19400402 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA, HELD TUESDAY, APRIL 2, 1940, AT THREE O'CLOCK P.M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Peralta, Scheider Counci~en absent: Leonis, Levy. It was moved by Scheider, seconded by Peralta that the reading of the Minutes of the previous meeting be suspended. Motion carried. ORDINANCE No. 531, an Ordinance of the City of Vernon, granting to Los Angeles and Salt Lake Railroad Company, a corporation, and its Lessee, Un~on Pacific Railroad Company, a corporation, and its successors and assigns, a Franchise to construct, maintain and operate two spur tracks across and upon Boyle Avenue in the City of Vernon, and Repealing Ordinance No. 529, was read for the second ~aad- lhg. It was moved by Peralta, seconded by Scheider, that Ordin- ance No. 531 be passed for the second reading. Motion carried. ORDINANCE No. 532, an Ordinance of the City of Vernon, grant- ing a Franchise to General Petroleum Corporation of California, its successors and assigns, to construct, maintain and operate a single line of pipe in Soto Street in the City of Vernon, and repealing Ordinance No. 530, was read for the second reading. It was moved by Peralta, seconded by Scheider, that Ordin- ance No. 532 be passed for the second reading. It was moved by Soheider, seconded by Peralta, that Ordin- anoe No. 532 be adopted. Motion oarried by the following vote: AYES: Furlong, Peralta, Scheider NOES: None . ABSENT: Leonis, Levy. A oommunication from Francis Bates, City Engineer, regard- ing application ot Quality Foundry Co., to make excavation in their property at 2707 E. 26th Street, was read. (The City Engineer recom- mended that the request be granted subject to condition that concrete driveway be constructed, and bottom of excavation be distant from property line not less than twice the depth of the excavation.) It was moved by Scheider, seconded by Peralta, that the communication be filed, and the per.mit be granted, subject to the con- ditions recommended by the City Engineer. Motion carried. A communication from Carl A. Heinze, Consulting Engineer, regarding request of American District Telegraph Co., to attach lines on rental basis to Vernon City.poles located on Fruitland Road and on Slauson Avenue, was read. (the City Engineer recommended that the City Council approve request in accordance with Lease Agreement.). It was moved by Scheider, seconded by Peralta, that the communication be filed, and permit granted in accordance with the recommendation of the City Engineer. Motion carried. A report of Carl A. Heinze, Consulting Engineer, submitting a report of the operation of the electric system by Southern Calif- ornia Edison Company for the month of January, 1940, was read. It was moved by Peralta, seconded by Scheider, that the re- port be filed. Motion carried. A communication fram Vernon Post No. 338, the American Legion, requesting permission to sell poppies in the City on May 28th. and 29th., 1940, was read. ' It was moved by Scheider, seconded by Peralta, that same be referred to the Police Department with the Power to Act. Motion carried. A communication from Owens Parks Lumber Company, requesting reoiling of Ross Street from 38th Street to Whiting Mead Company prop- . erty, was read. It was moved by Peralta, seconded by Scheider, that same be referred to the City Engineer. Motion oarried. A oommunioation from Vernon Garage, 1936 E. Vernon Avenue, requesting repainting of curb, was read. It was moved by Peralta, seoonded by Soheider, that same be referred to the Police Department. Motion oarried. A oommunication from Western Foundation for the Blind, Inc., 5916 S. Central Avenue, Los Angeles, requesting permission to solioit salvage within the City, was read. It was moved by Peralta, seoonded by Soheider, that same be referred to the Police Department. Motion carried. -2- 259 A communication from R. W. Blackman, 944 S. Genesee st., Los Angeles, requesting a permit to conduct a used machinery business at 2149 E. 37th Street, was read. It was moved by Scheider, seconded by Peralta, that the com- munication be filed, and the permit granted, subject to the approval of the Police Department. Motion carried. A communication from De Luxe Box Luneh and Catering Co., re- questing an additional box lunch license, was read. It was moved by Scheider, seconded by Peralta, that the com- munication be filed, and permit be granted. Motion carried. A communication from Louis C. Holden, 15013 S. Vermont Ave., Gardena, requesting a permit to sell edibles in packages, was read. It was moved by Scheider, seconded by Peralta, that the mat- ter be referred to the Committee of the Whole. Motion carried. Communications from the following firms, requesting permits to haul refuse from their premises upon and along the public streets of the City of Vernon, were read: J. P. Yarbrough, of 3750 E. Vernon Avenue; and Vernon Kilns, of 2300 E. 52nd Street. It was moved by Peralta, seconded by Scheider that the com- munications be filed, and permits granted. Motion carried. The report of the Police Department on the application of J. R. Cuthbert, 109 S. Normandie Ave., Los Angeles, for a permit to conduct a sand blast business at 2323 E. 27th Street, recommend- ing that the application be denied, was read. It was moved by Scheider, seconded by Peralta, that the application be denied. Motion carried. The Report of the Police Department was read. It was moved by Scheider, seconded by Peralta, that same be filed. Motion carried. A communication from Neal Woods, for a permit to fill in old sand pit at 2900 S. Alameda Street, with non-combustible mat- erial, and to operate a public camp, was read. It was moved by Peralta, seconded by Scheider, that same be laid over until the fall Board is present. Motion carried. The Minutes of the Committee on Light, Power, Water, Build- ing and Purchasing, as of March 19, 1940, were read. It was moved by Scheider, seconded by Peralta, that th~l Minutes stand approved as read. Motion carried. The following Applications, all having the approval of the City Engineer, were read: Application 6837: Southern California Water Co., to repair water main in 2100 block on E. 52nd Street. Application 6838: Southern California Telephone Co., to relocate underground conduit on north side of Slauson Avenue 54 feet west of Santa Fe Avenue. . , -3- 260 Application 6839: Southern California Gas Co., to install gas service at 3801 Santa Fe Avenue. Application 6840: Southern California Water Co., to repair main at ~024 E. 45th Street. Application 6841: Southern California Water Co., to repair main at 49'01 Santa Fe Avenue. Application 6842: Southern California Water Co., to repair water main in Santa Fe Avenue, 15 feet north of 28th Street. Application 6843: Southern California Telephone Co., to place conauit across Boule Avenue, 35 feet south of Fruitland R~. Application 6844: Southern California Telephone Co., to place iron pipe in Holabird Avenue, 27 feet west of Union Pacific RR tracks. Application 6845: Southern California Telephone Co., to place two poles and two anchors in East side of Boyle Avenue, 25 feet south of Fruitland Road. Application 6846: Southern California Telephone Co., to place one anchor in south side of Holabird Ave., ten feet east of Downey Road. Application 6847: Bethlehem Steel Company, to construct cement concrete curb and sidewalk at 3370 E. Slauson Avenue. Application 6848: Buttress & McClellan, to make sewer connection at 3844 Santa Fe Avenue. Application 6849: Pioneer-Flintkote Co., to construct twelve inch water line and 36 inch part circle corrugated iron culve~t in 55th Street, 758 feet East of Alameda Street. It was moved by Peralta, seconded by Scheider, that the applications be granted. Motion carried. Demands on the General Fund, in the sum of $7,544.61, were read.
