19400702 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD TUESDAY, J1JLY 2, 1940, AT THE HOUR OF THREE O'CLOCK P.M., AT THE CITY HALL 4305 SANTA FE AVENUE, VERNON, CALIFORNIA The meeting was called to order by the Mator, J. J. Furlong. Councilmen present: Furlong, Leonis, Peralta, Levy, Scheider. Councilmen absent: None. It was moved by Scheider, seconded by Peralt'a that the . reading of the Minutes of the meeting of June 25th be suspended. Motion carried. A communication from City Clerk of the City of Los Angeles, regarding opening of Washington Boulevard, was read. It was moved by Levy, seconded by Peralta that same be referred to the City Engineer. Motion carried. .l communication from Delbert A. Ressick, Attorney at Law, Huntington Park, regarding the licensing of marble machines within the city was read. It was moved by Leonis, seconded by Levy that the communica- tion be filed and permit denied. Motion carried. A communIcation from Wilco Company, 7016 McKinley Avenue, Los Angeles, inquiring as to the proper location of their plant in the City of Vernon to manufacture Auto PoliSh, Auto Wax, Shoe Polish, Specialty oils, Cleaning Fluid, etc., was read. It was moved by Levy, seconded by Scheider that the clerk be instructed to inform the inquirer that the proper place would be in the refinery district. Motion carried. A communication from Oscar Z. Ross, requesting a permit to manufacture upholstered furnishings and furniture at 2704 Santa Fe Avenue was read. It was moved by Leonis,. seconded by Levy that the communication be referred to the Fire Chief for report. Motion , carried. A communication from Herb. Evans, 1434 E. 68th Street, Long Beach, requesting permit to operate a ,lunch room in rear of Woodward Bennett Company at 3049 E. Vernon Avenue, was rea~. It was moved by Scheider, seconded by Peralta that the communication be referred to the Police Chief. Motion carried. A communication from Lela A . and Charles W. A communication from Bireley's Inc., requesting a permit to operate soft drink vending machine at Sears Roebuck warehouse at 5250 S. Boto Street, was read. A communication from A-l Ice Cream Co._, requesting peddlers license for Levi Washington, was read. It was moved by Scheider, seconded by Peralta that the same be referred to the Chief of Police. Communications from the following firms, requesting permits to haul refuse upon and along the public streets of the City of Vernon were read: Oscar Z. Ross, 2704 Santa Fe Avenue; ,Oxweld Acetylene Co., 2315 E. 52nd Street; Ha11-Scott;Motor Car Co., 2315 E. 52nd St; were read. ' It was moved by Levy, seconded by Peralta that the communications be filed and permits granted. Motion carried. A communication from Mechan1ca~ Foundries Inc., regarding parking conditions at 4545 Pacific Bou1evarg, was read. It was moved by Scheider, seconded by Peralta, that the matter be referred to Police. A communication from Union Oil Co., submitting franchise report on Los Angeles County Ordinance 596 N. S., was read. It was moved by Scheider, seconded by Peralta the same be filed. Motion carried. A communication from the General Petroleum Corp., requesting permission to move steel rest room building to their premises at 2525 E. 37th Street, for storage purposes; was read. It was moved by Scheider, seconded by Peralta that communication be filed and permit granted. . Report of Carl A. Reinze, Consulting Engineer, on operation of electric system, for Southern California Edison Company, for month of April, 1940, was read. . It was moved by Scheider, seconded by Peralta that the report be accepted and filed. A communication from City Engineer recommending the acceptance of traffic signals installed by Newberry Electric Co., in the public 'streets of the City of Vernon, was read, and their demand in the sum of $8,334.00 attached. It was'1D.oved by Levy, seconded by Peral ta that the communication be filed. Recommendation concurred in and the demand be aPPIDved. Motion carried. A communication from Carl AuReinze, Consulting Engineer regarding liability in joint owned poles, was read. It was moved by Leonis, seconded by Levy that the communi- cation be filed and referred to the Vernon Industrial Development Association. 2. 286 A communication from W. N. Johnson, District Manager, regarding accounting procedure in connection with Vernon-Edison Lease agreement, was read. It was moved by Scheider, seconded by Peralta that communication be filed and referred to the City Clerk for his informs tion. . A report from the Police Department was read. It was moved by Scheider, seconded by Levy, that the same be filed. Motion carried. ORDINANCE NO. 533, an Ordinance of the Ci'ty of Vernon to grant 'to the Atchinson Topeka and Santa Fe Railway Company, a corporation, a franchise to relocate, lay down, maintain and operate a lead tract number 85 across Bandlni Boulevard in the City of Vernon, was read for second reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 533 be laid on the table. Motion carried. ORDINANCE NO. 534, and Ordinance of the City of Vernon granting a franchise to the Los Angeles & Salt Lake Railroad Company, a corporation, and its lessee, Union P~cific Railroad 4. ~",-~ -:~--":'f'" ! Comp~ny, a corporation, and its successors and assigns, a franchise to construct, maintain and operate two (2) spur tracks across and upon Boyle Avenue in the City of Vernon, and repealing Ordinance No. 529 and 531, was read for a second reading. It was moved by Peralta" seconded by Levy that Ordinance No. 534 be passed for second reading. ORDINANCE NO. 534, was read for a third and final reading. It was moved by Scheider, seconded by Levy that Ordinance No. 534 be adopted. Motion carried by the following vote: AYES: :NOES: ABSENT: Furlong, Leonis, Scheider, Peralta and Levy. None None It was moved by Scheider, seconded by Peralta that the City Attorney request the Board of Supervisors of Los Angeles County for a permit to use for a public cattle driveway a 40 ft~ strip of land on the southern levy of the Los Angeles River, for a distance approximately 1 00 ft, westerly of Downey Road. Motion carried. A communication from W. J. Jennings, requesting permission to withdraw his bid for Ten (10) City of Vernon Sewer Bonds No.l,was read. It was moved by Scheider, seconded by Peralta that the communication be filed. Councilman Levy introduced Resolution No. 1023 approving the withdrawal of the bid of W. J. Jennings for the purohase of ten (10) City of Vernon No. 1 bonds. Levy moved for its adoption,. seconded by Peralta and motion carried. A communication from Carl A. Heinz, consulting electrical engineer, regarding accounting work done in connection with the Water and Power Department, was read. . It was moved by Scheider, seconded by Peralta that the communication be received and referred to the City Clerk. Motion carried. A communication from Carl A. Heinz, Consulting Electrical Engineer, to get check from the Southern California Edison Co., in the sum of $26,137.19, based upon 2% of gross receipts for balance May 30, 1939, to May 29, 1940, was read.. It was moved by Levy, seconded by Peralta that the commnnication be received and filed. Motion carried. At thi8 time Councilman Leonis reported progress on the matter referred to him in connection with the Los Angeles Bounty Flood Control District, by stating that the progress was slow owing to the fact that at a public meeting wherein the 5. the representatives of the Federal Government, Flood Control District, Union Pacific representative, and the Santa Fe representative, .the agent of the Santa Fe informed the Committee that the Santa Fe could not cooperate on the suggestion made by the City of Vernon's represeIltativ~ for the reason he stated, that the Atchison, Topeka and Santa Fe Railway could not trust the City of Vernon. It was moved by Scheider, seconded by Peralta that the report be filed, and Mr. Leonis be continued to try and work out some agreement with the Flood Control District. . Councilman Peralta introduced Resolution No. 1024, and moved its adoption, seconded by Levy. Motion carried. Demands on the general fund in the sum of $14,668.21 were read. It was moved by Scheider~ secqnded by P~ralta that the demands be allowed, and warrants drawn for same. Motion carried. It was moved by Scheider, meeting adjourn. Motion carried. on 6. 290..
