MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON HELD TUESDAY$ JULY 15, 1941$
AT THE HOUR OF THREE O'CLOCK P.M.
AT THE CITY BALL$ 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA
The Meeting was called to order by the City Clerk of the City
of Vernon, T. J. FUrlong.
Councilmen Pre~ent:
Messers$ Scheider, Peralta
R. J. Furlong and R. Levy.
Councilmen Absent:
J. B. Leonis
At this time the Clerk informed the me.bers present that it
would be necessary to elect a. Mayor Pro Tem for the Meeting.
It was moved by Furlong$ seconded by Levy that E. R. Peralta
be elected Mayor Pro Tem. Motion carried.
The Mayor, ?ro Tem, E. R. Peralta then called the meeting to order
and proceeded with the regular order of business.
It was moved by Peralta, seconded by Scheider that the reading
of the Minutes of the Meeting of July 1$ 1941 be approved without
reading. Motion carried.
ORDINANCE NO. 542 - An ordinance amending Ordinance No. 299
wa.s read for second ~eading.
It was moved by Levy, seconded by Scheider that Ordinance
No. 542 be passed for third reading. Motion carried.
ORDINANCE NO. 542 was read for third and final reading. .
It was moved by Scheider, seconded by FUrlong that Ordinance
No. 542, an Ordinance amending Ordinance No. 299, and repealing
Ordinance No. 539 be adopted, Motion carried by the following vote:

Scheider, Peralta
Furlong and Levy.
Absent:
Leonis
At this time it was moved by Levy, seconded by Furlong that
J. B. Leoms be elected Mayor of the City of' Vernon to hold office until
the next general municipal election. Motion carried.
Application by Southern California Edison Company for franchise
to construct, operate and aaintain an electrical transmission line along
Boyle Avenue, from south bOundary to Fruitland Road was read.
It waa moved by Scheider, seconded by Furlong that the application
be filed and referred to the City Engineer and City Electrical Engineer.
Motion carried.
Report of Franchise Ordinance No. '781 (N.S.) by General
Petroleum Corp., for period ending June 30$ 1941 was read.
It was moved by Scheider and seconded by Furlong that the report
be filed. Motion carried.
Report on Franchise Ordinance No. 596 (N.SJ by Union Oil
Co. for period ending June 30, 1941 was read.
It was moved by Furlong, C!econded by Scheider' tha,t the
same be filed. Motion carried.
Communication from Francis Bates, City Engineer, recommending
salary increases for A. W. Phillips, Field Engineer, from $180.00 to
$190.00 per month'. Henry C. Vanden Bossehe, Junior Eng. ineer, from
$150.00 per month to $165~00 per month. J. B. Matties, Street
Maintenance Foreman, from $6.00 per day to $6.50 per day. R.Shifflet,
Pump Operator, from $150.00 per month to $160.00 per month. Salary
increases to be approved from July 1, 1941.
It was moved by Levy, seconded by Scheider that the
communications be filed and approved. Motion carried.
, Communication from Poulsen and Nardon.. Inc., requesting
permit to conduct and operate an aircraft par~ tools, dies, and stove
fittings at 2665 Leonis Blvd., was read.
It was moved by Levy, seconded by Scheider that the same
be filed, and permit granted. Motion carried.
Communication from Bernard Turner.. requesting permit to
operate service station it 5200 Santa Fe Avenue was read.
It was moved by Furlong, seconded by Scheider that the
communication,be fil~d and permit granted. Motion carried.
Communication from American District Telegraph C~
submitting a list of subscribers and amounts paid for period of
March 1.. 1940 to February 28.. 1941 waf!:;:}'ead.
It was moved by Scheider, seconded by Furlong tha t the
communication be filed. Motion carried.
Report of Police Department on request of Pierson Machine
Co., regarding curb painting at 2312 E. 38th Street. Police DepS'tment
reports that request for curb painting was for ,personal car of Mr.
Pierson., Was told that the curb could not be painted for private
parking.
It was moved by FUrlong, seconded by Scheider that the
report be filed and approved. Motion carried.
Report of Police Department on application of Frederick,
Clark.. Jr. requesting permit to operate parking lot at Vernon and
Alameda Streets. Police Department recommends. that permit. be granted
and recommends that a license fee of $3.00 per month be charged.
It was moved by Scheider, seconded by ,Furlong that the
communication be filed and approved. Motion carried.
Report of Fire Department on request of National Titanium
Co... for permission to store empty.. pails, cans, drums.. machinery..
furniture and other accessories in connection with their business
at 2330 East 37th Street. Fire Department recommends that re~uest
be granted.
It was moved by Scheider, seconded by Levy that the report
be filed and approved. Motion carried.
Communication from Sears, Robuck Co., regarding traffic
conditions at 5525 South Soto Street, was read.

It was moved by Levy and seconded by Scheider that the
communication be refer~ed to the Police Department. Motion carrie~
Communication from Adams Tree Service, reiquesting
permit to remove refuse from 2315 to 2341 East 37th Street, in
connection with building Qperations of Glass Conta'iners Corp. ,was
re'ad.
It was moved by Furlong, seconded by Scb,eider that the

RESOLUTION NO. 1056. a Resolution of the City Council
of the City of Vernon fixing the salary of the Superintendent of
Streets "at One Hundred Twenty-five ($12~OO) Dollars per month,
effective July ls~, 1941 was read.
It was moved by Scheider and seconded by Peralta t~
Resolution No. 1056 oe adopted. ~otion carried.
RESOLUTION NO. 1057, a Resolution of the City COuneil
of the City of Vernon fixing the salaries of the 'employees of the
Engineering Department was read. Such increases to be et'fect:f'\1e
July 1st, 1941.
It was moved by Levy, seconded by Scheider that
Resolution No. 1017 be adopted. Motion carried.
ORDINANCE NO. .. - an Ordinace amending Section 13 and
16, and repealing Ordinance No. 482 was read for second reading.
It was moved by Furlong, seconded by Scheider that
Ordinance No. 54Q be passed for third reading. Motion carried.

Ordinace No. 347 was read for first reading.
It was moved by Scheider, ., seconded by Furlong that
Ordinance No. 543 be passed for first r~~ing. Mo~lon carried

Engineer on the operation of the City Power Plant for the Month of
May, 1941, was read.
It was. moved by Scheider, seconded by Levy that the
report be filed. Motion carried.
The Minutes of the Meeting of the Committee on Light,
Power, Water, Building, and Purchasing of July 1 were read.
It was moved by Scheider and seconded by Peralta that
the same be approved as read. Motion carried.

Souther Calif. Gas. Co., to install 94 ft. 3 in.

There being no further business to come before the Gouncil at
this time it was moved by Scheider and seconded by Peralta that
