MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
CALIFORNIA, HELD TUESDAY, FEBRUARY
6, 1940, AT THREE O'CLOCK P.M., AT
TEE CITY HALL OF THE CITY OF VERNON,
4305 SANTA FE AVENUE, VERNON, CALIF.
The meeting was called to order by the Mayor, J. J. Furlong.
Councilmen present: Furlong, Leonis, Peralta, Scheider and Levy.
Councilmen absent: None
It was moved by Peralta, seconded by Scheider that the read-
ing of the Minutes of the previous meeting be suspended. Motion
carried.
A communication from Francis Bates, City Engineer, request-
ingan appropriation of $475.00 for cleaning water wells No.3 and
6 of the City Yard, was read.
It was moved by Scheider, seconded by Peralta, that the com-
munication be filed, and the appropriation made. Motion carried.
A communication from Francis Bates, City Engineer, request-
ing that he be authorized to employ Ralph W. O'Neil, structural
draftsman at a salary of $200.00 per month for a period of two months,
beginning February 5, 1940, was read.
It was moved by Leonis, seconded by Levy, that the communi-
cation be filed, and the request granted. Motion carried.
A communication from Francis Bates, City Engineer, together
with a letter from H. E. Hedger, Chief Engineer of Los Angeles County
Flood Control District, requesting permission to use small portion
of Bandini Blvd. during construction of river improvement, was read.
It was moved by Levy, seconded by Peralta, that same be
referred to the Committee of the Whole. Motion carried.
A communication from the War Department, United States
Engineer Office, requesting permission to move various small office
buildings over City streets in vicinity of Los Angeles River in
construction work on river, was read.
It was moved by Levy, seconded by Peralta, that same be
referred to the Police Department with power to act. Motion carried.
A report of the Southern California Gas Co., on franchise
ordinance No. 463, for period ending December 31, 1939, together
with check in the sum of $0.42, was read.
It was moved by Leonis, seconded by Scheider that same be
referred to the Finance Committee. Motion carried.
A report of the Southern California Gas Company, on Los Angeles
County Franchise Ordinance No. 467, ending December 31, 1939, was
read.

A communication from R. J. Scott, Chief Engineer, Los Ange-
les Fire Department, expressing appreciation for assistance rendered
during fire at 1825 E. 25th Street, was read.
It was moved by Scheider, seconded by Peralta, that same be

A communication from Harnish Company, Industrial Engineers,
requesting pe~ission to install 6 x 10 feet real estate sign on
east side of Santa Fe Avenue, 125 feet north of Vernon Avenue, and
three signs 3 x 10 feet on northeast corner of 26th. and Soto Sts.,
was read.
It was moved by Scheider, seconded by Peralta, that the
communication be filed, and permit granted. Motion carried.
A communication from Los Angeles County TUberculosis and
Hea~th Association, requesting permission to use ante-room of
Council Chamber for use of tuberculosis diagnostic service~ and
X-rayon February 28th. or 29th., was read.
It was moved by Scheider, seconded by Peralta, that the mat-
ter be laid over until next meeting. Motion carried.
A communication from Redfield & Co., offering $25,000.00
Vernon Light & Power Bonds 4 3/4 due October I, 1955, at a price to
net 3%, was read.
It was moved by Scheider seconded by Peralta that the com-
municationbe filed. Motion carried.
A communication from Tunnell, Wood & Neilan, inc., request-
inga permit to conduct an oil well and supply house at 2068 E. 37th.
Street, was read.

A communication from R. C. stott, requesting a permit to
conduct a welding business at 2288 E. 48th Street, was read.
It was moved by Leonis, seconded by Scheider that the com-
munication be filed, and permit granted. Motion carried.
A communication from Herman Blackman, Archie Robin and Nathan
Sklar, requesting permit to conduct a meat business at 3049 E.
Vernon Avenue, was read.

A communication from Peter Milutinovich and Ivan Zitkovich,
requesting permit to operate a restaurant at 4517 Produce Plaza, was
read.
It was moved by Scheider, second'd by Peralta, that the matter
be referred to the Police Department. Motion carried.
A communication from Standard Pipe & Supply Co., requesting a
two hour parking limit be painted in front of office at 4441 Santa Fe
Avenue, was read.
It was moved by Leonis, seconded by Levy, that the matter be
referred to the Police Department. Motion carried.

Communications from the following Firms, requesting permits
to haul refuse from their premises upon and along the public streets
of the City of Vernon, were read:
Tunnell, Wood & Neilan, Inc., of 2068 E. 37th Street;
Associated Oil Company, 2406 E. 28th Street; Byran Jackson Co., of
2301 E. Vernon Avenue; Lord-Babcock, Inc., 2303 E. 37th Street, and
Leeper's Wood Turning Co., 2228 E. 37th Street.
It was moved by Levy, seconded by Scheider that the communi-
cations be filed, and permits granted. Motion carried.
A communication from Ftbreboard Products Inc., requesting
certain traffic markings be painted at 4444 Pacific Blvd. was read.
It was moved by Leonis, seconded by Levy, that the matter be
referred to the Police Department. Motion carried.
A communication from WID. Abdale, regarding parking conditions
at 2345 E. 37th Street, was read.
It was moved by Scheider, seconded by Peralta, that the mat-
ter be referred to the Police Department. Motion carried.
A communication from F. H. Donnelly, Fire Chief, on applica-
tion of Petroleum Marketing Co., requesting a permit to conduct a
wholesale business of oils and greases at 4410 District Blvd.,
wherein he stated that only packaged products will be handled, and
recommended that the permit be granted, was read.
It was moved by Leonis, seconded by Peralta, that the communi-
cation be filed, and permit granted. Motion carried.
The report of the Vernon Industrial Development Ass'n., for
period ending December 31, 1939, was read.
It was moved by Leonis, seconded by Peralta, that the same
be filed. Motion carried.
The report of the Police Department was read.
It was moved by Scheider, seconded by Levy, that same be filed.
Motion carried.
A communication from Francis Bates, City Engineer, submitting
figures and bids for renovating venetian blinds in the City Hall,
was read.
It. was moved by Leonis, seconded by Levy that the communication
be filed, and that the lowest and best bid for doing of said work be
accepted. Motion carried.
A communication from Francis Bates, City Engineer, submitting
figures on second hand trucks for street painting services, was read.
It was moved by Scheider, seconded by Leonis, that the com-
munication be filed, and that said truck be purchased at a price not
to exceed $435.00. Motion carried.
A communication from Francis Bates, City Engineer, submitting
figures on twelve new tires for street and water department trueks
was read. '
It was moved by Leonis, Seconded by Levy, that the communica-
tion be filed, and that said tires be purchased from GoodYear Tire
and Rubber Company at a price of $274.00, plus old truck tires.

ORDINANCE No. 530, an Ordinance of the City of Vernon
granting a franchise to General Petroleum Corp. to operate a pipe
line in Soto Street, was read for the first reading.
It was moved by Scheider, seconded by Peralta, that same
be passed for the first reading. Motion carried.
A communication from Francis Bates, City Engineer, submit-
ting contract documents and specifications No. 124, covering proposed
traffic signals, was read.
It was moved by Scheider, seconded by Levy that the communi-
cation be filed.
Resolution 1009 a resolution of the City Council of the
City of Vernon, approving Specifications No. 124, was introduced.
It was moved by Leonis, seconded by Levy, that Resolution
No. 1009 be adopted. Motion carried.
Resolution 1010, a resolution of the City Council of the
City of Vernon, declaring the prevailing wage rate per diem for the
work to be done under Specifications 124, was read.
It was moved by Leonis, seconded by Peralta, that Resolution
1010 be adopted. Motion carried.
It was moved by Leonis, seconded by Scheider, that the City
Clerk advertise for sealed bids or proposals for the installation of
traffic control signals, in accordance with Specifications 124, said
bids to be opened at the regular meeting of the City Council on the
5th day of March, 1940. Motion carried.
A communication from Carl Heinze, colsulting electrical
engineer, together with a report from the Southern California Edison
Company concerni~g repairs to be made to the electric plant, was read.
It was moved by Leonis, seconded by Peralta, that the communi-
cation be filed. Motion carried.
A communication from Carl Heinze, consulting electrical en-
gineer, in reference to money paid by Edison Company for a transformer
for Studebaker Company, was read.
It was moved by Levy, seconded by Scheider, that the matter
be referred to the Vernon Industrial Development Association. Motion
carried.

Application 6726: Tatum Tire Company, to construct driveway
at 2000 E. Vernon Avenue.

water main In E. 51st Street.
Application 6728: Southern California Gas Co., to install
gas service in Magnolia Avenue, 536 feet north of Slauson Avenue.
Application 6729: Southern California Gas Company, to in-

Application 6730: Southern California Telephone Co., to
replace one pole on east side of Downey Road 25 feet south of 26th
