MINUTES OF A REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF VERNON
CALIFORNIA, HELD TUESDAY OCTOBER 17,
1939 AT THE HOUR OF THREE O'CLOCK P.M.

The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong~ Peralta~ Scheider~ Levy.
Councilmen absent: Leonis.
It was moved by Levy, seconded by Scheider, that the
reading of the minutes of the previous meeting be dispensed with.
Motion carried.
ORDINANCE No. 529~ an ordinance of the City of Vernon
granting a franchise to Los Angeles & Sa+t Lake Railroad Company
for spur tracks across Boyle Avenue, was read for the second read-
ing.
It was moved by Levy, seconded by Peralta that Ordin-
ance No. 529 be passed for the second reading. Motion carried.
Ordinance No. 529, an ordinance of the City of Vernon
granting a franchise to the Los Angeles & Salt Lake Railroad
Company for spur tracks across Boyle avenue, was read for the
third and final reading.
It was moved by Levy, seconded by Peralta that Ordin-
ance No. 529 be adopted. Motion carried, by the following vote:
AYES: Furlong, Peralta, Scheider, Levy.
NOES: None
ABSENT: Leonis.
A communication from C. A. Heinze~ consulting electrical
Engineer, regarding a request of Southern California Edison Co. to
install pilot wire protection relay equipment to replace present
type nCR" directional over current relays installed on panel l4-R
on relay board, wherein he recommended that permission be given to
make the change, was read.
It was moved by Levy, seconded by Scheider that the
communication be filed, and the permission requested therein be
granted. Motion carried.
A communication from Francis Bates~ City Engineer,
requesting authority to have the City Hall roof repaired at a
cost of $185.00, was read.
It was moved by Scheider, seconded by Levy that the
communication be filed, and that the City Engineer be authorized
to have said repair work done at the price quoted. Motion carried.
A communication from Santa Fe Tank & Tower Co., re-
questing a permit to conduct a business at 4820 Santa Fe Ave.,

(they having purchased the plant and equipment of Pacific Tank
& Pipe Co.), was read.
It was moved by Peralta, seconded by Scheider, that
the communication be filed, and permit granted. Motion carried.
A communication from Hill's Ranch Rodeo, requesting
a permit to hang sign on Downey Road, north of Leonis Blvd.,
advertising the Great Western Livestock Show, was read.
It was moved by Scheider, seconded by Peralta that
same be referred to the Police Department. Motion carried.
A communication from the Bond Patrol, requesting
permission to operate a private patrol and protective agency
in the Central Manufacturing District, was read.
It was moved by Scheider, seconded by Peralta, that
the matter be referred to the Police Department. Motion carried.
A communication from Recordall Manufacturing Co.,
regarding traffic conditions at 2619 Santa Fe Avenue, was read.
It was moved by Scheider, seconded by Peralta, that
the matter be referred to the Police Department. Motion carried.
A communication from Howard Supply Company, regard-
ing parking conditions at 5125 Santa Fe Avenue, was read.
It was moved by Scheider, seconded by Peralta, that
the matter be referred to the Police Department. Motion carried.
A communication from Los Angeles By-Products Co.,
regarding parking conditions at 1819 E. 25th Street, was read.
It was moved by Levy, seconded by Peralta that the
matter be referred to the Police Department. Motion carried.
A communication from United Dressed Beef Co., re-
garding a cattle loading zone at 4360 S.Soto Street, was read.
It was moved by Levy, seconded by Peralta that the
matter be referred to the Police Department. Motion carried.
Communications from the following firms, requesting
permission to haul refuse upon and along the public streets of
the City of Vernon from their premises, were read:
Technical Glass Co., of 2050 E. 48th Street; California
Furniture Shops, of 4424 E. 49th Street; LA Pacific Macaroni
Co., of 4722 Everett Avenue; and Enterprise Engine Co., of
3855 Santa Fe Avenue.
It was moved by Levy, seconded by Peralta, that
the communications be filed, and permits granted. Motion carried.
A communication from Herman Scheider, regarding the
purchase of 5000 feet of 2x8x8 old WPA lumber stored in the rear
of the City Hall, was read.

The report of the Police Department was read.
It was moved by Levy, seconded by Peralta, that same

A report of the operation of the electric system by the
Southern California Edison Company for the month of August, 1939
by C. A. Heinze, Consulting Electrical Engineer, was read.
It was moved by Levy, seconded by Scheider, that same
be filed. Motion carried.
The Minutes of the Committee on Light, Power, Water,
Purchasing and Building, as of October 3, 1939, were read.
It was moved by Scheider, seconded by Levy, that same
stand approved as read. Motion carried.
A communication from Vernon National Market & Feed Co.,
for a permit to hang two b~nners at intersection of Vernon and
Downey Road, was read.
It was moved by Levy, seconded by Peralta, that the com-
munication be filed, and permit granted. Motion carried.
The following applications, all having the approval of
the City Engineer, were read:
Application 6566: Standard Oil Company, to construct
driveway on north side of 38th street at Alameda Street.
Application 6567: Southern California Water Co., to re-
pair 6" water main at 2140 E. 25th Street.
Application 6568: Southern California Water Company, to
repair water main at 2170 E. 25th Street.
Application 6569: Southern California Water Company, to
repair water main at 2155 E. 25th Street.
Application 6570: Southern 0alifornia Water Company, to
repair water main on Santa Fe Avenue, 6' south of 26th Street.
Application 657l: Southern California Edison Co., to in-
stall two sidewalks anchors 295' & 310' east of Boyle Avenue on
Slauson Avenue.
Application 6572: Southern California Water Company to
repair water main on east 52nd Street, 250' west of Santa Fe Ave.
Application 6573: Southern California Water Company to
repair water main at 1825 E. 25th Street.
Application 6574: Southern California Gas Company to
install 6" P.G. fitting at 2500 E. 28th street.
Application 6575: Signal Oil Company, to construct side-
walk and driveway at 26th & Soto Street.
Application 6576: John Gunn to construct depressed curb
for driveway at 2217 E. 38th Street.

Application 6577: Ducommun Metal & Supply Co., to con-
struct depressed curb for driveway at Alameda Street, approx. 380'
north of 49th Street.
Application 6578: Southern California Gas Co., to abandon
service and install new service at 5050 Pacific Blvd.
Application 6579: Frank Tesky to construct sidewalk and
driveway at Pacific Blvd., and Fruitland Road.
Application 6580: Frank Tesky to connect to sewer at
southeast corner or Paciric Blvd., and Fruitland Road.
Application 6581: Southern California Gas Co., to install
608' or 6" service across Vernon Avenue, approx. 577' west of Haw-
thorne Avenue.
Application 6582: Southern California Gas Co., to make
soil corrosive investigations on south side of Fruitland Road, 130'
and 189' east of Magnolia Avenue.
