MINUTES OF A REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF VERNON
CALIFORNIA, HELD TUESDAY, NOVEMBER 21,
1939, AT THREE O'CLOCK P.M., AT THE CITY
HALL OF THE CITY OF VERNON, 4305 SANTA
FE AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong, Peralta, Leonis, Scheider
Councilmen absent: Levy
It was moved by Peralta, seconded by Scheider that the
reading of the minutes of the previous meeting be suspended. Mot-
ion carried.
The communication from the City Engineer of the City of
Los Angeles regarding a proposed new incinerator building, which
had been laid over from the previous meeting, was again read.
It was moved by Scheider, seconded by Peralta that'the
~ity Clerk be instructed to notify the City Engineer of the City
of Los Angeles that the desired permit cannot be issued until
the City Engineer of Vernon has been advised as to the fire hazards.

At this time the bids for the sale of certain electric
equipment of the City of Vernon were opened and read.
It was moved by Scheider, seconded by Peralta that the
bid of the Southern California Edison company be accepted, sub-
ject to approval of Guthrie & Darling. Motion carried.
A report of Carl A. Heinze, Consulting Electrical Engin-
eer on Partial Releases and Conveyance of Southern California Edison
Company, was read.
It was moved by Scheider, seconded by Peralta, that same
be approved and filed. Motion carried.
A circular letter from Property Owners Association, re-
garding the levying and collection of delinquent taxes and sale
of property, was read.

A report of the Fire Department on the request of Otto
R.Benedict to burn and clean premises-on west side of Magnolia
Avenue, south of Aluminum Company, was read, together with the
recommendation of the Fire Department that said permit be denied
as in violation of Ordinance 314.
It was moved by Peralta, seconded by Scheider that the
permit be denied. Motion carried.

A communication from Buttress & McClellan, requesting
the removal ofa fire hydrant fifteen feet from in front of prop-
erty at 1911-1915 E. 51st Street, was read.
It was moved by Leonis, seconded by Peralta that the
request be denied, and the communication be referred to the City
Engineer. Motion carried.
A communication from the Railroad Commission regarding
a subject of results of operation of Southern California Edison
Company, was read.
It was moved by Leonis, seconded by Peralta, that the
communication be filed. Motion carried.
A communication from Conveyor Company, regarding park-
ing conditions at 3260. E. Slauson Avenue, was read.
It was moved by Scheider, seconded by Peralta that the
matter be referred to the Chief of Police. Motion carried.
A communication from the Aluminum Company, regarding
traffic conditions at Magnolia & Fruitland Road, was read.
It was moved by Leonis, seconded by Peralta that the
matter be referred to the Police Department. Motion carried.
A communication from the Vernon City School, regarding
parking conditions at 2360 E. Vernon Avenue, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed. Motion carried.
A communication from Pioneer-Flintkote Company, regard-
ing parking conditions at 55th and Alameda Streets, was read.
It was moved by Scheider, seconded by Peralta that the
matter be referred to the Police Department. Motion carried.
A communication from Owens Parks Lumber Company, re-
garding parking and pedestrian crossing at 38th and Ross Sts.,
was read.
It was moved by Leonis, seconded by Peralta, that the
matter be referred to the Police Department. Motion carried.
A communication from American Can Company, regarding
parking conditions at 2231 E. 49th Street, was read.
It was moved by Leonis, seconded by Peralta that the
matter be referred to the Police Department. Motion carried.
A communication from Owl Meat Company, requesting a
permit to conduct a meat business at Woodward & Bennett Company
Vernon & Soto Streets, was read. '
It was moved by Leonis, seconded by Peralta that the
communication be filed, and permit granted. Motion carried.
Communications from Atlas Galvanizing Co., of 4636
Pacific Blvd., and Swift & Co., at 3750 Jewel Avenue, requesting
permits to haul refuse upon and along the public streets of
the City of Vernon from said premises, were read.
It was moved by Leonis, seconded by Peralta that the
communications be filed, and permits granted. Motion carried.

A communication from Francis Bates, City Engineer, re-
garding proposed construction by Oregon Paper Mills, East 57~h
Street waste water drain to carry waste water from their plant
into Los Angeles Storm Drain in Alameda Street, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed, and Motion carried.
The report of Carl A. Heinze, Consulting Electrical En-
gineer, on the operation of the electric system by Southern Calif-
ornia Edison Company for the month of September, 1939, was read.
It was moved by Leonis, seconded by Peralta that same be
filed. Motion carried.
A communication from Carl A. Heinze, Consulting Electrical
Engineer, recommending that the Finkelstein Foundry Supply Co. be
awarded the bid on scrap copper at $11,05 CWT., was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed, and the recommendation concurred in. Mot-
ion carried.
A summary of a proposed ordinance, amending the ordinance
regulating the business of operating vending machines in the City
of Vernon, was presented.
It was moved by Leonis, seconded by Scheider that same be
referred to the City Attorney. Motion carried.
Resolution No. 1005, a resolution of the City Council of
the City of Vernon approving Specifications No. 123, was read.
It was moved by Scheider, seconded by Peralta that Reso-
lution No. 1005 be adopted. Motion carried.
Resolution No. 1006, a resolution of the City Council of
the City of Vernon, declaring the prevailing rate per diem of wages
to be paid under Specifications No. 123, was read.
It was moved by Peralta, seconded by Scheider that Reso-
lution No. 1006 be adopted. Motion carried.
The Report of the Police Department was read.
It was moved by Leonis, seconded by Peralta, that same
be filed. Motion carried.
The Minutes of the Committee on Light, Power, Water, Build-
ing and Purchasing as of November 8th., 1939, were read.
It was moved by Scheider, seconded by Peralta that same
stand approved as read. Motion carried.
It was moved by Leonis, seconded by Peralta, that the City
Clerk advertise for sealed bids or proposals for the construction of
a waste water drain, in accordance with Specifications 123, hereto-
fore approved by the City Council, said bids to be opened at the
regular meeting of the City Council on the 19th day of December, 1939.

Blvd.
Application 6637: The Conveyor Co.~ to Construct curb and
concrete apron for driveway at 3260 E. Slauson Avenue.
Application 6638: City of Los Angeles~ to repair sewer in
E. 37th Street~ east of Alameda Street.
Application 6639: Los Angeles Junction R.R. Co.~ to repair
spur track crossing at Downey Road~ 250 feet south of Vernon Ave.
Application 6640: Bohamian Distributing Co.~ to make sewer
connection at 2254 E. 49th Street.
Application 6641: Allyn Tank Lines~ to make sewer connec-
tion at 2241 E. 38th Street.
Application 6642: Sandberg Furniture Co.~ to make sewer
connection at 5705 Magnolia Avenue.
Application 6643: Signal Oil Company~ to make sewer con-
nection at southwest corner of 26th and Soto Streets.

applications be approved~ and permits granted. Motion carried.
Demands on the General Fund in the sum of $12~838.81 were
read.
It was moved by Scheider~ seconded by Leonis, that the
demands be allowed~ and warrants drawn. Motion carried.
It was moved by Scheider, seconded by Peralta~ that the
meeting adjourn. Motion carried.
