19410520 Regular City Council Meeting - Minutes MINUTES OF .A. REGULAR :MEETING OF THE CITY, COUNCIL OF THE CITY. OF VERNON, HELD TUESPAY, MAY 20, 1941, A T THE HOUR OF THREE O'CLOCK P. M., AT TEE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORBIA The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Leonis, Furlong, Peralta, and Levy. Councilmen absent: Scheider. It was moved by Peralta and seconded by Levy that the reading of.the Minutes ,sf tae meeting of May 6th, 1941, be suspended. Motioncarried. A communication was read from the Board of Supervisors regarding the County Road. Budget based upon employables on relief. It was moved by Leonis and seconded by Levy that the communication be laid over until the next meeting. Motion carried. A communication was read from the Board of Supervisors authorizing an appropriation of $IO,032.9lfor improvement of Vernon Avenue, and Downey Road.. It was moved by Peralta and seconded by Levy that the communication be referred to the City Engineer. Motion carried. A communication was read from the Board of Supervisors regarding a proposed Harbor-Valley Freeway along the Los Angeles River. It was moved by Levy and seconded by Peralta that the communication be filed. Motion carried. A communication was read from Francis Bates, City Engineer, advising ot the emplo-yment of Mr. J. Leggett as sewer engineer at a salary of $200.00 . per month beginning on May 19, 1941. It was moved by Leonis and seconded by Levy that the communication be filed and the emplo-yment of Mr. Leggett be approved. Motion carried. An Order was read from the Railroad Commission, reopening for ~rther hearing and Order to Show Cause regarding protection at certain grade c~oss- .ings of Alameda Street, et cetera. It was moved by Peralta and seconded by Levy that the Orders be re- ferred to the City Attorney and the City Engineer. Motion carried. A communication was read from the Los Angeles Police Department re- garding the parking along Alameda Street. It was moved by Peralta, seconded by Leonis that the communication be filed and the present ordinance be amended to conform with Los Angeles Police Department. Motion carried. A communication was read from~€l P*cific System Homes, Inc., request- ing permission to set up a temporary ~01::tsEt on the premises of 5800 South Boyle Avenue for inspection by Government ehg~neer in connection with houses fo!' defense housing to be erected in Vallejo,'Gtij.lifornia. It was moved by Levy and seconded by Peralta that the communication be filed, and the permit granted, subject to the approvalo'i:the Fire and Police Chiefs. Motion carried. . A communication was read from the law office of Edwin C.Boehler re- garding the excavation for a tunnel under Pacific Electric tracks'~ R:ndolp~ Street near Bissell Street in Huntington Park for the drainage of property north Qf Randolph Street .\. " It was moved by Leonis and seconded by Peralta that the communication be referred to the Consulting Electrical Engineer and Police Chief.' Motion carried.. 'A communication was read from Mr. W. A. Galloway, 2700 Fruitland Road, regarding an application for a restaurant license. It was moved by Leonis and seconded by Peralta that the oommunication be referred to the Police Department. Motion carried. A communication was read from the Good Humor Ice Cream Company, r$-' questing a permit and license to sell ice cream at Axelson Manufaoturing Company, on Randolph and state Streets. It was moved by Leonis and seconded by Peralta that the communication be referred to the Police Department. Motion carried. A communication was read from the DeLuxe Box Lunch C.ompany requesting two additional licenses to serve industries working at night. It was moved by Leonis and seconded by Peralta that the communication be filed. Motion carried. A communication was read from, the Hevner Serum Company, requesting a permit and license to sell Hog Cholera Serums and Vaccines at 4334 Magnolia Avenue. It was moved by Peralta and seconded by Levy that the communication be filed and a permit granted. Motion carried. A communioation was read from the Bethlehem Steel Company regarding the establishment of a pedestrian crossing on Slauson Avenue. . It was moved by Levy and seconded by Peralta that the communication be referred to the Police Department. Motion carried. A repCll"t was read fr.om the Police Department. It was moved by Levy and seconded by Peralta that the report be filed. Motion carried. A report was read from the Police Department on a communication from the United States Spring and Bumper Company, requesting a stop sign at 50th Street and Alcoa Avenue. The. Police Department reports that the Ordinance does not cover boulevard stops for Alcoa Avenue and 50th Street. It was moved by Levy and seconded by Peralta that the report be filed. Motion carried. At this time, the City Clerk called the attention of the City Council to the fact that this was the time and place to hear any objectionstha t might be advanced in opposition to the establishment of- certain zones, as set forth in Resolution No. 1041. The Mayor then re- quested anyone who had any objection to come forward and make t he same; . and after hearing f'rom the City Attorney and the City Engineer CouncUman Levy introduced Resolution No. 1042, a Resolution of the City l:ouneil of the City of vernon, adopting a Final Report of the City Council upon plana to create districts or zones within the City of Vernon, and moved ita adop- tion, seconded by Councilman Peralta. Motion~carried. A request was read from the Southern California Edison Company for the approval of an installation of 15,060 kva synchronous condenser in the Vernon Diesel Plant, together with auxiliary equipment. It was moved by Leonis and ,seconded by Levy that the requested be referred to the Vernon' Industrial Development Association. Motion carried. . It was moved by Levy and seconded by Peralta that the City Engineer be authorized to have a search made of the title to the property now used by thepailroad on Alameda Street. Motion carried. \. RESOLUTION NO. 1043, a Resolution of the City Council of the City of Vernon, authorizing The Citizens National Trust and Savings Bank to accept the signature of G. A. Anderson, Deputy City Clerk, until further notice, in lieu of the signature of T. J. Furlong on the City of Vernon cheeks. . It was moved by Levy and seconded by Peralta that the Resolution numbered 1043 be adopted. Motion carried. RESOLUTION NO. 1044, a Resolution of the 'City Council of the City of Vernon, suthorizing The First National Bank of Vernon to accept the signature of G. A. Anderson/-:, Deputy City Clerk" until. further notice in lieu of the signature of T. J. ~urlong on the City of Vernon checks. ' It was moved by Levy and seconded by Peralta that the Resolution numbered 1044 be adopted. Motion carried. ORDINANCE NO. 539" An Ordinance of the Oi ty of Vernon, regulating excavations in public streets and public places in the City of Vernon; and providing for the granting of permits for the excavation .con- struction, operation and maintenance of tunnels and other structures~in or under the surface of public streets and public places and providing pen- alties for the violation of this ordinance, was read for the firSt reading.
