MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY, JUNE 3rd, 1941,AT THE
HOUR OF THREE O'CLOCK P. M., AT
THE CITY HALL, 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA,
The meeting was called to order by the City Clerk in the absence of
Mayor, J. J. Furlong.
The City Clerk then called for nominations for Mayor Pro Tem, and
J. B. Leonis was unanimously elected Mayor Pro Tem.
Councilmen present: Leonis, Scheider, Peralta, and Levy.
Councilmen absent: -;r..:.1. Furlong.
The Mayor Pro Tem then proceeded with the regular business.
It was moved by Peralta and seconded by Levy that the reading of the
Minutes of the meeting of May 20th, 1941, be suspended. Motion carried.
The Final Report on the zon~ng subject was read.
RESOLUTION NO. 1045 was then read; a Resolution of the City Council of
the City of Vernon, California, amending sections 4 and 5 of Resolution No.
1042, entitled "A Resolution of the City Council of the City of Vernon,
California, adopting Final Report of the City Council upon plan to create
districts or zones within the City of Vernon and to limit and regulate the
Use of property and the conduct of certain trades or callings therein, and
to prescribe rules and regulations prohibiting the carrying on of indus~
tries, businesses or occupations in other portions of said city not to be
zoned, and fixing the time and place for holding public hearings thereon
and approving maps of zones or districts to be used in connection with said
final report."
It was moved by Levy and seconded by Scheider that Resolution No.
1045 be adopted. Motion carried.

t regarding an agreement for assessing and collecting taxes.
It was moved by Levy and seconded by Peralta that the communication be
approved and filed. Motion carried.
A communication was read from the Board of Supervisors regarding the
County Road Budget based on employables on relief.

It was moved by Levy and seconded by Scheider that the communication be
laid over. Motion carried.
A communication was read from Francis Bates, City Engineer, requesting
authority to sign customer's sworn statement with reference to inventory
control. General Metals Order No.1 and O.P.M.
It waS moved by Scheider and seconded by Peralta that the communication
be filed and permission granted. Motion carried.
A communication was read from F. H. Donnelly, Fire Chief, regarding a
request of the Atchison, Topeka, & Santa Fe Railway Company regarding the
burning of twenty car bodies at Hobart. The recommendation is that the ap-
plication be denied as the request is in violation of Ordinance No. 314.
It was moved by Scheider and seconded by Peralta that the request be
denied. Motion carried.
A~Report of the Federal Power Commission on Calif~nia electric bills

was submitted by Charles Kramer, a member or Congress.
It was moved by Peralta and seconded by Levy that the report be filed.
Motion carried.
A Report was read from the ~outhern California Telephone Company on
Franchise Ordinance No. 108 for" the year ending April 22, 1941, to .which was
attached a check in the sum of $10,445.32.
It was moved by Scheider and seconded by Peralta that the communication
be filed and the ch~ck accepted. Motion carried.
A communication was read from the Auto Club of Southern California re-
garding the installation of signs at the southeast and northeast corner of
Pacific Boulevard and Leonis Boulevard, indicating direction to the Los
Angeles Stock Yards.
It was moved by Levy and seconded by Peralta that the communication be
filed. Motion carried.
A communication was read from the Plannin.gCongress of Los Angeles County
regarding the changing of the name of Downey Road and Jaboneria Road to Grande
Vista Avenue.
It was moved by Scheider and seconded by Peralta that the communication be
filed. Motion carried.
A report was read from C. A. Heinze, Coneulting $ngineer, on the operation
of the electric system by Southern California Edison Company for the month of
March, 1941. .
It was moved by Scheider and seconded by Peralta that the report be filed.
Motion carried.
A communication was read from C. O. Sparks and Mundo Engineering Company
requesting a permit to excavate in certain property belonging to the Huntington
Land & ImProvement Company, lying south of Los Angeles City Incinerator and in
a portion of Chipley and Baker Tract.
It was moved by Scheider and seconded by Peralta that the communication be
referred to the City Engineer. Motion carried. .
A communication was read from Charles Goldberg requesting a permit to con-
duct a pickled meat and delicatessen business at 3049 East Vernon Avenue.
It was moved by Levy and seconded by Peralta that the communication be
filed and the permit granted. Motion carried.
A communication was read from the Klass "An Ice Cream Company requesting
a permit to sell ice cream within the city.
It was moved by Levy and seconded by Scheider that the communication be
filed and a permit granted. Motion carried.
A communication was read from Mr. W. A. Leuty, 2828 South Earl Street,
Southgate, California, requesting a permit to sell soft drinks, lunches, and
cigarettes within the city.
It was moved by Levy and seconded by Scheider that the communication be
filed. Motion carried.
A communication was read from A. M. Castle Company, requesting a custo-
mer's parking zone at 2200 East 55th Street.
It was moved by Scheider and seconded by Peralta that the communication
be filed and the request granted. Motion carried.
A communication was read from the Bohemian Distributing Company request-
ing a ~ellow loading zone at 2080 and 2254 East 49th Street.

It was moved by Scheider and seconded by Peralta that the communica-
tion be filed and the requested granted. Motion carried.
A communication was read from Francis Bates, City Engineer recom-
mending, the approval of the application by Acme Brewing Companl (No.7638)
for the construction of a cement concrete curb, sidewalk and 8 A. C. pave-
ment between existing pavement and the curb at 2254 East 49th Street,which
was laid over on April 15, 1941.
It was moved by Levy and seconded by Peralta that the communication
be filed and the permit granted. Motion carried.
Aconmunication was read from Mr. R. E. Drammon and Mr. Frank J. Hoyd
in reference to a metallurgical establishment in the City of Vernon.
It was moved by Scheider and seconded by Levy that the communication
be filed and the permit granted. Motion carried.
A communication was read from Los Angeles By-Products in reference to
a dump on Alameda Street.
It was moved by Scheider and seconded by Levy that the ma tter be I' e-
ferred to the Police Department. Motion carried.
Communications were read from the following firms in which they have
requested permission to haul refuse from the following described premises:

It was moved by Scheider and seconded by Peralta that the communications

It was moved by Scheider and seconded by Peralta that the

ORDINANCE NO. 539, an Ordinance of the City of Vernon,
regulating excavations in public streets and public places in the City of
Vernon; and providing for the granting of permits for the excavation~ con-
struction, operation, and maintenance of tunnels and other structures in
or under t he surface of public streets and public places, and providing
penalties for the violation of this Ordinance was read for the second read-
'ing.
It was moved by Scheider and seconded by Peralta that
Ordinance No. 539 be passed for a second reading. Motion carried.
ORDINANCE NO. 539, an Ordinance of the City of Vernon.
regulating excavations in public streets and public places in the City of
Vernon and providing for the granting of permits~r the excavations, con-
struction, operation, and maintenance of tunnels and other structures in
or under the surface of public streets and public places, and providing
penalties for the violation of this ordinance, was read for a third and
final reading.
It was moved by Scheider and seconded by Peralta that
Ordinance No. 539 be adopted. Motion carried by the following vote:

ORDINANCE NO. 540, an Ordinance of the City of Vernon
amending sections 13 and 16 of Ordinance No. 431 of the City of Vernon
and repealing Ordinance No. 482 was read for a first reading.
It was moved by Levy and seconded by Peralta that Ordin-
ance No. 540 be passed for the first reading. Motion carried.
RESOLUTION NO. 1046, a Resolution of the City Council of
the City of Vernon, California, authorizing the First National Bank of Vernon
to accept the signature of J. B. Leonis as Mayor Pro Tam until further notice
in lieu of the signature of J.J .to Furlong on City of Vernon checks was read.
It was moved by Levy and seconded by Scheider that Reso-
lution NOe 1046 be adopted. Motion carried.

RESOLUTION NO. 1047, a Resolution of the City Council of the City
of Vernon, California, authorizing the Citizens National Trust And Sav-
ings Bank to accept the signature of J. B. Leonis as Mayor Pro Tem until
further notice in lieu of the signature of J. J. Furlong on City of
Vernon checks was read.
It was moved by Levy and seconded by Scheider that Resolution No.
1047 be adopted. Motion carried.
Demands on the General Fund in the sum of $7,760.75 were read.
It was moved by Levy and seconded by Scheider that the demands be
allowed and the warrants drawn. Motion carried.
It was moved py Peralta and seconded by Levy that the meeting
adjourn. Motion carried.
