MINUTES OF A REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF VERNON,
CALIFORNIA, HELD TUESDAY, FEBRUARY 20,
1940, AT THREE O'CLOCK P.M., AT THE
CITY HALL OF THE CITY OF VERNON, 4305
SANTA FE AVENUE, VERNON, CALIFORNIA.
The meeting was called to order by the Mayor, J. J. Furlong.
Councilmen present: Furlong, Leonis, Scheider and Peralta.
Councilmen absent: Levy
It was moved by Scheider, seconded by Peralta, that the read-
ing of the Minutes of the previous meeting be suspended. Motion car-
ried.
ORDINANCE No. 530, an Ordinance of the City of Vernon grant-
ing a franchise to General Petroleum Corp. to operate a pipe line in
Soto Street, was read for the second reading.
It was moved by Scheider, seconded by Peralta, that Ordinance
No.. 530 be passed as of the second reading. Motion carried.
Ordinance No. 530 was read for the third and final reading.
It was moved by Scheider, seconded by Peralta, that same be
adopted. Motion carried by the following vote:
AYES: Furlong, Leonis, SCheider, Peralta.
NOES: None
ABSENT: Levy.

A communication from American Aircraft Equipment Co.,/to
manufacture airplane accessories and equipment at 4890 Pacific Blvd.,
was read.
It was moved by Scheider, seconded by Peralta, that the com-
munication be filed, and permit granted. Motion carried.
A communicatian from Cardinal Chemical Corp., requesting a
permit to manufacture acid, caustic and alkali resisting plastics;
luminous paint; aluminum, gold and copper bronzes at 5511 Boyle ave-
nue, was read.
It was moved by Scheider, seconded by Peralta, that the com-
munication be filed, and permit granted. Motion carried.
A communication from Trojan Lacquer Co., requesting a permit
to manufacture lacquer and paint products at 400l E. Washington Blvd.,
was read.
It was moved by Scheider, seconded by Peralta, that the com-
munication be filed, but the permit denied. Motion carried.
A communication from Thos. M. Sullivan, 2550 Cudahy Street,
Huntington Park, Calif., requesting a Veteran's license to sel~ mer-
chandise on a budget plan, was read.
It was moved by Scheider, seconded by Peralta, that the mat-
ter be referred to the Police Department. Motion carried.

A communication from Zerdo J. Benson, 527 Ceres Avenue, re-
questing a permit to operate a push cart to sell food products, was
read.
It was moved by Peralta, seconded by Scheider, that same be
referred to the Police Department. Motion carried.
A report from the Union Oil Company on Los Angeles County
Franchise Ordinance No. 596 N.S., was read.
It was moved by Scheider, seconded by Peralta, that same be
filed. Motion carried.
A report from Southern California Gas Co., on Franchise Ordin-
ances Nos. 89, 270, 463 and 514, together with a check in the sum of
$67l.36 for the period ending December 31, 1939, was read.
It was moved by Scheider, seconded by Peralta, that same be
referred to the Finance Committee. Motion carried.
A report of the Police Department on the application of Peter
Milutinovich and Ivan Zitkovich for a restaurant permit at 4517 Produce
Plaza, with the recommendation that the permit be granted subject to
filing of a bond, was read.
It was moved by Peralta, seconded by Scheider, that the report
be filed, and the recommendation of the Police Department be concurred
in, and that the permit be granted subject to a bond. Motion carried.
A communication from Faulkner, Oakes & Faulkner, regarding the
City audit, was read.
It was moved by Scheider, seconded by Peralta, that same be

It was moved by Scheider, seconded by Peralta that same be
referred to the City Attorney. Mation carried.

A communication from American Mineral Co., regarding appli-
cation to grind clay on Magnolia Avenue, north of Slauson Avenue, was
read.
It was moved by Scheider, seconded by Per~a, that same be
laid over for one week. Motion carried.
Resolution No. lOll, a resolution af the City Council author-
izing the immediate spending of $1024.00 for repairing of a City well
pump, was read.
It was moved by Peralta, seconded by Scheider, that Resolution
No. lOll be adopted. Motion carried.
A report of Carl A. Heinze, Consulting Electrical Engineer, on
the operation of the electric aystem by Southern California Edison Co.,
for the month of December, 1939, was read.
It was moved by Peralta, seconded by Scheider, that same be

Minutes of the meeting of Committee on Light, Power, Water,
Purchasing and Building, as of February 6, 1940, were read.
It was moved by Scheider, seconded by Peralta, that same stand

Communications from the following firms, requesting permits to
haul refuse from their premises upon and along the public streets of the
City of Vernon, were read:
Johns-Manville Co., of 3275 E. Slauson Ave.; Scovill Manufact-
uring Co., of 2627 Santa Fe Avenue; and Northwest Engineering Co., of
3707 Santa Fe Avenue. .
It was moved by Peralta, seconded by Scheider, that the communi-
cations be filed, and permits granted. Motion carried.
The following Applications, all having the approval of the City
Engineer, were read:
Application 6755: Buttress & McClellan, to pave seven foot
strip between existing pavement and property line on E. 51st. Street,
468 feet west of Santa Fe Avenue.
Application 6756: Buttress & McClellan, to construct sidewalk
on east side of Santa Fe Avenue, 281 feet north of Vernon Avenue.
Application 6757: Buttress & McClellan, to construct sidewalk
on east side of Santa Fe Avenue, 381 feet north of Vernon Avenue.
Application 6758: Flintkote Company, to construct manhole in
E. 57th Street, 500 feet east of Alameda Street.
ApElication 6759: Bethlehem Steel Co., to. construct driveway
and sidewalk on south side of Slauson Avenue.
Application 6760: Southern California Gas Co., to install
service at 26~'7 Soto Street.
Application 6761: Southern California Water Co., to repair
water main at 2027 E. 25th Street.
Application 6762: S. F. Margozewitz, to construct sidewalk
at 2052 E. Vernon Avenue.
Application 6763: Southern California Telephone Co., to re-
locate pole on east side of Magnolia Avenue, 250 feet south of Slauson
Avenue.
Application 6764: Cook Heat Treating Co., to page five foot
strip on east side of Magnolia Avenue, 287 feet south of Slauson Avenue.
Application 6765: Union Oil Co., to eonstruct driveways and
sidewalk on north side of Slauson Avenue, ten feet west of Santa Fe
Avenue.
Application 6766: Southern California Water Co., to repair
main at 2115 East 25th Street.
Application 6767: Southern California Gas Co., to abandon
service at 4949 Santa Fe Avenue.
Application 6768: Southern California Gas Co., to install
gas service at 4885 Pacific Blvd.

Application 6769: WIn. Van E. Thompson, to make sewer connec-
tion at 2627 S. Soto Street.
It was moved by Scheider, seconded by Peralta, that the appli-
cations be filed, and permits granted.
Resolution No. l012, a resolution of the City Council of the
City of Vernon, determining that the City Clerk shall maintain a local
register for applicants to register for precinct officers in the city
elections of said City, was read.
It was moved by Scheider, seconded by Peralta, that resolution
No. lOl2 be adopted. Motion carried.
Demands on the general fu~d in the sum of $ll,947.49 were read.
It was moved by Peralta, seconded by Scheider, that the demands
be a~lowed and warrants drawn. Motion carried.
It was moved by Scheider, seconded by Peralta, that .the meet-
ing adjourn., Motion carried.
