J. Furlong. Councilmen present: Furlong, Leonis, Scheider, Levy Peralta. Councilmen absent: None It was moved by Scheider, seconded by Levy, that the read- ing of the Minutes of the previous meeting be suspended. Motion carried. An Application for spur track franchise by Union Pacific Railroad Company for two tracks across Boyle Avenue, was read. It was moved by Leonis, seconded by Levy, that the appli- " cation be approved and the franchise granted. Motion carried. . ORDINANCE NO. 531, an Ordinance of the City of Vernon, granting to Los Angeles and Salt Lake Railroad Company, a Corpora- tion, and its Lessee, Union Pacific Railroad Company," a corporation, and ~ts successors and assigns, a Franchise to construct, maintain and operate two spur tracks across and upon Boyle Avenue in the City of Vernon, and Repealing Ordinance No. 529, was read for the first reading~. It was moved by Leonis, seconded by Levy that Ordinance No. 531 be passed for the first reading. Motion carried~ , ORDINANCE NO. 532, an Ordinance of the City of Vernon, granting a Franchise to General Petroleum Corporation of California~ its successors and assigns~. to construct~ maintain and operate a . single line of Pipe in Soto Street in the City of Vernon, and repeal- ing Ordinance No. 530, was read for the first reading. It was moved by Leonis, seconded by Levy, that Ordinance No. 532 be passed for the first reading. Motion carried. A communication from Quality Foundry Co., requesting a permit to make pit excavation for the dumping of slag at 2707 ~. 26th Street, was read. It was moved by Scheider, seconded by Peralta~ that same be referred to the City Engineer. Motion carried. A communication from Repeal Brass Manufacturing Co., 2109 E. 27th Street, complaining of dust from plants.adjacent to their factory on the west, was read. It was moved by Levy, seconded by Scheider that the communi- ccatlon be filed, but the bids rejected. Motion ca~ried. A communication from Victor Belting & Rubber Co., 2316 E. 38th Street, regarding parking conditions, was read. It was' moved by Scheider, seconded by Peralta" that .the matter be referred to the Police Department. Motion carried. A communication from Glass Containers Inc., regarding park- ing conditions on E. 37th Street, was read. , It was moved by Levy, seconded by Peralta, that the matter be referred to the Police Department. Motion carried. A communication from MacDougall Door and Plywood Co., re- garding parking conditions at 2101 E. 51st Street, was r~ad. It was moved by Levy, seconded by Peralta, that the matter be referred to the Police Department. Motion carried. A communic~tion from California Metal Enameling Co., regarding parking conditions at 2151 E. 51st Street, was read. It was moved by Levy, seconded by Peralta, that the matter be referred to the Poliee Department. Motion carried. A communication from Sam Olson Barber, 2822 Santa Fe Avenue, requesting a permit to install parking sign "for customerB only", was read. It was moved by Levy, seconded by Peralta, that the matter be referred to the Police Department. Motion carried. A communication from iennicott Products Co~, regarding park- ing conditions at 4905 Santa Fe Avenue, was read. It was moved by Levy, seconded by Peralta, that the matter be referred'to the Police Department. Motion carried. A communication from John W. Graves, 2341 Er 52nd Street, re- questing a permit to peddle ice cream within the City, was read. It was moved by Levy, seconded by Peralta, ,that the matter be referred to the Police Department. Motion carried. A communication from National Aircraft Equipment Co., re- questing-a permit to operate at 2323 E. 27th Street (Formerly known as American Aircraft Equipment Co.), was read. It was moved by Leonis, seconded by Levy that the communica- tion be filed. Motion carried. A communication from Lupe Y. Cordova, 148 E. 'Santa Barbara Ave., requesting food peddling license, was read. It was moved by Leonis, seconded by Levy, that the matter be referred to the Committee of the Whole. Motion carried. -2- 254, ~ A communication from Wilmott-Murphy Inc., requesting a per- mit to operate a new and used contractor's equipment business at 2501 E. 52nd Street, was read. It was moved by Leonis, seconded by Peralta, that same be referred to the .Police Department. Motion carried. A communioation from Francis Bates,. City Engine.er, recommend- ing that Newbery Electric Co. be awarded the contract for installation of the Traffic Signals in accordance with Specifications 124, their bid of $8,334..00 being the best bid fo.r doing of said work,. was read. It was moved by Scheider, seconded by Peralta, that the com- munication be filed, and the recommendation of the Dity Engineer be concurred in. Motion carried. Resolution No. 1015, a Resolution of the City Council of the City of Vernon, awarding the contraot for the work and improvement des- cribed in the Notice for Sealed Proposals or Bids, and Specifications No. 124, in re Traffic Signals, was read. It was moved by Scheider, seconded by Peralta, that Resolu- tion No. 1015 be adopted. Motion carried. A communication from Francis Bates, City Engineer, recommend- ing the payment of $50,000.00 under the terms of City of Los. Angeles Sewer Contract, dated August 10, 1938, was read. It was moved by Leonis, seconded by Levy that the communi- cation be filed and the recommendation of the City Engineer be con- curred in. Motion carried. Resolution No. 1016, a resolution of the City Council of the City of Vernon, authorizing and instructing the City Treasurer to transfer the sum of $50,000.00 from the City of Vernon Emergency Fund to the City of Vernon General Fund, was read. It was moved by Leonis, seconded by Levy, that Resolution No. 1016 be adopted. Motion carried. The Report of the Police Department was read. It was moved by Leonis, seconded by Levy, that same be filed. Motion carried. A oommunication fram the Los Angeles Flood Control D1strict, was read. It was moved by Soheider, seconded by Peral.ta,that same be refe'rred to the Committee of the Whole. Motion carried. The Minutes of the Committee on Light, Power, Water,Pur~ chasing and Buirding, as of March 5, 1940,: were read. . '" It was moved by Scheider, seconded by Levy, that same stand: approved as read. Application 6813: Southern California Telephone Co., request- ing a permit to place 1 anchor and remove pole and anchor on south side of 37th Street, approximately 137' west of Santa Fe Avenue. Application 6814: Southern California Telephone Co., to re- move underground conduit at southeast corner of 37th Street and alley west of Santa Fe Avenue. Application 6815: Mouren-Laurens Oil Co., to construct de- pressed curoand apron for driveway at 2575 Downey Road. ApQlication 6816: Southern California Water Co., to repair water main at 2015 E. 25th Street. Application 6817: Southern California Water Co., to repair water main at 2015 E. 25th Street. Application 6818: Southern California Gas Co., to install gas service at 3852 Santa Fe Avenue. Application 6819: Southern California Gas Co., to install gas service at 3844 Santa Fe Avenue. Application 6820: Fruehauf Trailer Co., to make sewer con- nection at southwest corner of Boyle Avenue and Fruitland Road. Application 6821: American Can Co., to make sewer con- nection at 4811 Santa Fe Avenue. Application 6822: Fruehauf Trailer Co., to make 'sewer con- nection at southwest corner of Boyle and Fruitland Road. Motion carried. Communications from the following firms, requesting permits to haul refuse from their premises upon and along the public streets of the City of Vernon, were read: Baker Oil Tools, Inc., of 6000 S. Boyle Ave.; Wilmott-Murphy Inc. of 2501 E. 52nd Street; Allis-Chalmers Manufg. Co., of 4440 E. 49th Street; and General Electric Service Shop, of 5203 Santa Fe Ave., It was moved by Leonis, seconded by Peralta, that the com- munications be filed, and permits granted. Motion carried. A Demand of P & J Artukovich, in the sum of $4,812.03, on the E 57th Street Waste Water Drain, was read, having the approval of the City Engineer. It was moved by Levy, seconded by Peralta, that the demand be allowed, and warrant drawn. Motion carried. -4- 256 A Demand of Barber & Bridges Drilling Co., having the ap- proval of the City Engineer, in the sum~of $342.50, for sanding wells No. 3 and 6, was read. It was moved by Levy, seconded by Peralta, that the demand be allowed, and warrant dra~m. Motion carried. Demands on the General Fund, in the sum of $10,511.82 were read. It was moved by Levy, seconded by Peralta, that the demands be allowed, and w~rrants drawn. Motion carried. It was moved by Scheider, seconded by Peralta, that the meeting adjourn. Motion carried.
