19391108 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON CALIFORNIA, HELD 'WEDNESD~1I0VEMBER 8th., 1939, AT THREE O'CLOCK P.M., AT THE CITY HALL OF THE CITY OF VERN ON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Peralta, Scheider, Levy. Councilmen absent: Leonis A communication from the Vernon Industrial Development Association, submitting releases and conveyances issued in accord- ance with the lease agreement between Vernon and Southern California Edison Company, was read. It was moved by Peralta, s6conded by Scheider that same be referred to the City Attorney and the Electrical Consulting Engin- eer of the City of Vernon. Motion carried. A communication from the City Engineer of the City of Los Angeles, rega~ding proposed new incinerator building, was read. It was moved by Levy, seconded by Peralta that the communi- cation be laid over until the entire Board is present. Motion carried. A communication from Francis Bates, City Engineer, submit- ging proposed license-agreement from Southern Pacific Compay, cover- ing easement for pipe line across Alameda Street near 57th. Street, was read. filed. It was moved by Levy, seconded by Peralta that same be Motion carried. A communication from M. A. Newmark & Company, requesting a permit to install and operate canning plant on top floor of building located at 4249 Produce Plaza, was read. It was moved by Levy, seconded by Peralta, that the communi- cation be filed, and permit granted. Motion carried. A report of B. A. Moeller, Refinery Fire Inspector, on fire protection syst~s of Associated Oil Company,et al, was read. It was moved b'~ Peralta, seconded by Levy, that same be filed. Motion carried. A communication from Glass Containers, Inc., requesting the improvement of Irving Street, north of 37th Street, was read. It was moved by Levy, seconded by Peralta, that same be referred to the City Engineer. Motion carried. A communication from J. W. Fourney, 2733 Missouri Avenue, South Gate, submitting offer for approximately 10,000 feet of old W. P. A communication from C. I. Thompson, 1348 Cedar Avenue, Long Beach, requesting a box lunch license, was read. It was moved by Peralta, seconded by Scheider that the mat- ter be re~erred to the Police Department. Motion carried. A communication from Joe Orozco, 2229 E. 37th. Street, re- questing a permit to sell tamales, soda and candy on foot within the City, was read. It was moved by Levy, seconded by Peralta that the matter be re~erred to the Police Department. Motion carried. A communication ~rom Otto R. Benedict, requesting permit to burn and clean premises on west side o~ Magnolia Avenue, south of Aluminum Company, was read. It was moved by Levy, seconded by Peralta, that the matter be re~erred to the Acting Fire Chie~. Motion carried. Communications from the following firms, requesting to haul re~use ~rom their premises upon and along the public of the City o~ Vernon, were read: C. E. Duggan & Son, 2300 E. 48th Milling Co., 1916 E. 51st Street; Western Santa Fe Avenue, and Globe Ice Machine Co, permits streets Street; Globe Grain & Truck Lines, Ltd., 2835 1915 E. 51st Street. It was moved by Peralta, seconded by Scheider that the com- munications be ~iled, and permits granted. Motion carried. A communication from Keena Packing Company, requesting a permit to haul paper bags and paper chip boards through the City to be disposed o~ at Independent Paper Stock Company, was read. It was moved by Peralta, seconded by Levy that the communi- cation be~iled, and permit granted. Motion carried. The Report of the Police Department Was read. It was moved by Peralta, seconded by Scheider that same be filed. Motion carried. A communication from F. H. Donnelly, Acting Fire Chie~, advising o~ the appointment o~ Paul Zaby to position vacated by E. T. Doyle due to injury, ata salary o~ $140.00 per month, and of the appointment of Frank Clark at a salary of $140.00 per month, was read. It was moved by Levy, seconded by Peralta, that the communi- cation be ~iled, and the action of the Acting Fire Chie~ be approved. Motion carried. Resolution No. 1004, a resolution of the City Council ap- proving memorandum of agreement for accumulation o~ one-~ourth cent gas tax allocated ~or streets o~ major importance, was read. It was moved by Levy, seconded by Scheider that Resolution No. 1004 be adopted. It was moved by LeVi" seconded by Scheider, that the com- munication of the Electrical Engineer be filed, and that the City Clerk advertise for sealed bids for the-sale of electrical equip- ment. Motion carried. The Minutes of the Committee on Light, Power, Water, Purchasing and Building as of October 17, 1939, were read. It was moved by Levy, seconded by Scheider that the Minutes stand approved as read. Motion carried. Application 6602: Southern California Edison Co., to pull and reset pole and anchor on east side of Pacific Blvd., 50' South of Fruitland Road. Application 6603: City of Los Angeles, to reconstruct 36" V.C. Sanitary Sewer on East 37th Street. Application 6604: Whiting Mead Company, to construct side- walk and drIveway on north side of Vernon Avenue. Application 6605: Pennzoil Company, to pave south strip in E. 26th Street, between present pavement and curb. Application 6606: Southern California Telephone Co., to place two anchors on west side of Downey Road, north of Vernon Avenue. Application 6607: Southern California Telephone Co., to re- place one pole and ground brace in alley west side of the Alley east of Santa Fe Avenue, south of 52nd Street.
