19401015 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF TEE / CITY COUNCIL OF THE CITY OF VERNON, HELD TUESDAY, OCTOBER 15, 1940, AT THE HOUR OF THREE 0' CLOCK P.M., AT THE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA The meeting was called to order byTe J. Furlong, owing to the absence of the Mayo~, and he, asked that a Mayor be elected pro tem. It was moved by Scheider and seconded by Levy that Councilman Peralta act as Mayor. Councilmen present: Peralta, Scheider, and Levy. Councilmen absent: Leonis and Furlong. The Mayor pro tem then proceeded with the regular business. It was moved by Levy and seconded by Scheider that the reading of the Minutes of the meeting of October 1, 1940, be suspended. Motion carried. New Business A communication fro~Mr. Francis Bates, City Engineer, submitting a check from California Flaxseed Products Company in the sum of $71.00 for 14,000 pounds of trap grease taken from sewers was read. It was moved by Scheider and seconded by Levy that the communication be filed and the cheek accepted. Motion carried. A communication from Mr. J. R.Hayden, Assistant to the President of the Atchison, Topeka & Santa Fe Railway Company regarding Resolution No. 1024 was read. It was moved by Levy and seconded by Peralta that the communication be laid over until the next meeting. Motion carried. A circular letter from Planning Congress of Los AngelesOounty, re- garding meeting to be held at Long Beach Municipal Airport on October 19, 1940 was read. It was moved by Levy and seconded by Scheider that the communication be filed. Motion ca~ried. A communication from Mrs. Caroline Valles, 1962 East 42nd Street, re- garding school children crossing Alameda S~reet at Vernon Avenue was read. It was moved by Levy and seconded by Scheider that the communication be filed and that Mrs. Valles be referred to the Los'Angeles Board of Education. Motion carried. A communication f~om Mr. E. G. Melchert, 7524 South Main Street, re- questing a permit to conduct a "Cut Down Wheel Service" at 2120 East 37th Streett was read. It was moved by Scheider and seconded by Peralta that the communica- tion be filed and a permit granted. Motion carried. A communication from Mr. Paul F. Hill requesting a permit to bang a banner across Downey Road to advertise Great Western Rodeo to be held October 26th and 27th, 1940, was read. , It was moved by Scheider and seconded by Peralta that the communica~ tion be filed and a permit granted. Motion carried. A communication from Hi-Grade Foods, Inc., requesting that the box lunch license of Mr. E. H. Short be transferred to the Hi-Grade Foods Inc., due to Mr. Short being called in Naval Reserve, was read. It was moved by Levy and seconded by Peralta that the transfer be ap- proved and referred to the City Clerk for action. Motion carried. 'A communication from the Central Box Lunch & Catering Company, 7327 Central Avenue, requesting a box lunch permit was read. . It was moved by Scheider and seconded by Peralta that the communica- tion be filed and the permit granted. Motion carried. A communication from Mr. David Hutchinson, 2925 West Avenue 36, Los Angeles, requesting a permit to sell ice cream and soda-pop was read. , It was moved by ,Scheider and seconded by Peralta that the communica- tion be filed and a permit granted. Motion carried. A communlcationfrom Messrs. W. T. Bonneau and ~rank J. Hill, 1654 Shatt~ Street, Los Angeles, requesting a box lunch permit was read. It was moved by Levy and seconded by Peralta that the communication be filed and a permit granted. Motion carried. . A communication from Mr. Manuel Vasquez, requesting a permit to operate an auto parking lot at 2021 East 38th Street, was read. It was moved by Levy and seconded by Peralta that the communication be filed and a permdt granted. Motion carried. A communication from the Western Machinery Company, regarding park- ing conditions at 3649 Santa Fe Avenue was read. , It was moved by Scheider and seconded by Peralta that the communica- tion be referred to the Police Department. Motion carried. Communications from the following firms were read in which they re- quested permission to haul refuse from the following named addresses upon and along the public streets of Vernon: Western Gasket & Packing Company, 2331 East 27th Street; Skilsaw Inc., 2645 Santa Fe Avenue; Mechanical Foundries Inc., 4545 Pacific Boulevard; Baash Ross Tool Company, 5512 South Boyle Avenue. It was moved by Scheider and seconded by Peralta that the communica- tions be filed and the permits granted. Motion carried. The Minutes of the meeting of the Committee on Light, Power, Water, Building, and Purchasing, as of October 1, 1940, were read. It was moved by Levy and seconded by Scheider that the same stand approved as read. Motion carried. A report of Mr. C. A. Heinze, Consulting Engineer on operations of electric system by Southern California Edison Company was read. It was moved by Scheider and seconded by Peralta that the report be filed. Motion carried. The following applications, all having the approval of the City Engineer, were read. Application 7230: Southern California Water Company, to repair water main on 55th Street, 375 feet Elo Alameda Street. Application 7231: Southern California Water Company, to repair water main at 1821 East 25tti Street. Application 7232: Southern California Water Company, to repair water main in East 46th Street, 15 feet wlo St. Charles Street. Application 7233: Southen California Gas Company, to install gas service at b~~b ~outh Boyle Avenue. Application 7234: Southern California Gas CompanYI to install gas service a~ 5151 Magno~ia Avenue. Ap~lication 7235: Southern California Water CompanYI to repair water main a~ 2146 East 25th Street.
