MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD TUESDAY, JUNE 17, 1941, AT .THE
HOUR OF THREE O'CLOCK P.M. AT THE
CITY HALL, 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA
The Meeting was called to order by T.J. Furlong, City
Clerk of the City of Vernon in the absence of Mayor J. J. Furlong.
The City Clerk then called for nominations for Mayor,
Pro Tem, and J. B. Leonis, the only nominee was unanimously elected
Mayor, Pro Tem.
Councilmen Present:
Messrs, Leonis, Scheider, Peralta,
and Levy.
Councilmen Absent:
J. J. Furlong.
The Mayor, Pro Tem then called the meeting to order and pro-
ceeded with the regular order of business.
It was moved by Peralta and seconded by Levy that the read-
ing of the Minutes of the Meeting of June third, 1941 be suspended.
Motion carried.
The City Clerk at this time announced that this was the
time and place for public hearing in connection with the proposed
zoning of a portion of the City ~f Vernon,and the Mayor, Pro Tem
asked if there was anyone present who had any objection or other
remarks to be made at this time, and, after general discussion
Councilman Levy introduced Resolution No. 1048, a resolution of
the City Council of the City of Vernon, California upon plans to
create districts or zones within the City of Vernon, and moved
its adoption; seconded by Councilman Per~lta and carried.
Ordinance No. 541, an ordinance establishing certain
business zones within the City of Vernon was read.
It was moved by Levy and seconded by Peralta that Ordinance
No. 451 be passed for first reading. Motion carried.
Communication with Resolution attached from the Board of
Supervisors of the County of Los Angeles, state of California
expressing sorrow at the passing of J. J. Furlong, Mayor.
It was moved by Peralta seconded by Scheider that the
communication be filed and the resolution be spread upon the
Minutes of this meeting. Motion carried.

J.J. FURLONG: RESOLUTION) On motion of Supervisor Smith,
OF SYMPATHY. ) unanimously carried, it is ordered that
the following resolution be, and the same is hereby adopted, to wit:
WHEREAS, the members of this Board learn with sorrow, of the
eath of their friend and neighbor, J. J. Furlong; and,
WHEREAS, the City of Vernon has suffered an irreparable loss in
the passing of Mr. Furlong, who has served said City as Mayor since

its incorporation in 1905;
NOW, TEEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS
OF THE COUNTY OF LOS ANGEm S, tha t the sincere s-ympathy of said
Board be, and it is hereby extended to the widow of said J. J.
Furlong in her bereavement; and to the pepple of the City of
Vernon in their loss of a faithful public servant; and,
BE IT FURTEER RESOLVED that this resolution be spread upon
the Minutes of said Board; and that engrossed coppies thereof be
transmitted to Mrs. Georgia Furlong and to the City Council of the
City of Vernon.

Communication from C.A. Heinze, Consulting Electrical
Engineer and T.V. Cassidy, City Attorney, together with the
opinion of Guthrie and Darling in connection with Edison Securities
Corp.~ and Studebaker Pacific Corp., matter.

It was moved by Levy and seconded by Scheider that all
communications in reference to the Edison Securities Corp., and
Studebaker Corp., matter be filed. Motion carried.
Communication from City Engineer requesting, 8.uthority,to
employ Mr. John F. Siemers as Assistant Engineer at a salary of
$225.00 per month was read.
It was moved by Levy seconded by Scheider that Mr. John
F. Siemers be appointed Assistant Engineer at a salary of $225.00
per month and that he is to hold said position at the pleasure of
the board. Motion carried.
Report of the City Engineer on the application of C. O.
Sparks and Mundo Engineering Company for permit to excavate certain
property within the City.
It was moved by Scheider seconded by Peralta that the report
be filed and referred to the City Attorney. Motion carried.
Connnunica tion from Raymond V. Darby, Mayor of the City 0 f
Inglewood regarding a dinner on behalf of California Cities to be
held on June 19, 1941.
Moved by Scheider and seconded by Peralta that the
communication be filed and Councilmen make note thereof. Motion carried.

Communication from Metro Dumps with reference to application
of Los Angeles By-Products Company to use property at 2900 Alameda
Street for dumping purposes was read.
It was moved by Levy seconded by Scheider that the communication
be filed and notice be given to Los Angeles By-Products. Motion
carried.
Uommunication from Mrs. Helen Leni, 1419 W. 94th Street re-
'questing a permit to sell lunches at Paulson and Nardon Company.
It was moved by Levy and seconded by Peralta that the same
be referred to the Police Department. Motion carried.

Communication from Klass A Ice Cream Company, 612 E. 52nd
Street, requesting a permit to sell ice cream within the city.
It was moved by Scheider and seconded by Peralta that the same
be referred to the Police Department. Motion carried.
Communication from Columbia Steel Company requesting curb
panting at Slauson Avenue and First Street was read.
It was moved by Levy and seconded by Peralta that the same
be referred to the Police and Fire Department. Motion carried.
Communication from Pierson Machine Company, 2312 E. 38th
street, requesting parking .zone.
It was moved by Peralta and seconded by Levy that the same
be referred to thePo1ice and Fire Department. Motion carried.
Communication from Baash-Ross Tool Company, regarding
conditions at 2740 E. 37th STreet was read.
It was moved by Scheider and seconded by Levy that the
communication be filed and referred to the Police and Fire
Department. Motion carried.
Communication from Bobrick Manufacturing Co., rega!ld.;;ing
parking conditions at 26l~ Santa Fe Avenue.
It was moved by Scheider and seconded by Lev,r that the
same be referred to the Police and Fire Department. Motion carried.
Communication from the following firms for permission to
haul rubbish from their premises upon and along the public streets
of the City of Vernon was read:
John P. Stewart (Union Oil Co., Leepers Wood Turning Co.
and Pepsi-Cola Co.
It was moved by Scheider and seconded by Peralta that the
communication be filed and permits granted. Motion carried.
Communication from Frederick Clark Jr., requesting permit
to operate a parking lot for employees of Safeway Stores at Alameda and
Vernon was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and referred to the Police Department.
Motion carried.
Report of the Police Department was read.
It was moved by Scheider and seconded by Levy that the same
be filed. Motion carried.
The following applications all having the approval of the
City Engineer were read:

by City Engineer.
Application 7816 - Ducommun Metals and Supply Co., to lay
8 in. A.C. pavement in E/s Alameda Street at 4~th Street. Approved
by City Engineer.

It was moved by Scheider and seconded by Peralta that the
applications be filed and the permits granted. Motion carried.
The following applications were then read and it was moved
by Scheider and seconded by Peralta that they be referred to the
Legal Department:

RESOLUTION NO. 1019, A Resolution appointing R. J. Furlong
Councilman to fill the unexpired term of J. J. Furlong, deceased
was read.
It was moved by Levy and seconded by Scheider that Resolution
No. 1049 be adopted. Motion carried.
R. J. Furlong being present subscribed to the oath of office
and took his~place at the Council Table.
RESOLUTION NO. 1050, a Resolution of Condolence was read on
account of the death of Mayor James J. Furlong.
It was moved by Levy and seconded BY Scheider that Resolution
No. 1050 be adopted. Motion carried.
A RESOLUTION OF THE CITY OF VERNON EXPRESSING SORROW AND
SYMPATHY UPON THE PASSING OF OUR BELOVED MAYOR OF THE CITY OF
VERNON; THE CITY COUNCIL OF TEE CITY OF VERNON DImS HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, our beloved Mayor, James J. Furlong did pass away
on the ninth day of June, 1941, and
WHEREAS, the said James J. Furlong has served the City 0 f
Vernon faithfully and well continually from the twenty-fifth day
of September, 1905, both as Trustee, Councilman and Mayor, having
acted as Mayor of the City of Vernon from the fourteenth day of
April, 1908 to the date of his death, and
WHEREAS, the city of Vernon has suffered an irreparable
los s in the passing of Mayor Furlong,
NON THEREFORE BE IT RESOLVED: that the City Council, both
officially and individually extend~their sincere sympathy to the
widow of our beloved Mayor, James J. Furlong in her berevement,
and to the people of the City of Vernon in their loss of a faith-
fUl and honored public servant.
Section 1: The City Clerk is hereby authorized and
directed to spread upon the Minutes of this Board a fUll, true
and correct copy of this Resolution, and
BE IT FURTHER RESOLVED, that a certified copy thereof be
transmitted to Mrs. Georgia Furlong, wife of our deceased Mayor.
Section 1: The City Clerk shall certify to the passage of
this Resolution, and thereupon and thereafter the same shall be
in full force.

Engineer, stating that he had checked form of partial release and
finds same to fully describe the electrical properties involved
under the terms of the lease agreement, with the So. California
Edison Company and recoramends that the Vernon Industrial Develop-
ment Association be notified tha t the form submitted meets with t he
approval of the City of Vernon.
It was moved by Scheider and seconded by Peralta that the
communication be filed and referred to the Vernon Industrial
Development Association. Motion carried.
Report of C. A. Heinze, Consulting Electrical Engineer on
operations of the electric system by So. California Edison Co.,
for t he month of April 1941.
It was moved by Scheider and seconded by Peralta that the
report be filed. Motion carried.
The Minutes of the meeting of the Committee on Light, Power,
Water,.Building, and Purchasing of June 3rd, 1941 were read.
It was moved by Scheider and seconded by Peralta that - the
Minutes be approved as read. Motion carried.
Demands on the general fund in the sum of $12,121.77 were
read.

Demands be allowed and warrants be drawn. Motion carried.
