19410916 Regular City Council Meeting - Minutes MINUTES OF THE REGUIAR MEETING OF THE CITY C OUNC IL OF THE CI TY OF VERNON HELD TUESDAY, SEPTEMBER 16, 1941, AT THE HOUR OF THREE O'CLOCK P. M. AT THE CITY HALL 4305 SANTA FE AVENUE, VERNON, CALIFORNIA The Meeting was called to order by the City Clerk, T. J. Furlong. Councilmen Present: Messers, Levy, Furlong, Peralta and Scheider Councilmen Absent: Mr. J. B. Leonis At this time the Clerk declared tha~ owing to the'absence of the Mayor it would be necessary to elect a Mayor Pro Tempore. It was moved by Levy, seoonded by Furlong that Councilman, E. R. Peralta act as Mayor Pro Tempore. Motion carried. The Mayor Pro Tempore, E. R. Peralta then called the meeting to order and proceded with the regu~ar order of business. It was moved by Furlong, seconded by Levy that the Minutes of the previous meeting of September 2, 1941 be approved without reading. Motion carried. At this time t~e clerk announced that he had bids' upon his desk pursuant to notice for the improvement of Fifty-fifth (55th) Street. It was moved by Levy, seconded by Furlong that the clerk proceed to open the bids. Motion carried. At this time the City Clerk opened and read the bids from Vido Kovacevich and Griffith Company. It was moved by Levy, seconded by Scheider that all bids bere- ferred to the City Engineer for checking and report. Motion carried. At this time the clerk announced that he had bids pursuant to notice for the purchase of certain properties in the City of Vernon. It was moved by Levy, seconded by Furlong that the clerk proceed to open the bids~ Motion carried. At this time the clerk opened and read proposals from William Carter and J. B. Leonis, Inc. . It was moved by Scheider, seconded by Furlong'that the same be referred to the Engineer for report. Motion carried. Communication from Board of Supervisors regarding crossing guarad projects was read. It was moved byS6heider, seconded by Levy that same be referred to the Police Department. Motion carried. Communicatio!l from Vernon Industrial Development Association together with two partial releases received from Guth:t>ie and. Darling in regard to Vernon Light & Power Distributing System was read. It was moved by Peralta, seconded by Scheider that same be referred to the Vernon Consulting Electrical Engineer fD~ report. Motion carried. 418 Communication from General Petroleum Company, requesting permit to bring in two second hand steel service station buildings from Wilshire and Serrano Streets to be stored at 2525 East 37th Street Los Angeles, to be stored on their premises was read. It was moved by Scheider; seconded by Levy that the communication be filed and permit granted. Motion carried. Communication from General Petroleum Co~ to remove from premises of 2525 East 37th Street 20x20 steel canopy, was read. It was moved by Scheider, seconded by Furlong that the communication be filed and permit granted. Motion carried. Communication' from Walworth Company requesting permit to operate warehouse for distribution of valves and pipe fittings at 2532 East 49th Street was read. It was moved by Levy, seconded by Soheider that the communieation be filed and permit granted. Motion carried. Communica tion from National Engine ering CQ., requesting permit to operat.e business formerly conducted by W. A. Bremer at 3612 E. 49th Street, was read It was moved by Levy, seconded by Scheider that'the communication be filed and referred to the City Clerk for action. Motion carried. Communication from Frank Manns requesting permit to conduct a catering business in the Vernon Pot~eries, 2300 E. 52nd Street was read. It was moved by Scheider; seconded by Furlong that the communication be filed and permit granted. Motion carried. Communication from War Department Air Corps, Material Division, regarding the serving of (oods in plants on de~ense orders was read. It was moved by Levy, seconded by Furlong that the same be referred to the Police Department for investigation and report. Motion carried. Communication from DeLuxe Box Lunch Co., regarding a permit to serve foods at the Aluminum Company, 5151 Alcoa Ave was read. It was moved by Scheider, seconded by Furlong that the . communication be filed and referred to the City Clerk for action. Motion carried. Communication from Aluminum Company of America, regarding request of DeLuxe Box Lunch Company to serve foods at their plant loc~ed at 5151 Alcoa Avenue 1[8.S read. Communication from Los Angeles Traffic Association, regarding the establishing of one hour and no parking from 4:30 to 6 P.M. along Santa Fe Avenue from 26th Street to sout.herly limits was read. It was moved by Scheider, seconded by Levey that the same be referred to the Police Department. Motion carried. Oommunication .from Automobile Olub of Southern California, regarding traffic hazard at intersection of Downey Road and ~onis Blvd. was read. It was moved by Levy, seoonded by Furlong that same be filed and referred to the Police Department. Motion carried. Oommunication from Standard Steel 00., regarding parking conditions at 50th and Boyle Avenue was read. Motion carried.~ RESOLUTION NO. 1075, a Resolution of the City Council of the City of Vernon, Californa JilJ>proving Specification No. 129 for the con- struction of Municipal Housing Units, and Appurtenances, in the City of Vernon, California was read. ! It was moved by Levy, seconded by Scheider that Resolution No. 1075 be adopted. Motion carried. RESOLUTION NO. 1076, a Resolution 0 f the City Council of the City of Vernon,aeclaring the prevailing rate of per diem wa~e~ to be used in the construction of municipal housing units, and appurtenanoes, in the City of Vernon, California, as described in Specification No. 129 was read. It was moved by Levy, seconded by Scheider that Resolution No. 1076 be adopted. Motion carried. RBSOI.UTION NO.. 1077 , a Resolution of the City Council of the City of Vernon. authorizing the withdrawing of certain monies, was read. It was moved by Levy, seconded by Scheider that Resolution No. 1077 be adopted. Motion carried. ORDINANCE NO. 546, a Ordinance of the City of Vernon Fixing the bonds of certain officers and employees of the City of Vernon, 'read f"or- first reading! It was moved by Scheider, seconded by Furlong that the Clerk be instructed to .post Notices calling for bids under Specification .No. 129 as approved by Resolution No. 1075. Motion carried. Communication from T. J. Furlong, City Clerk, recommending that the salary of Manuel Ruiz, city janitor, be changed from a day rate of $4.25 to a monthly rate of t120.00 per month as Janitor. RESOLUTION NO. 1078, a Res~lution of the City Council of the City of Vernon fixing the 'salary of Manuel Ruiz, City JanU;orfrom the day rate of 14.25 to. $uao.OO per month was read. - It was moved by Scheider, seconded by Furlong that the Resolution No. 1078 b~ adopted. Motion carried. Communication from Geo. A. Bigg, Auditor, requesting transfer of $9,500.00 from _ater Fund to Water Construction Fund, for the City's portion of new construction on installations was read. Resolution of the City Councilor the City of Vernon transferring ~500.00 from the City's Water Fund to the City's Water Construction Fund was read. It was moved by Levy, seconded by Furlong that Resolution No. 1079 be adopted. Motion carried. The Minutes of the Meeting of the Committee on Light, Pow&r, Water, Building and Purchasing or aa~tember 2, 1941, were read. It was moved by Scheider, seconded by Peralta. that the same be approved as r~ad. Motion carried. Communications from the following firms requesting permits to haul rubbish from their premises were read: Fibreboard Company 4444 Pacific Blvd., Keenan Pipe and Supply Co., 2112 E. 27th Street.
