I/> AT THE CITY HALL 4305 SANTA FE AVENUE ~ VERNON, CALIFORNIA / 'The meeting was called to order by the Mayor, J. J. FURLONG. Councilmen present: Furlong, Leonis, Peralta, Scheider. Councilmen absent: Levy It was moved by Scheider, seconded by Peralta that the reading of the Minutes of the meeting of August 6th, be suspended. Motion carried. Unfinished Business A communication from Vernon Industrial Development Association, with letter from Guthrie & Darling attached regarding addition and betterments to the Vernon Diesel Plant, was read. It was moved by Leonis, seconded by Peralta that the communication and letter from Guthrie & Darling be filed and referred to the Electrical Engineer for his information and guidance. Motion carried. A communication from Vernon Industrial Development Association with ~tter from Guthrie & Darling attached regarding amendment to Joint Pole Agreement, was read. ~. It was moved by Leonis, sedDnded by Peralta that same be laid on the table. Motion carried. ' A communication from E. E. McCarty, General Manager, and J. H. Hayden, Assistant to the President of the Atchison, Topeka and Santa Fe Railway Co., regarding matters set forth in Resolution No. 1024, was read. It was moved by Scheider, seconded by Peralta that same be referred to City Clerk for reply. Motion carried. New Business A communication from Francis Bates, City Engineer, recommending that sala~ of J. D. Ellis, Draftsman be increased from $175.00 per month to $190.00 per month, and salary of Henry C. Vanden Bossche, Junior Engineer be increased from $5.00 per day to $150.00 per month, both to take e,ffect as of July 1, 1940:, was read. It was moved by Leonis, seconded by Peralta that the communication be filed and the recommendation of the City Engineer concurred ~n, and that the salary of J. D.Ellis, Draftsman, be increased from $175.00 :per month to $190.00 per month, and the salary of Henry C. Vanden Bossche, Junior Engineer, be increased from $5.00 per day to $150.00 per month. Both of said salaries to be effective as of July l, 1940, and continue same until further order of the Board. Motion carried. A communication from County Auditor setting forth various valuations for tax purposes for year 1940-41, was read. It was moved by Scheider, seconded by Peralta that same be Motion carried. filed. 1. 39& A communication from County of Los Angeles Road Depart- ment, setting forth amount of appropriation for aid to cities (Gasoline Tax) for City of Vernon. Total appropriation $10,032.91, was read. It was moved by Scheider, seconded by Peralta that same be referred to the Engineer for checking and recommendation. Motion carried. A communication from Board of Public Works, Los Angeles, reporting that portions of joint sewers in Soto Street, Santa Fe Avenue and Vernon Avenue within city of Vernon are abandoned by City of Los Angeles, was read. It was moved by Soheider, seoonded by Peralta that oommunication be filed and the City aocept that portion of the sewer as the City sewer. Motion carried. A communication from Francis Bates, City Engineer regarding the abandonment or portion of sewer. within City of Vernon by City of Los Angeles. City Engineer recommends that city of Vernon accept abandoned lines, and appropriate $2000.00 for cleaning grease, and dispOSing of same, was read. It wa. moved by Leonis, seconded by Peralta that communica- tion be filed and appropriations be made and the City Engineer instructed to clean said sewer and dispose of the grease and other debris found therein. Motion carried. A oommunication from Francis Bates, City Engineer, submitting easement from Bureau of Power and Light of City of Los Angeles, for storm drain purposes between 26th Street and Los Angeles River, upon payment of $ lO.OO from City of Vernon, was read. Councilman Peralta introduced Resolution No. 1027,A Resolution of the City Council of the City of Vernon, California, Accepting Deed, and moved its adoption, seconded by Councilman Scheider, and unanimously adopted. A communication from Safeway Stores Inc., requesting permit to operate a meat distributing plant at 4510 S. Alameda Street, was re ad. It was moved by Leonis, seconded by Pera~ta that the communication be filed and permit be granted. Motion carried. A communication from Pacific Fabricating Co., for permit to operate a stetl fabricating business at 19l1 E. 5lst Street, was read. It was moved by Leonis, seconded by Peralta that communica- tion be filed and permit be granted. Motion carried. A communication from Pierson Machine Company requesting a permit to operate and manufacture aircraft parts at 2312 E. 38th Street, was read. It was moved byScheilieJ',seconded by Peralta that communica- tion be filed and permit granted. Motion carried. ' A communication from W. H. Auger, 612 E. 52nd Street, Los Angeles, requesting an ice cream vendors license, was read. It was moved by Scheider, seconded by Peralta that the communication be filed and the license granted. Motion carried. 2. 300 Communications from the following firms for permits to haui refuse from their premises upon and a1o~ the public streets of the City of Vernon. Tillotson Clay Products Co., 3363 Fruitland Road, Acme Steel Company, 4903 Pacific Blvd., Rome Company, 2625 Santa Fe Avenue, Sontag Drug Stores, 2707 Fruitland Road, United Transportation Co., et aI, 2750 S. Alameda Street, Pierson Machine Co., 2312 E. 38th Street, was read. It was moved by Peralta, seconded by Sche.ider that the communications be filed and permits granted. Motion carried. A communication from Davey Tree Surgery Co., requesting permit to ppune trees in city parkways and public property that interfere with Edison lines, was read. It was moved by Scheider, seconded by Peralta that communication be filed and permit granted subject to the approval of abutting property owners. A eommunication from Hercules Foundries Inc., expressing appreciation for permit to erect additional cupo~on their property at Boyle and Slauson Avenues, was read. It was moved by Scheider, seconded by Peralta that communication be filed. Motion carried. ORDINANCE NO. 535. An ordinance fixing the tax rate for the fiscal year 1940-4l was read for second reading. It was moved by Scheider,....seconded by Peralta that the ordinance be passed for second reading. Motion carried. ORDINANCE NO. 535.-,jm ordin~nce fixing the tax rate for the fiscal year 1940-41 was read for a third and final reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 535 be adopted. An Ordinance prohibiting loitering around certain classes of property in the City of Vernon, was read for first reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 536 be passed for first reading. Motion earried. It was moved by Scheider, seconded by Peralta that the Mayor appoint a committee to work with the Vernon Industrial Development Association in compiling a suitable brochure of the City of Vernon. Motion carried. The Mayor appointed all the Councilmen, together with the City Engineer. A letter from the Southern California Edison Compamy requesting permission to close the Diesel Power Plant except to persons representing the City of Vernon was read. It was moved by SCheider, seconded by P~ralta that permission be granted the Edison Company in conformity with their request. Motion carried. 3. ~..... E/o Santa Fe Avenue. App~ication 7136: Richfield Oil Co., to construct sidewalk, curb and drIveways at N.E. corner of 53rd & Santa Ave Avenue. AEplication 7l37: Los Angeles Railway Co., to remove 13 poles in E/S Santa Fe Avenue between 25th Street and 38th Street. Al2l2lication 7l38: Acme Brewing Co." to make sewerconneetion at 2080 '.E~49th Street. Application 7l39: Grace C. Nolan to construct driveway and repair ourb and sidewalk at s/s Fruitland Road approx. 130 ft. Elo Malabar Street. APElication 7140: . Kinney Iron Works to construet concrete apron for driveway on NIS 49th Street, 263 ft. wlo Paciric Blvd. It was moved by Scheider, seconded by Peralta that the applications be, f11ed, and permits granted. Motion carried. A report of the Consulting Eleotrical Engineer of the Southern California Edison Company on operation of Electric system for month of June, 1940, was read. It was moved by Scheider, seconded by Peralta that same be filed. Motion carried. Demands on the general fund in the sum of $ll,4l6.l2, were read. It was moved by Scheider, seconded by Peralta that demands be allowed, and warrants drawn for same. Motion carried.
