MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON, HELD
TUESDAY, JUNE 4, 1940, AT THE HOUR OF
THREE O'CLOCK P.M., AT THE CITY HALL#
4305 Santa Fe Avenue, Vernon, California.
The meeting was called to order by the Mayor, J. J.
Furlong.
CoUncilmen present: Furlong, Leonis, Scheider, Peralta,
Levy.
Councilmen absent: None
The minutes of the Council meeting of May 21, 1940, were
read.
It was moved by Leonis, seconded by Peralta, that same
stand approved as read. Motion carried.
An application by Atchison, Topeka and Santa Fe Railway
Co., for a franchise to relocate lead track No. 86 in Bandini Blvd.,
was read.
:t:t was moved by Leonis, seconded by Levy that same be
filed. Motion carried.
ORDINANCE No. 533, an Ordinance of the City of Vernon,
granting a franchise to Atchison, Topeka and Santa Fe Railway Co.,
to relocate lead track No. 86 in Bandini Blvd., was re~d for the
first reading.
It was moved by Leonis, seconded by Levy that Ordinance
No. 533 be passed for the first reading. Motion carried.
A communication from Jay W. Stevens, Chief, Bureau of
Fire Prevention, of National Board of Fire Underwriters, advising
that a course in fire prevention engineering will be offered from
June 10 to 14 at University of Southern California, was read.
It was moved by Leonis, seconded by Levy that same be
referred to the Fire Chief. Motion carried.
A report of F. H. Donnelly, Fire Chief, on application
of Upton S. Allder for a permit to operate a sludge drying plant
on Bickett Street near 56th Street, to which was attached a letter
of Seattle Fire Department and Air Reduction Sales Company, was read.
It was moved by Leonis, seconded by Peralta, that the
report be filed, but the permit denied. Motion carried.
Communications from General Metals Corporation, Balsh-
Ross Tool Company and Pacific Systam Homes, Inc., protesting the
issuance of a permit for a clay grinding business at 5601 S. Boyle
Avenue, were read.

It was moved by Leonis, seconded by Levy, that the com-
munications be filed, together with letters of withdrawal from
Baash-Ross Tool Co., and General Metals Corp. Motion carried.

A communication from General B~'ass Manufacturing Co.,
requesting a permit for the manufacturing of plumbing fixtures at
4250 S. Produce Plaza, was read.
It was moved by Levy, seconded by Leonis, that the com-
munication be filed, and permit granted. Motion carried.
A communication from Evan Carey Guth, Inc., requesting
a permit to manufacture a chocolate flavored beverage, mayonnaise
and other food products at 4464 District Blvd., was read.
It was moved by Leonis, seconded by Scheider, that the
communication be filed, and permit granted. Motion carried.
A communication from Frank B. Gotham, requesting a permit
to operate the old Consolidated dump located at 2900 S. Alameda Street,
was read.
It was moved by Scheider, seconded by Peralta, that same
be referred to the Police Department. Motion carried.
A communication from Garrett Supply Company, requesting
a permit to operate a tool, metal and industrial supply business at
3844 Santa Fe Avenue, was read.
It was moved by Levy, seconded by Peralta, that the com-
munication be filed, and permit granted. Motion carried.
A communication from Brucemore, Inc., requesting a permit
to operate a cosmetic and toilet preparations at 4810 DeKalb Ave.,
was read.
A communication from Rabin Company, requesting a permit
to sell and distribute cosmetics and toilet preparations at 4804 De
Kalb Avenue, was read.
It was moved by Scheider, seconded by Peralta, that the
communication be filed, and permit granted. Motion carried.
A communication from Catherine Norris, 3124 Isabel Dr.,
Los Angeles, to operate a dining car onE. Vernon Avenue, between
Southern California Meat Co., and L. A. Meat Co., was read.
It was moved by Levy, seconded by Peralta, that the
matter be referred to the Police Department. Motion carried.
A communication from Dwight Edwards Coffee Company,
regarding parking conditions at 1912 E. Vernon Avenue, was read.
It was moved by Levy, seconded by Peralta, that the
matter be referred to the Police Department. Motion carried.
Communications from the following firms, requesting per-
mits to haul refuse upon and along the public streets of the City
were read: '
Evan Carey Guth, Inc., 4464 District Bl~d.; Garrett Supply
Co., 3844 Santa Fe Ave; Victor Belting & Rubber Co., 2316 E. 38th St.;
Safeway Stores Inc., Vernon & Al~eda sts.; Kold Kist, Inc., 2410 E.
Vernon Ave; Reed & Alexander, Fruitland and, Hampton Sts. and Rabin
Company, 4804 DeKalb Ave. .,
It was moved by Scheider, seconded by Peralta, that the
communications be filed, and permits g~anted. Motion carried.

A communication from G. A. Bigg, Auditor, requesting the
transfer of $5,000.00 from the Water Fund to the Water Construction
Fund, was read.
It was moved by Levy, seconded by Leonis, that the com-
munication be filed.

Resolution No. 1020, a resolution of the City Council,
authorizing and instructing the City Treasurer to transfer from the
Water Fund to the Water Construction Fund, the sum of $5,000.00, was
read.
It was moved by Levy, seconded by Leonis, that resolution
No. 1020, be adopted. Motion car.ried.
The report of the Police Department was read.
It was moved by Levy, seconded by Leonis, that same be
filed. Motion carried.
A memorandum of Contract between DeSellem and the City,
was read.
It was moved by Leonis, seconded by Peralta, that same
be laid over until the next meeting. Motion carried.
A communication from Swift & Company, for permission to
string banners across Santa Fe Avenue and 37th Street, and on Vernon
between Santa Fe and near the corner of Santa Fe and Vernon, was read.
It was moved by Levy, seconded by Leonis, that the com-
munication be filed, and permit granted. Motion carried.
The Minutes of the Committee of Light, Power, Water,
Building and Purchasing, as of May 21, 1940, were read.
It was moved by Levy, seconded by Scheider that the
Minutes stand approved as read. Motion carried.
The following applications, all having the approval of
the City Engineer, were read:

st.ll gas servIce at 2365 E. 57th Street.
A2plication 6960: American Can Co., to construct side-
walk at 4815 Santa Fe Avenue.
Application 6961: Baker Oil Tool Co., to make sewer
connection at 6000 S. BoWIe Avenue.
Application 6962: Southern California Edison Co., to
install one pole and three anchors in Soto Street, south of Fruit-
land Road.
Application 6963: Southern California Edison Co., to
move pole sixteen feet east of present location on south side of
48th Street, 900 feet east of Alameda Street.
Application 6964: A~e Steel Co., to construct curb,
driveway and downspout through curb at 4903 Pacific Blvd.

Application 6965l Acme Steel Co., to make sewer
connection at 4903 Pacific Blvd.
Application 6966: Couthern California Water Co.,
to repair water main on Malabar Street, 20 feet south of Fruit-
land Road.
Application 6967: Sduthern California Edison Co.,
to remove eleven poles and install one sidewalk anchor on east
side of Santa Fe Avenue, between 26th Street and Pacific Blvd.,
also on north side o.f Fruitland Road between Santa Fe Avenue and
Malabar.
Application 6968: General Petroleum Corp., to con-
struct curb and driveway on north side of E. 37th Street, 1810
feet east of Santa Fe Avenue.
It was moved by Leonis, seconded by Levy, that the
applications be fi+ed, and permits granted. Motion carried.
Demands on the general fund in the sum of $7,2l4.32
were read.
It was moved by Leonis, seconded by Scheider that
the demands be allowed and warrants drawn. Motion carried.
It was moved by Levy, ~econded by Leonis, that the
meeting adjourn. Motion carried.
