19410902 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD TUESDAY, SEPTEMBER 2, 1941, AT THE HOUR OF THREE O'CLOCK P. M. AT THE CITY HALL 4305 SANTA FE AVENUE, VERNON, CALIFCRNIJ. The Meeting was called to order by Mayor J. B. Leonis. Councilmen present: Messers, Leonis, Levy, F9rlong, Peralta and Scheider. Councilmen Absent: None. It was moved by Levy, seconded by Scheider that the Minutes of the :Meeting of August 26, 1941 be approved without reading. Motion carried. Communication from the City Engineer, Francis Bates, submitting Specification No. 128 for certain improvements in East 55th Street was read. Moved by Scheider, seconded by Peralta that the communication be riled. Motion carried. RESOLUTION NO. 1073, a Resolution of the City Council of the City of Vernon approving Specification No. 128 for the grading and paving, and appurtenances, in 55th Street, was read. It was moved by Levy, seconded by Scheider that Resolution No. 1073 .be adopted. Motion carried. RESOLUTION NO. 1074, a Resolution of the City Council of the City of Vernon declaring the prevailing rate of per diem wages to be used in the grading and paving, and appurtenances, in 55th Street, was read. , It was moved by .Levy, seconded by Scheider that Resolution No. 1074 be~dopted. Motion carried. . Communication from Francis Bates, City Engineer, requesting author- ization to.employ Mr. Frank J. Von Rehder to prepare plans and specifications for certain houses at a cost not to exceed $500.00 was read.' . It was moved by Scheider, seconded by Furlong that the communication be filed and the engineer be authorized to employ Mr. Von Rehder to prepare plans and specifications for certain improvements at a cost not to exceed $500.00. Motion carried. '. Communication from Francis Bates, City Engineer, recommending that salary rate of Mr. J.T. Jelfs, chainman, be increased from f5.00 per day to $135.00 per month was read. . It was moved by Scheider, seconded by Levy tha t the communication be ~iled and the request; granted. Motion carried. Communication from Francis Bates, City Engineer, requesting authority to employ Mr. A. E. Bennett, as Engineer Draftsman at a salary of 1180.00 per month effective September 1, 1941 was read. It was moved by Scheider, seconded by Levy that the City Engineer be authorized to employ Mr. A.E. Bennett, as Engineer Dr~t'tsman at a salary of $180.00 per month effective September 1, 1941. Motion carried. Report of Southern California Gas Co., on franohise ordinanoe of Los Angeles County (463) for period ending June 30, 1941 was re~d. It was moved by Levy, seoonded by Soheider that the same be filed. Motion oarried. Report .of the Southern California Gas Co., on Los Angeles Country Franohise Ordinance No. 467 for period ending June 30, 1941 was read. It was moved by Levy, seoonded by Peralta that the same be filed. Motion carried. Communication from Los Angeles County Counsel, regard~ng an ordinance adopted by the Board of Supervisors to provide for one represent- ative from eaoh incorporated oity to serve on the Los Angeles County Defense Council, was read. It was moved by Soheider, seconded by Peralta that the same be laid over until the next regular meeting. Motion oarried. Communication from Gordon L. MoDonough, County SuperVisor, re- garding proposed Los Angeles River Freeway was read. It was moved by Levy, seoonded by Peralta that the same be filed. Motion oarried. Communioa'tion from the Paoifio Diamond Bag Company, requesting permit to manufacture new and used burlap and ootton bags on Santa Fe Avenue was read. It was moved by Furlong, seconded by Peralta that the communication be filed and permit granted. Motion carried. Communication from Frito Company to manufacture and distribute food products from premises of 5320 Santa Fe Avenue was read. It was moved by Furlong, seconded by Peralta that the same be filed and permit granted. Motion carried. Communication from Klass A Ioe Cream Co., requesting three peddling lioenses, was read. It was moved by Levy, seconded by Peralta that the communioation be filed and the applioation denied. Motion carried. Communication from Amerioa Vending Assn., requesting permit to install cigarette, candy and peanut vending machines in various manu- faoturing plants within the city, under direction of Disabled Veterans Service, was read. 'It was moved by Furlong, seoonded by Peralta that the oommunication be filed and referred to Committeeof the whole. Motion oarried. Communication from Los Angeles Railway Corporation regarding parking conditions on Slauson Avenue, and Soto Street was read. It was moved by Furlong, seconded by Levy that the communication be filed and approved, subjeot to the approval of the Polioe Cbi'.f. Motion carried. . 415 Communication from Auto Club of Southern California regarding parking conditions on Santa Fe Avenue was read. It was moved by Levy, seconded by Furlong that the communication be filed and referred to the Chme! of Police. Motion carried. Communicat.ion from Red Ball Mud and Chemical Co., requesting permit to haul refuse from premises of 2120 East 37th Street was read. , It was moved by Scheider, seconded by Peralta that the communioation be filed and permit granted. Motion carried. Communication from J. A. Pipe and Machinery Co., to haul refuse, from premises of 5616 Santa Fe Avenue was read. It was moved by Scheider, seconded by Peralta that the communication be filed and permit granted. Motion carried. The Minutes of the Meeting of the Committee on Light, Power, Water, Building and Purchasing of August 19 were read. It was moved by Scheider, seconded by Peralta that the same be approved as read.
