MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON HELD TUESDAY, JULY 1, 1941.
AT THE HOUR OF THREE O'CLOCK P.M.
AT THE CITY HALL, 4305 SANTA FE
AVENUE, VERNON, CALIFORN IA
The Meeting was called to order by J. B. Leonis, Mayo~
Pro Tem of the City of Vernon.
Councilmen Present:
Messers, Leonis, Scheider,
Peralta and R. J. Furlong
Councilmen Absent:
Richard Levy
The Mayor, Pro Tem then called the meeting to order and pro-
ceeded with the regular order of business.
It was moved by Peralta and seconded by Scheider that the
reading of the Minutes of the Meeting of June 17, 1941 be suspended.
Motion carried. .
General plan for the improvement of Alameda street, sub-
mitted by Francis Bates, City Engineer was read.
It was moved by Furlong and seconded by Scheider that the
same be filed and referred to the City Engineer and City Attorney..
Motion carried.
Ordinance No. 541 - Establishing certain zones within the
city of Vernon was read for second reading.
It was moved by Scheider and seconded by Furlong that
Ordinance No. 541 be passed for third reading. Motion carried.
Ordinance No. 541 .nsOrdinace establishing certain zones
within the City of Vernon was read for the third and final reading.
It was moved by Scheider and seconded by Peralta that
Ordinance No. 541 be adopted.' Motion carried by the following
vote: Ayes, Leonis, Scheider, Furlong and Peralta. Noes: None.
Absent: Levy.
Communication from Earl Warren, Attorney General of the
Ste:a of California, regarding the fifth annual California Technical
Institute of Pace Officers to be held at the University of California
at Los Angeles, July 7th to 19th was read.
It was moved by Peralta and seconded by FUrlong that t he
communication be filed and referred to the Police Department.
Motion carried.
Communication from the Chief of Police, E. Giles and
Carl A. Heinze, Consulting Electrical Engineer regarding the
request of the Owens Illinois Pacific Coast Co., to move street
light to a point opposite entranee gate om Fruitland Road.
Report states that lights have been moved in accordance with
suggestions of Owens Illinois Pacific Coast Co. .
It was moved by Scheider and seconded by Furlong that the
communication be filed and approved. Motion carried.

Communication from C. O. Sparks and Mundo Engineering
Co., regarding application to excavate in property of Huntington
Land and Improvement Co., was read.
It was moved by Peralta and seconded by Scheider that
the same be filed. Motion carried.
Communication from John W. Houlgate requeating permit
to operate service station at 4922 So. Soto Street, was read.
It was moved by Scheider and seconded by Peralta t~
the communication be filed and permit granted. Motion carried.
Communication from Model Meat Co., requesting permit to
operate a meat jobbing business at 4360 So. Soto Street was read.
It was moved by Peralta and seconded by Furlong that the
communication be filed and permit granted. Motion carried.
Communication from Waukesha Motors Co., to conduct a
sales office and warehouse at 4927 Pacific Blvd., was read.
It was moved by Furlong and seconded by Peralta that
the communication be filed and permit granted. Motion carried.
Communication from National Titanium Co~ requesting
permit to store empty pails, cans, drums, machinery, furniture
and other accessories adjacent to their p~emises located at
2330 E. 37th Street was read.
It was moved by Furlong and seconded by Peralta t~
the communication be filed, permit granted subject to the
approval of the Fire Chief. Motion carried.
Communication from Brown Bevis Equipment Co., regard-
ing parking conditions at 4900 Santa Fe Avenue, and,
Communication from Pioneer Flintkote Co~ requesting
curb painting along E. 55th Street, and
Communication from General Petroleum Corp., requesting
curb painting along E. 37th Street, and '
Communication from Hall-Scotto Motor Co., requesting
curb painting along Santa Fe Avenue at 5041, and
Communication fromWaukesha Motor Co., requesting curb
painting at 4927 Pacific Blvd., were read.
It was moved by Furlong and seconded by Peralta that all
these communications be referred to the Police Department.
Motion carried.
Communications from t he following firms for permits to
haul refuse upon and along the public streets of the City of
Vernon were read:
Percival Steel Co. 4600 santa Fe Avenue
J. F. Coffey, 2321 East 37th Street
Byron Jackson Co., 2301 E. Vernon Avenue
Patten Blinn Lumber Co., 3180 B. 26th Street
Oxweld Acetylene Co. 2315 East 52nd Street.
It was moved by Furlong and seconded by Scheider that the
permits be granted" and communications filed. Motion carried.
Report of the Police Department was read.
It was moved by Scheider and seconded by Peralta that
the same be filed. Motion carried.

Ordinance No. 542, an Ordinance amending Ordinance No. 299
was read for first reading.
It was moved by Scheider, seconded by PeFalta that Ordinance No.
542 be passed for first reading. Motion carried.
It was moved by Scheider, seconded by Peralta that Councilman Furlong
be appointed to the Committee on Light, Power, Water, Building and Purchasing
of the City Council of the City of Vernon. Motion carried.
At this time the City Clerk read the budget requirements for the
different departments of the City of Vernon.
It was moved by Scheider, sedonded by Peralta that the different
budget requirements be filed. Motion carried.
RESOLUTION No. 1051, a Resolution approving the tentative budget for
the fiscal year 1941-42 was read.
It was moved by Scheider, seconded by Peralta that Resolution No
1651 be adopted. Motion carried.
RESOLUTION NO. 1052, a resolution of the City Council of the City of
>>Vernon, authorizing the Citizens National Trust and SavingsBank to accept the ,
signatures upon all checks drawn upon funds of the City of Vernon signed by the
City Treasurer; F. G. French and countersigned by T.J.Furlong as City Clerk, or
H. A. Anderson as Deputy City Clerk, was read.

It was moved by Scheider, seconded by Peralta that esolution No.
1052 be adopted. ~otion carried.
RESOLUTION NO. 1053, a resolution of the City Council of the City of
Vernon, authorizing the First National Bank of Vernon to accept the signatures
upon all checks drawn upon the funds of the City of Vernon signed by the City
Treasurer, F. G. French and countersigned by T. J. Furlong as City Clerk or
G. A. Anderson as Deputy City Clerk.
It was moved by Peralta, sedonded by Scheider that Resolution No.
1053. be adopted. Motion carried.
RESOLUTION NO. 1054, a resolu.tion fixing the compen~ation for the
Chief of Police, was read.
It was moved by Scheider, seconded by Peralta that Resolution No.
1054, be adopted. Motion carried. .
RESOLUTION No. 1055, a resolution apPOinting Deputy Chief of Police
and fixing his compensation, waS read.
It was moved by Scheider, seconded by Peralta that Resolution No.
1055, be adopted. Motion carried.
Communication from C. A. Heinze, Consulting Engineer, together with
check from Southern California Edison Co., representing 2% of gross. receipts for
year ending May 29, 1941, in the sum of $30,356.37, was read. .
It was moved by Scheider, seconded by Peralta that the communication
be filed and check accepted. Motion carried.
The Minutes of the meeting of the Committee on Light, Power, water
Building and Purchasing of June 17th, were read.
It was moved by Scheider, seconded by Peralta that the same be approved
as read. Motion carried.
