MINUTES OF A REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF VERNON
HELD TlmSDAY, AUGUST 6, 1940, AT THE HOUR
OF THREE O'CLOCK P.M., AT THE CITY HALL
4308 Santa Fe Avenue, VERNON, CALIFORNIA

The meeting was called to order by the Mayor, J. J.
Councilmen present: Furlong, Leonis, Peralta, Levy,
Scheider.
Counc1lmen absent: None.
It was moved by Levy, seconded by Peralta that the reading
of the Minutes of the meeting of July 16, be suspended. Motion carried.
Unfinished Business
A report from City Attorney regarding fire calls from American
District Telegraph Co. was called for by the City Council. The City
Attorney asked further time to make a report.
It was moved by Leonie, seconded by Peralta that the matter
be laid over for report from the City Attorney. Motion carried.
Report of the Fire Department on request of Swift & Company
to dump Fuller's earth from refinery into dump located at 2900 S.
Alameda Street was read. In said report the Fire Chief recommended
that this permit be denied as it is dangerous to the welfare of the
community to allow same.
It was moved by Scheider, seconded by Peralta that the
communication be filed and the permit be denied. Motion carried.
New Business
A communication from the County of Los Angeles Agricultural
Commissioner regardlng puncture vine control was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed and referred to the Street Superintendent. Motion
carried.
Easement-from Hill,Bros & Co., for industrial water service
at 2034 E. 48th Street was read.
It was moved by Scheider, seconded by Peralta that the
easement be accepted.
A communication from J. R. Hayden, Asst. to President, E. J.
Engle, President, andE. E. McCarty, General Manager, of Atchison &
Topeka & Santa Fe Railway Company, regarding Resolution 1024, was read.
It was moved by Scheider, seconded by Leonis that the communica-
tions from the officers of the Santa Fe Railway Company, Messrs. Hayden,
Engle, McCarty be filed and referred to the CIty Clerk for reply. Motion
carried.
Petit~on submitted by Hercules Foundries Inc., requesting
permit for installation of addition cupola at Boyle.& Slauson Avenue
was read.
It was moved by Levy, seconded by Peralta that the communica-
tion be filed and permit granted. Motion carried.

A communication from General Pe.troleum. Corp.., requesting
permission to change date of payment on Ordinance 532 of 2% from date
of adoption (4-2-40* to October 3lst of each year, to make all franohise
payments at one time.
It was moved by Scheider, seconded by Levy that the communica-
tion be filed and that request be granted and City Clerk notify them
of the same. Motion carried.
Report of Southern California Gas Co., on Los Angeles County
Franchise No. 467 was read.
It was moved by Levy, seconded by Peralta that same be
filed. Motion carried.
Report of Southern California Gas Company on Los Angeles County
Franchise No. 463,eheckirl. the sum of 18st attached, was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed and referred to the FinanoeCommittee. Motion
carried.
A communication from Street Naming Committee of the County
of Los Angeles, regarding the changing of name of Downey Road, and
Jaboneria Avenue to Grande Vista Avenue, and E.. 37th street to 40th
Place, and 38th Street to 41st Street, was read.
It was moved by Peralta, seconded by Scheider that the
communication be filed and referred to the Committee of the Whole.
Motion carried.
A communication from Truck & Tractor Parts Co., requesting
permit to conduct a rent and sell used and re-built tractors and parts
at 2100 E. 25th Street was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed and permit denied. Motion carried.
A communication,from L. Kauffman Co., requesting painting of
curb at 2801 E. Vernon Avenue was read.
It was moved by Leonis, seconded by Levy that communication
be filed and referred to the Police Department. Motion carried.
Reaolutiofl,No. 1025, a Resolution of the City Council of
the City of Vernon, California, ~uthorizing and instructing the City
Treasurer of said City to transfer funds from the General Fund into
the Emergency Fund was read.
It was moved by Scheider, seconded by Peralta that the same
be adopted. Motion carried.
The Minutes of the Committee on Light, Power, Water, Building
and PuEchasing, as of July 16, 1940, were read.
It was moved by Leonis, seconded by Levy that same stand
approved as read. Motion carried.

It was moved by Levy, seconded by Peralta that application be
referred to the Police Department for investigation and report. Motion
carried.
A communication from American Can Company regarding parking
conditions at 4815 Santa Fe Avenue was read.
It was moved by Leonis, seconded by Scheider same be referred
to the Police Department. Motion carried.

Communication from the following firms requesting permits to
haul refuse from their premises upon and along the public streets of the
City of Vernon were read:
Wesco Waterpaints Co., 3263 E. 26th Street; Swift & Co., 2691 E.
Vernon Ave.; Glass Containers Inc., 3601 Santa Fe A venue, were read.
It was moved by Scheider, seconded by Peralta that the
communications be filed and permits granted. Motion earried.
A report of the Vernon Industrial Development Assn., for period
ending June 30, 1940, was read.
It was moved by Levy, seconded by Peralta that same be filed.
Motion carried.
RESOLUTION NO. 1026. A resolution approving the budget require-
ments for the various departments in the City of Vernon for the fiscal
year 1940-41 was read.'
It was moved by Leonis, seconded by Levy that same be adopted.
Motion carried.
A report of the Police Department was read.
It was moved by Scheider, seconded by Leonis that same be filed.
Motion carried. '
ORDINANCE NO. 535: An ordinance fixing the tax rate for the fisca
year 1940-41 was read.
It was moved by Scheider, seconded by Peralta that ordinance
No. 535 be passed for first reading. Motion carried.
Demands on the general fund in the sum of $8,447.27 were read.
It was moved by Scheider, seconded by Peralta that demands be
allowed, and warrants drawn for same. Motion carried.
