19400116 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF fEE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA, HELD TUESDAY, JANUARY 16, 1940 AT THREE O'C~OCK P.M., AT THE CITY'HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERN ON, CALIF. - _. - - - -. - - The meeting was called to order by tha Mayor, J. J. Furlong, Councilmen present: Furlong, Leonis, Peralta, Scheider. Councilmen ab sent: Levy It was moved by Peralta, seconded by Scheider, that the read- ing of' the Minutes of the previous meeting be. suspended. Motion carried. A communication from Francis Bates, City Engineer, submitting an agreement between Columbia Paper Company, the Flintkote Company and City of Vernon, in regards to 57th Street Waste Water Drain, was read. It was moved by Leonis, seconded by Peralta, that same be approved. Motion carried. A communication from Francis Bates, City Engineer, recommend- ing that the contract be awarded to P & J Artukovich for the construc- tion of 57th Street Waste Water Drain, their bid bein6 the lowest and best bid for the doing of said work, at the price of' 15,622.70, was read. It was moved by Scheider, seconded by Peralta that the com- munication of the City Engineer be f'iled, and his recommendation con- curred in. Motion carried. Resolution No. 1008, a Resolution Awarding the Contract f'or doing the work in 57th Street Waste Water Drain as set forth in Notice Inviting Sealed Proposals or Bids, and Specifications No. 123, was read. It was moved by Scheider, seconded by Peralta, that Resolu~ tlon No. 1008 be approved, awarding the contract to P & ;I. Artukovi,h. Motion carried. A report of General Petroleum Corp., on Franchise No. 781, N.S. of the County of Los Angeles f'or the period ending December 31, 1939, was read. It was moved by Leonis, seconded by Peralta, that Bame be filed. Motion carried: A communication from Vernon Industrial Development Associa- tion,approving certain recommendations of' Guthrie & Darling, in regards to Vernon Generating Plant and Distribution System, was read. It was moved by Leonis, seconded by Peralta, that same be filed. It was moved by Leonis, seconded by Scheider, that same be referred to the Police Department. Motion carried. ~ """ A communication from J. A. Mellen, Secre~ary of Street Naming Committee, recommending that the City adopt an orclinanceeetablishing the naming of Leonis Boulevard, was read. It was moved by Scheider, seconded by Peralta, that same be referred to the City Attorney. Motion carried. A communication from Cross Vulcanizer Company, requesting a permit for the manufacturer of tire repair equipment at 2920 Santa Fe Avenue, was read. It was moved by Leonis, seconded by Peralta, that the Com- munication be filed, ,and permit granted. Motion carried. A communication from American Mineral Company, requesting a permit to erect plant to grind clay for the ceramic industry on Magnolia, near Slauson Avenue, was read. It was' moved by Scheider, seconded by Peralta, that same be referred to the Committee of the Whole. Motion carried. A communication from Petroleum Marketing Company, requesting a permit to wholesale petroleum oils ami greases at 4410 District Blvd., was read. It was moved by Scheider, seconded by Peralta, that-same be referred to the Chief of the Fire Department. Motion carried. A communication from Downie Bros., requesting a permit to operate a warehouse at 2051 E. 37th Street, was read. It was moved by Leonis, seconded by Scheider that the com- munication be filed, and,"permi t granted. Motion carried. A communication from Paul Dyck, requesting a box lunch per- mit,to serve the Ducommun Metal ~ Supply Co., on E. 49th Street, was read. It was moved by Leonis, seconded by Peralta, that same be referred to the Police Department. Motion carried. .. A communication from Ben Mandel1,- requesting a pe'rmit to operate a store at 5210 Santa Fe Avenue (formerly operated by I. Alpert) was read. It was moved by Peralta, seconded by Scheider, that the com- munication be filed, and permit granted. Motion carried. A communication from Los Angeles By-Products Co., requesting permit to haul refuse from thei~ premises at 1819 E. 25th. Street, to be disposed of at an authorized dump on Bandini Blvd., east of Downey Road, upon .and along the7streets of the City of Vemon,was re ad. It was moved by Peralta, seconded by SCheider, that same be referred to the Police Department. Motion carried. -2- Communications from the following firms, requestingper.mits to haul refuse from their respective premises, upon and along the public streets of the City of Vernon, were read: Phelps Dodge Copper Products, Corp., 2375 E. 27th St.; M. A. Newmark Co., 4249 N. Produce P~a.za; Whiting Mead Company, from various wrecking jobs and yards on Vernon Avenue;, and Indust- rial Materials, Ltd., 2415 E. 37th Street; Bergstrom Steel Company, 3341 E. Slauson Avenue; CrOOk-Company, 2900 Santa Fe Avenue; and Watkins Company, 4636 Pacific Blvd. It was moved by Peralta, seconded by Scheider, that the com- munications be filed, and permits granted. Motion carried. A communication from Ray L. Chesebro, City Attorney of Los Angeles, with a demand attached in the sum of $68,616.49 in connect- ion with sewer contract, was read. It was moved by Peralta, seconded by Scheider, that same be referred to the City Engineer for checking. Motion carried. A communication from C. A. Heinze, consulting electrical engineer, on the operation of the electric system by Southern Calif- ornia Edison Co. for the month of November, 1939, was ~e~d. The following applications, all having the approval of the City Engineer, were read: Application 6705: Southern California Telephone Co., to in- stall ground brace pole on east side of Soto Street, 180 ft south of east 26th. Street. Application 6706: Southern California Edison Company, to set anchor on east side of Magnolia Avenue, 300 feet south of Vernon Ave. Application 6707: Southern California Water Co., to repair two inch water main at 2100 E. 38th Street. - Application 6708: Southern California Water Co., to repair two inch water main at 2000 E. 38th. Street. Ap~lication 6709: Buttress & McClellan, to construct curb and driveway at 3852 Santa Fe Avenue. Application 6710: Buttress & McClellan, to construct curb and driveway at 3844 Santa Fe Avenue. Application 6711: Butfress & McClellan, to pave five ft. strip on south side of Chambers Street, approximately 215 feet west of Pacific BlVd. with A.C. pavement.
