~
A communication :from Florence O. Smith, requeat1ng a
license to. operate a restuarant at 4533 Produce Plaza, bond at....'
tached, with the recornmendation of the Police Department that
said application be approve~, was read.
It was moved by Peralta, seconded by Scheider that the
communication be :filed, the recommendation o:f the Police Depart-
ment be concurred in, and license be granted. Motion carried.

A communication from Dale Firestone, requesting a
license to sell ice cream in local industrial plants, was read.
It was moved by Peralta, seconded by Scheider, that the
communication be filed, and license granted. Motion carried.
A communication from E. L. Atkinson, regarding his appli-
cat~on for H. Levin, to operate Q" cooperage business on the north-
east corner of,Soto and E. 26th Streets, was read.

It was moved by Scheider, seconded by Peralta that same be
referred to the next regular meeting. Motion carried.
A report of Frank Donnelly, Acting Chief of the Fire De-
partment, on the Soil Facts Service, said company wishing to .
locate at 4700 Santa Fe Avenue, recommending that said applica-
tion be approved to operate on their present scale, was read.
It was-moved by Scheider, seconded by Peralta, that the
report be filed, and that the recommendation of the Acting Fire
Chief be concurred in, and that the application be approved.
Motion carried.
Report of Frank Donnelly, Acting Fire Chief, on the
Recordall Manufacturing Company, at 2619 Santa Fe Avenue, re-
commending that the permit be granted, was read.
It was moved by Scheider, seconded by Peralta that the
report be filed, and the recommendation of the Acting Fire Chief
be concurred in, and permit be granted. Motion carried.
A communication from Francis Bates, City Engineer, sub-
mitting a budget proposal of the Water Department for the fiscal
year 1939-40, was read.
It was moved by Peralta, seconded by Scheider that same
, be referred to the City Attorney. Motion carried.
Resolution No. 997, a resolution of the city council
'authorizing and instructing the City Treasurer to transfer '
from the Emergency fund to the City General Fund, the sum of
$50,000.00, was read.
It was moved by Scheider, seconded by Peralta that Reso-
lutionNo. 997 be adopted. Motion carried.
Resolution No. 998, a resolution of the city council of
the City of Vernon approving the claim of the City of Los Angeles
in the sum of $50,000.00, was read.
It was moved by Scheider, seconded by Peralta that the
'same be C~dopted. Motion carried.
A communication from Rame Company, requesting a permit to
haul refuse upon and along the public streets of the City of
Vernon, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed, and permit granted. Motion carried.

A communication from Francis Bates, submitting Plana and
Specifications No. 122:, covering proposed improvement of Magnolia
Avenue, by Bethlehem Steel Company, and recommending thatsame.be
approved, was read.
It was moved by Scheider, seconded by Peralta that the
communication be. filed. Motion carried.
Resolution No. 999, a resolution of the City Council of
the City of Vernon approving specifications No. 122, was read.
, It was moved by Scheider, seconded by Pe~alta thatRaso~
lution No. 999 be adopted. Motion carried.
The following applications, all lfaving the approval of
the City Engineer, were read:
Application 6478: Duconnnun Metals Company for a permit
to connect to sewer at 2039 E. 49th Street;
Application 6479: Owens Ill. Pacific Co., for a permit
to connect to sewer on Boyle Ave., approx. 139' north of, N. Pl.
Slauson Avenue~ '
It was moved by Scheider, seconded by Peralta that said
Resolution No. 996 be referred to the next regUlar meeting. Mot-
ion carried. .- .
