19410819 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD TUESDAY.. AUGUST 19.. 1941, AT THE HOUR OF THREE O'CLOCK P. M. AT THE CITY HALL 4305 SANTA FE AVENUE.. VERNON, CALIFORNIA The Meeting was called to order by Mayor J. B. Leonis. . Concilmen Present: Messers.. Leonis.. Levy.. Peralta and Furlong Concilmen Absent: ; Sg11eider. It was moved by Levy, seconded by Furlong that the Minutes of the Meeting of August~5, 1941 be approved without reading. Motion carried. At this time the City Clerk announced that he had bids upon his desk pursuant to notices inviting same for the grading.. paving and appurtenances in Vernon Avenue in accordance with Specification Number 125. It was moved by Furlong, seconded by Peralta that the City Clerk proceed to read the bids. Motion carried. At this time the City Clerk opened and read bids from: Oswald Bros., T. E. Sherlock, Griffith Company and Vernon Paving Co. It was moved by Peralta, seconded by Furlong that all bids be referred to the City Engineer for checking and report. Motion carried. The Clerk also informed the Council that he had bids upon his desk for the furnishing to the City of a truck for the Street Depart- ment. It was moved by Peralta, seconded by Furlong that the Clerk proceed to read the bids. Motion carried. The Clerk opened and read bids from the following firms: General Motor Coach Co., Mack International Truck Co... White Motor Truck Co. It was moved by Furlong, seconded by Peralta that all bids be referred to the City Engineer for checking and report. Motion carried. At this time the City Clerk announced that he hadb1ds upon his desk pursuant to notices inviting same for the drilling of two water wells as per Specification Number 127. It was moved by Peralta.. seconded by Furlong that the Clerk proceed to open the bids. Motion carried. The clerk then opened the bids from the following firms: Roscoe Moss Co., Nelson Bros., Barber-Bridges, Geo. Paonesa. It was moved by Levy, seconded by Furlong that all bids be referred to the City Engineer for checking and report. Motion carried. 404 Unfinished Business Communioation from C.O. Sparks and Mundo Engineering Co. requesting permit to exoavate in property of Huntington Land and Improvement Co., was read. Moved by Furlong, seoonded by Levy that the oommunication be laid over until the next regular meeting. Motion oarried. Communication from Kinney Iron Works, regarding building applioation pending was read. Moved by Levy, seconded by Furlong that the communioation be filed and permit granted. Motion oarried. Report of Fire Department upon applioation of General Carbon Company requesting permit to manufactur Lampblaok and Aotivated Carbon at 2223 East 37th Street, was read. Moved by Levy, seconded by Peralta that the communieation be filed and permit d,enied. Motion carried. Communioation from the General Carbon Company in regard to a request for a permit to operate their business within the City. ~ved by Levy, seconded by Peralta that the communioation be filed. Motion carried. New Business Communication from the Los Angeles County Auditor sub- mitting valuations for the fisoal year 1941-42 on property within the City, was read. Moved by Levy, seoonded by Peralta the same be filed. Motion carried. Communication from Carl A. Heinze, Consulting Engineer submitting agreements from Santa Fe Railway Co., regarding orossing of right of way with eleotric line, north of Leonis Blvd., and east of Pacific Blvd., was read. Moved by Furlong, seconded by Levy that the oommunication be filed and the clerk be authorized to execute the agreement sub- mitted in the name of the City of Vernon. Motion carried. Communication from the Board of Supervisors of Los Angeles County with resolution attached with regard to emergenoy moblization of men on relief rolls for fire fighting was read. Moved by Furlong, seconded by Levy that the communication be filed and referred to the chief of Police. Motion carried. Communioation from B. A. Moeller, Refinery Fire Inspector, submitting report of inspections on foam fire protection of refinerie$. in the City was read. Moved by Peralta, seconded by Furlong that the same be filed. Motion carried. Report of Vernon Industrial Development Association for period ending June 30, 1941 was read. Moved by Peralta, seoonded by Furlong that report be filed. Motion carried. 405 ORDINANOE NO. 544, an Ordinance of the City of Vernon fixing the rate of taxes and levying the taxes for the fiscal year beginning July 1, 1941-42 was read for first reading. Moved by Furlong, seconded by Peralta that Ordinance No. 544 be passed for first reading. Motion carried. RESOLUTION NO. 1067, a Resolution of the City Council of the City of Vernon authorizing and directing the City Treasu~er to transfer monies from the Emergency Fund to the Several Bond Interest and Redemption Funds, in lieu of delinquent taxes in the sum of $187.70 was read. Moved by Furlong, seconded by Peralta that Resolution No.. 1067 be adopted. Motion carried. RESOLUTION NO. 1068, a Resolution of the Oity Council of the City of Vernon Authorizing and instructing the City Treasurer to transfer monies from the Sewer District Number 1 Construction Fund to Sewer District Number 1 Bond Interest and Redemption Fund in the sum of $5066.34, was read. Moved by Furlong, seconded by Peralta that Resolution No. 1068 be adopted. Motion carried. RESOLUTION NO. 1069, a Resolution of the City Council of the City of Vernon authorizing the Citizens National Trust and Savings Bank to hereafter accept the signatures ofF. G. French as City Treasurer and T. J. Furlong as City Clerk or G. A. Anderson as Dep~ty City Clerk who are hereby authorized to have access to the safe de- posit boxes of the Oity of Vernon was read. Moved by Peralta, seconded by Furlong that Resolution No. 1069 be adopted. Motion carried. Report of the Union Oil Company of Oalifornia on Los Ange1e s County Franchise #596 N.S. together with check in the sum of $8.62 was read. . Moved by Furlong, seconded by Peralta that the report be filed and check accepted. Motion carried. Communication from Santiago Gonsales requesting permit to sell fruit and vegetables within the City, was read. Moved by Peralta, seconded by Furlong that the communication be filed and permit granted. Motion carried. Communication from Western Gasket and Packing Co., re- questing loading zone at 2331 East 27th Street, was read. Moved by Furlong, seconded by Peralta that the communication be filed and referrE:)d--.te--t-hePolice Department with power to act. Motion carried. Communication from Poulson & Nardon Manufg. Co., regarding parking conditions at 2665 Leonis Blvd. was read. Moved byPUrlong, seconded by Peralta that same be referred to the Police Department. Motion carried. 406 Communication from Allegheny Ludlum Steel Co., r~garding parking conditions at 4915 Pacific Blvd., was read. Moved by Furlong, seconded by Peralta that same ee faled and referred to the Police Department. Motion carried. Communication from Byron Jackson Co., requesting curb be painted red at 2301 East Vernon Avenue. Moved by Levy, seconded by Furlong that same be filed and referred to the Police Department. Motion carried. Communications from the following firms to haul refuse upon and along the streets of the City of Vernon were re~d: T. H. Donahue requesting permi t to haul refuse from premises of 2415 E. 37th Street. Refractories Corp., requesting permit to haul refuse from premises of 3363 Fruitland Road. Wesco Water Paints Co., requesting permit to haul refuse from premises of 3263 E. 26th Street. Pacific Truek Service In~., requesting permit to haul refuse from premises of 2750 So. Alameda Street. California Flaxseed Products Co., requesting permit to haul refuse from premises of 3135 E. 26th Street. wm.'Paddison requesting permit to haul refuse from pre- mises at 2304 E. 37th Street. Brown-Bevis Equipt. Co., requesting permit to haul refuse from premises at 4900 Santa Fe Avenue. It was moved by Peralta, seconded by Furlong that the communications be filed and permits granted. Motion carried. The Minutes of the Meeting of the Committee on Light, Power, Water, Building and Purchasing of August 5th were read. It was moved by Furlong, seconded by Levy that the same be approved as read. Motion carried. Report of the Police Department was read. It was moved by Furlong, seconded by Peralta that the report be filed. Motion carried. It was moved by Levy, seconded by Peralta that when this Meeting adjourns it will be adjourned until August 26, 1941 at three o'clock P.M. Motion carried. Master Plan of Highways and Land Use submitted by Regional Planning Commission of Los Angeles County, was read. Moved by Levy, seconded by Peralta the same be filed and referred to the Committee of the whole. Motion carried. Report of C. A. Heinze, Consulting Engineer, on operations of electric system by So. Calif. Edison Co., for month of June, 1941, was read. Moved by Levy, seconded by Peralta that the same be filed.
