M., AT THE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA The meet~ng was called to order by the Mayor, J. J. Furlong. - - Councilmen present: Leonie, Furlong, Peralta, Scheider, and Levy. Councilmen absentt None. It was moved by Levy and seconded by Peralta that the reading of t he Minutes of the meeting of April 15, 1941, be suspended. Motion carried. A communication was read from the Kinney Iron Works requesting a per- mit to conduct an aluminum casting business on a portion of the Genera~ Petroleum property on the south side of 37th Street. It was moved by Scheider and seconded by Levy that the communication be laid over until the next meeting. Motion carried. . Communications were read from the Kinney Iron Works regarding build- ing permit pending approval on Hampton Street; and from Francis Bates, City Engineer, regarding building applications filed by the Kinney Iron Works, recommending that the office building on 49th Street be.approved and the second forty-foot extension on Hampton Street be denied. It was moved by Scheider and seconded by Peralta that the communica- tions be filed and that the recommendation of Francis Bates, City Engineer, be ooncurred in. Motion carried. A communication was read from G. A. Bigg, Auditor, requesting a trans- ferof $5,000.00 from the Water Fund to the Water Construction Fund. It was moved by Scheider and seconded by Peralta that the communica- tion be filed and permission granted. Motion carried. A report was read from the American District Telegraph Company on Franchise Ordinance No. 166 ending February 28, 1941, and to which Report a check was attached in the sum of $699.06. It was moved by Scheider and seconded by Peralta that the report be referred to City Attorney and tp the Auditor. Motion carried. A communication was read from Francis Bates, City Engineer, submitting descriptions and maps of proposed zon~ng. It was moved by Scheider and seconded by Peralta that the communica- tions and maps be approved and filed. Motion carried. A cammunication was read from the Vernon Industrial Development Asso- ciation submitting an opinion f~om Guthrie and Darling on the validity of a contemplated sale of oertain transformers used by the Studebaker Pacific. Company. It was moved by Leonis and seconded by Levy that the communication be referred to the City Attorney. Motion carried. A communication was read from the Vernon Industrial Development Asso- ciation, submitting a copy of form of Partial Release prepared by Guthrie and Darling on additions and betterments to the electric system under lease agreement to the Southern California Edison Company. tt was moved by Scheider and seconded by Peralta that the same be re- ferredto the City Engineer. Motion carried. 362 A circular letter was read from the League for L08al Liquor Oontrol. It was moved by Scheider and seconded by Peralta that the letter be filed. Motion carried. A communication was read from the Vernon Post No. 338 of the American Legion, requesting permission to sell poppies on May 23rd and 24th. It was moved by Scheider and seconded by Peralta th~t the communication be filed and permission granted. Motion carried. A communication was read from Byron Jackson Oo.mpany~ requesting certain information regarding persons adjoinhg the.premises at 2301 East Vernon Avenue It was moved by Scheider and seconded by Peralta that the communication be filed. Motion carried. A communication was read from the Underwriters Salvage Company of New York requesting a permit to store baled cotton at 2030 Bast 52nd Street. It was moved by Levy and seconded by Scheider that the cammunieation be , referred to the City Clerk. Motion carried. A communication was read fram Mr. L. W. Lefort requesting a permit to oonduct a welding and fabricating of small tanks business at 2335 East 52nd Street. It was moved by Leonis and seconded by Levy that the communication be fil~d and the permit granted. Motion carried. A communication was read from the Building Managements and Real Estate regarding property located at the southeast corne~ of 26th and Santa Fe Avenue It was moved by Sch&ider and seconded by Lvey that the communication be referred to the City Clerk. Motion carried. . A letter was read from the General Carbon Company regarding the loca- tion of their business on East 37th Street. It was mwed by Scheider and seconded by.Feraltathat the communication be filed. Motion carried. A communication was read from the Stuart Oxygen Company requesting per- mission to manufacture acetylene gas on their property located at 5700 South Alameda Street. be It was moved by Levy and seconded by Scheider that the permit/granted and the communication filed. Motion carried. A communication was read from the Bohemian Distributing Oompany request- ing that sidewalks at all entrances be painted. It was moved by Leonis and seconded by Levy that the communication be referred to the Police.. Department with power to act. Motion carried. Communications were read from the following firms: MellO. A tentative report was read on zones to be created within the city. It was moved by Leonis and seconded by Levy that the report be filed motion carried. RESOLUTION NO. 1041, a Resolution of the City Council of the City of Vernon, adopting tentative report of the City Council upon plan to create districts or zones within the city of Vernon and to lb11t and regulate the use of property and the conduct of certain trades or callings therein,. and to prescribe rules and regulations prohibiting the carrying on of industries, businesses or occupations in other portions of said city not to be zoned,and fixing the time and place for holding public hearings thereon and approving maps of zones or districts to be used in connection with said tentative re- port. City Attorney make a report upon the approximate cost of the improve- ment of Alameda Street and t he lowering of railroad tracks. Motion 0 arried. The Minutes of the meeting of the Committee on Light, Power, Water, Building, and Purchasing of April 15, 1941, were read.
