MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON, CALIF-
ORNIA, HELD TUESDAY APRIL 16, 1940, AT
THREE O'CLOCK P.M., AT THE CITY HALL OF
THE CITY OF VERNON, 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong, Peralta, Scheider, Levy.
Counci~en absent: Leonis
It was moved by Peralta, seconded by Scheider, that the
reading of the Minutes of the previous meeting be suspended. Mot-
ion carried.
A communication from W. A. Smith, County Supervisor of
the 1st District, regarding construction of Washington Boulevard,
was read.
It was moved by Scheider, seconded by Peralta, that the
communication be filed. Motion carried.
A communication and report by Carl A. Heinze, Consult-
ing Electrical Engineer, regarding franchise report by Southern
California Edison Company, together with a check, was read.
It was moved by Scheider, seconded by Peralta, that the
communication be filed, and check accepted. Motion carried.
A communication from Parkersburg Rig & Reel Company,
regarding re-zoning of property on Washington Boulevard, was ~ead.
It was moved by Scheider, seconded by Peralta, that the
communication be filed, and that the City Clerk notify Parkersburg
Rig & Reel Company that the City Council is now considering the
matter. Motion carried.
A communication from J. R. Molony Co., regarding the in-
suring of team used for street cleaning purposes, was read.
It was moved by Scheider, seconded by Peralta, that the
matter be laid over for the next meeting. Motion carried.
A communication from Modern Pattern Works, requesting a
permit to operate a Brass and Aluminum Foundry on Magnolia Avenue,
near Slauson Avenue, was read.
It was moved by Levy, seconded by Peralta, that the com-
munication be filed, and permit granted. Motion carried.
A communication from Neal Woods, requesting a permit to
dump in old sand pit located at 2900 S. Alameda Street, sand, rock,
concrete, broken asphalt, brick, tile, plaster free from wood,
asbestos and clinkers, was read.

It was moved by Scheider, seconded by Levy that the com-
munication be filed, and permit granted. Motion carried.
A communication from Charles Na11et and Gordon Woods
for a permit to operate restaurant at 211 E. 52nd Street, was read.
It was moved by Scheider, seconded by Peralta, that same
be referred to the Police Department, with the power to act. Mot-
ion carried.
A communication from Chas. E. Zaepfe1 and Julius A~ Mueller,
for a permit to operate a restaurant located at 2900 Santa Fe Ave.,
. was read.
It was moved by Levy, seconded by Scheider, that same be
referred to the Police Department. Motion carried.
A communication from W. Dale Stalder, requesting a permit
to operate a blacksmith and welding business at 5600 Santa Fe Ave.,
was read.
It was moved by Leonis, seconded by Peralta, that the com-
munication be filed, and permit granted. Motion carried.
A communication from Weymouth Service Co., requesting per-
mit to install cigarette vending machine at Glass Containers, Ind.,
3601 Santa Fe Avenue, was read.
It was moved by Scheider, seconded by Levy, that the com-
munication be filed, and permit granted. Motion carried.
A report of American District Telegraph Co., on franchise
Ordinance No. 166, together with a check in the sum of $509.49, was
read.
It was moved by Peralta, seconded by Scheider, that the
report be filed, and check accepted. Motion carried.
A communication from Bohemian Distributing Co., regard-
ing parking conditions at 2254 E. 49th Street, was read.
It was moved by Levy, seconded by Peralta, that" same be
referred to the Police Department. Motion carried.

The Minutes of the Committees on Light Power Water
Purchasing and Building as of April 2, 1940, was'read. ' ,
It was moved by Levy, seconded by Scheider, that same

At this time J. J. Furlong was again elected Ma~or,
and he announced that all Committees and all employees would
remain the same, and would receive the same salaries as!'l,t pres-
ent.
It was moved by Levy, seconded by Scheider, that the
report of the Mayor that all Committees and all employees remain
the same, and would receive the same Salaries as at present, be
approved.- Mot:\.on carried.
At this time ,theCity~:elerk'-reported the. t Councilman
~eonis had had some preliminary negotiations with the Southern
California Gas Company regarding a new franchise, but that no
permanent prog~am had been reached.
It was moved by Scheider, seconded by Peralta that
the report ~f the City Clerk be received, and that Councilman
Leonis be authorized and instructed to continue negotiations with
the Southern California Gas Company until some definite negotia-
tions could be presented to the Council as a whole. Motion carrierl.
The following Applications, all having the approval of
the City Engineer, were read:
Ap~lication 6868: Southern California Gas Co., to re-
locate gas main on west side of Soto Street, appro~imately 722.54'
north of Vernon Avenue.
Application 6869: Southern California Water Co., to re-
pair water main at 2381 E. 27th Street.
Application 6870: Southern California Water Co., to re-
pair water main at 2533 Santa Fe Avenue.
Application 6871: Acme Bre~ing Co., to make sewer con-
nection at 2080 E. 49th Street.
AE~~ication 6872: Coast Packing Co., to make sewer con-
nection at 4301 Downey Road.
AQplication 6873: Baker Oil Tool Co., to construct drive-
way at 5972'S. Boyle Avenue.
Application 6874: Fruehauf Trailer Co., to grade and
oil south side of Fruitland Road west of Boy~e Avenue.
Application 6875: Postal Telegraph Co., to set sidewalk
anchor at 26th and Soto Streets.
Application 6876: Postal Telegraph Co., to place and re-
place anchor at Soto and Fruitland Road.
Application 6877: Postal Telegraph Co., to place one
pole and two anchors on Fruitland Road at alley east of Pacific
Blvd.,
Application 6878: Buttress & McClellan Inc., to con-
struct curb and driveway on north side of 57th Street, approxi-
mately 120' west of Santa Fe Avenue.
Application 6879: Southern California Telephone Co.,
to repair conduit in Santa Fe Avenue, 294' north of Vernon Avenue.

It was moved by Levy, seconded by Peralta that the
applications be filed, and permits granted. Motion carried.
Demands on the General Fund in the sum of $11,961.91,
were read.
It was moved by Levy, seconded by Peralta" that the de-
mands be allowed, and warrants drawn. Motion carried.
It was moved by Scheider, seconded by Peralta, that
the meeting adjourn. Motion carrie
