MINUTES OF TEE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF VERNON HELD TUESDAY, DECEMBER
16TH, 1941, AT THE HOUR OF THREE
O'CLOCK P.M., AT THE CITY HALL,
4305 SANTA FE AVENUE, VERNON,
CALIFORNIA
The meeting was called to order by Mayor J. B. Leonis.
Councilmen Present:
Messrs:. Leonis, Furlong,
Scheider, Peralta, Levy_
Councilmen Absent:
None.
It was moved by Furlong and seconded by Scheider that the Minutes
of the previous meeting be approved without reading. Motion carried.
Report of the City Engineer on the matter submitted by Everett B.
Thomas for the closing of Bickett Street from 54th Street south to the Union
Pacific Tracks was read. City Engineer recommended that the request be denied.
It was moved by Furlong and seconded by Scheider that the communication
be filed and the recommendation of the City Engineer concurred in. Motion
carried.
Communication from Francis Bates, City Engineer, recommending that
Griffith Company be granted an extension of fifteen (15) days for the completion
of the 55th Street improvement was read.
It was moved by Scheider and seconded by Peralta that the communication
be filed and the fifteen-day extension be granted. Motion granted.
Communication from the City Engineer regarding excavation applications
of Southern California Water Company was read.

It was moved by Furlong and seconded by Levy that the comm~ication
be filed and the applications be taken up in the regular course of business.
Motion carried.
Communication from Faulkner, Oakes & Faulkner, Auditors and
Accountants, regarding audits for the City.
It was moved by Scheider and seconded by Peralta that the communication
be filed. Motion carried.
Communication from Southern California Gas Company regarding the
placing of red lanterns around excavations under blackout conditions was read.
It was moved by Levy and seconded by Furlong that the communication
be filed and referred to the City Attorney. Motion carried.
Resolution adopted by the City Council of the City of South Gate,
regarding joint assistance due to emergencies, was read.
It was moved by Scheider and seconded by Peralta that the
Resolution be filed and referred to Chief of the Fire Department. Motion
carried.
Communication from Wheeler, Reynolds & Stauffer, requesting permit
to store Carbon Bisulphide, etc., at Stauffer Chemical premises located at
3200 E. 26th Street, was read.
It was moved by Scheider and seconded by Peralta that the communication
be filed and referred to the Fire Chief for report. Motion carried.

Communication from the Luer Packing Company requesting that
permit ot DeLuxe Box Lunch Company for operation of canteen and restaurant
on premises at 3026 E. Vernon Avenue be transferred to the Luer Packing
Company, was read.
It was moved by Scheider and seconded by Furlong that the
communication be filed and a new permit be issued the Luer Packing Company.
Motion carried.
Communication from Archie Bardin, 839 S. Wilton Place, Los Angeles,
requesting permit to operate a wholesale beverage truck within the City, was read

communication be filed and referred to the committee of the whole. Motion
carried.
Cammunicationfrom Vita-Fresh Juice Company, requesting license
to supply defense factories within the City with fruit and vegetable juices.
It was moved by Scheider and seconded by Peralta that the communication
be filed and laid over until the next meeting. Motion carried.
Communication from T. H. Donahue, requesting permit to engage in
the ~usiness of manufacturing pottery supplies and sundry barium products
at 2316 E. 52nd Street, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and permit granted. Motion carried.
Communication from Metro-Goldwyn-Mayer Co~, requesting permission
to take motion pictures at Bergstrom Steel Company, 3341 E. Slauson Avenue,
on December 17, 1941, was read.
It was moved by Scheider and seconded by Furlong that the
communication be filed and referred to the Chief of Police. Motion carried.
Communication from A.Brass Foundry Co., regarding the painting of
curbing at 2052 E. Vernon Avenue~ was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and referred to the Polke Department. Motion carried.
Communication from Johnston Pump Co., regarding the establishment
of red zone at 2324 E. 49th Street, was read.
It was moved by Scheider and seconded by Furlong that the
communication be filed andreferred to the Chief of Police. Motion carried.
Communication (not signed) complaining of nuisance~eated by
California Metal Enameling Co., 2151 E. 51st Street, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed. Motion carried.
Communications from the following firms for permits to haul refuse
upon and along the public streets of the City of Vernon were read:
General Petroleum Corp., Whiting Mead Company, Standard Pipe & Supply Company
and Western Industrial EnglneeringCo.
It was moved by Scheider and seconded by Peralta that the
communications be filed and permits granted. Motion carried.
At this time the City Attorney reported that the Federal Ice and
Cold Storage Company had agreed to compromise the claim of One Hundred
Thirty-Five ($135.00) Dollars and pay the City Seventy-Five ($75.60) Dollars
for the destruction of a street traffic signal.
It was moved by Levy and seconded by Peralta that the City enter
into the compromise and accept the offer of Seventy-Five ($75.00) Dollars.

Communication from the City of Los Angeles in reference to
traffic lights on Alameda Street was read.
It was moved by Levy and seconded by Peralta that the
communication be filed and referred to the City Engineer. Motion carried.
Minutes of the meeting of the Comittee on Light, Power, Water,
Building and Purchasing of December 2, 1941 were read.
It was moved by Furlong and seconded by Peralta that the
Minutes of the Committee be approved as read. Motion carried.
Report of the Consulting City Electrical Engineer for the month
of October, 1941 was read.
It was moved by Scheider and seconded by Levy that the report be
filed. Motion carried.
