19401106 Regular City Council Meeting - Minutes -_..'''''''''i-~ MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD WEDNESDAY, NOVEMBER 6, 1940,AT THE HOUR OF THREE O'CLOCK P. M., AT THE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Peralta, Levy, and Scheider. Councilmen absent: Leonis. It was moved by Peralta and seconded by Levy that the reading of the Minutes of the meeting of October 15th, 1940, be suspended. Motion carried. A communication from Carl A. Heinze, Consulting Engineer, regarding a request, of American District Telegraph Company to attach lines on a con- tract rental basis to City of Vernon poles was read. It was moved by Levy and seconded by Peralta that the communication be filed and recommendation approved. Motion carried. A communication from Salter Meat Packing Company requesting a permit to conduct a wholesale meat business at Woodward Bennett plant was read. It was moved by Scheider and seconded by Peralta that the communica- tion be filed and a permit granted. Motion carried. A communication from DeLuxe Box Lunch & Catering Company requesting an additional box lunch license to conduct a canteen at the Luer Packing Company, 3026 East Vernon Avenue was read. It was moved by Levy and seconded by Peralta that the communication be referred to the City Clerk for action. Motion carried. A communication from DeLuxe Brands Co. requesting a permit to operate a concentrated food products business at 2920 Santa Fe Avenue was read. It was moved by Peralta and seconded by Levy that the communication be filed and a permit granted. Motion carried. A communication from H. R. Murray requesting a permit to oonduct the business of automobile repairing, sale of gasoline and oil, at 5501 South Boyle Avenue was read. It was moved by Levy and seconded by Peralta that the communication be referred to the Fire Chief for a report. Motion carried. A communication from J. R. Hayden, Assistant to the President of The Atchison, Topeka & Santa Fe Railway Company in regard to the remarks made by their Engineer, Mr. Varnu, was read. It was moved by Scheider and seconded by Peralta that the communica- tion be laid over until the next meeting. Motion carried. A bill from Los .Angeles Department of Charities (County) in regard to psychopathic ward charges of Francisco Lopez in the sum of,$79.82 was read. It was moved by Scheider and seconded by Peralta that the bill be filed. Motion carried. A communication from Swift & Company requesting a permit to dump Fuller's earth from their Vernon plant into the Metro Dump located at 2900 Alameda street was read. It was moved by Scheider and seconded by Peralta that the communi- cation De referred to the City Clerk for reply. Motion carried. 318 A communication from Merchants Packing Company regarding parking con- ditions at 3029 East Vernon Avenue was read. It was moved by Scheider and seconded by Peralta that the communica- tion be referred to the Chief of Police for action. Motion carried. A communication from John M. Slocum, Chief Engineer of the Huntington Park Fire Department, expressing appreciation for services rendered at a fire on October 12, 1940, at Slauson.A.venue and Regent Street, was read. It was moved by Peralta and seconded by Levy that the communication be referred to the Police and Fire Departments. Motion carried. ORDINANCE NO. 53?, an ordinance of the City of Vernon changing the name of Magnolia Avenue to Alcoa Avenue was read for the first reading. It was moved by Scheider and seconded by Peralta that Ordinance No. 53? be passed for the first reading. Motion carried. A communication from Star House Movers, Inc. for permission to move a tank 108 feet long, between eight o'clock A. M. and eleven o'clock A. M. was read. It was moved by Levy and seconded by Scheider that the communication be filed and permit denied. Motion carried. A communication from the Vernon Kilns commending the patrol work of the Police Department was read. It was moved by Scheider and seconded by Peralta that the communica- tion be referred to the Police Commission. Motion carried. Communications from the following firms were read in which they re- quested permission to haul refuse from the following named addresses upon and along the public streets of Vernon: Norris Stamping & Manufacturing Company, 5215 Boyle Avenue; Wagner-Morehouse Inc., 2371 East 51st Street; C. M. D. Super Service Station, 4565 Produce Plaza; Swift & Company, 2691 East Vernon Avenue, 3750 Jewel Avenue; Los Angeles Pacific Macaroni Company, 4722 Everett Avenue. It was moved by Scheider and seconded by Levy that the communications be filed and the permits granted. Motion carried. A report of the Police Department was read. It was moved by Levy and seconded by Peralta that the report be filed. Motion carried. The Minutes of the meeting of the Committee on Light, Power, Water, BUilding, and Purchasing as of October 15, 1940, were read. It was moved by Levy and seconded by Peralta that the same stand ap- proved as read. Motion carried. The following applications, all having the approval of the City Engineer, were read: Application 7258: Southern California Water Company, to repair water main at 51st and Alameda Streets. Application 7259: Southern California Water Company, to repair water main in 25th Street, 31 feet W/O Santa Fe Avenue. Application 7260: Atchison & Topeka & Santa Fe Railway Company, to replace raIls across Vernon Avenue, 670 Feet E/O Boyle Avenue. Application 7261: M. Vasquez to construct depressed curb and apron for driveway at 2022 East 38th Street. Application 7262: J. B. Leonis Inc. to construct cattle underpass in Boyle Avenue, 282 feet S/O Vernon Avenue. 319 Application 7263: Menadri Metals Co., to make sewer connection at 2312 East 52nd Street. Application 7264: Southern California Gas Company to relocate gas pipe at 3601 Santa Fe Avenue. Application 7265: Los Angeles Meat & Liquor Company,to construct 18 inch storm drain connection at 3315 East Vernon Avenue. ~licatlon 7266: Quality Foundry Company,to make sewer connection at 7 ~ast ~6th Street. Ab~lication 7267: Southern California Gas Company,to install gas service a 2669 East 26th Street. Application 7268: Southern California Water Company,to repair water main in East 52nd Street, 355 feet E/O Alameda Street. Application 7269: Aluminum Company,to make sewer connection at 5151 Magnolia Avenue. Application 7270: Car~ Service Station,to make sewer connection at 2328 East Vernon Avenue. Application 7271: Los AngeleslVIeat & Liquor Company,to pave Nls Vernon Avenue with three inch A. C. pavement at 3315 East Vernon Avenue. It was moved by Scheider and seconded by Peralta that the appli- cations be filed and permits granted. Motion carried. Demands on the general fund in the sum of $8,320.96 were read. It was moved by Levy and seconded by Peralta that the demands be allowed and warrants drawn tor the same. Motion carried. It was moved by Scheider and seconded by Peralta that the meet- ing adjourn.
