MINUTES OF TEE REGULAR MEETING
OF THE CITY C OUNC IL OF THE CITY
OF VERNON HELD TUESDAY JANUARY
6TH, 1942, AT THE HOUR OF THREE
or CLOCK P.M., AT THE CITY HALL,
4305 SANTA FE AVENUE, VERNON,
CALIFORNIA
The meeting was called to order by Mayor J. B..Leonis.
Councilmen Present:
/Messrs: Leonis Furlong,
Scheider, Peralta, Levy.
Councilmen Absent:
None.
It was moved by Furlong and seconded by Scheider that the Minutes
of the previous meeting be approved without reading. Mot~on carried.
Communication from City Engineer,recommending the Griffith Company
be granted an extension of thirty (3cr) days from January 2, 1942 for
completion of improvement in Vernon Avenue, was read.
It was moved by Furlong and seconded by Levy that the communi-
cation be filed and the recommendation concurred in. Motion carried.
Communiction from the Chief of the Fire Department,recommending
that the application of Wheeler, Reynolds & Stauffer for storage of
Carbon Bisulphide or Carbon Disulphide,on premises at 3200 E. 26th Street,
be denied, was read.
It was moved by Levy and seconded by Peralta that the communi-
cation be filed and the recommendation concurred in. Motion carried.
Communication from Southern California Water Qompany, regarding
a water connection between their system and the City of Vernon water
system, was read.
It was moved by Scheider and seconded by Furlong that the
communication be filed and referred to the Committee of the Whole.
Motion carried.
Communications from the City of Huntington Park, City of
Maywood and City of Lynwood, together with resolution from each providing
for mutual aid between the Fire Departments of the several cities and
the City of Vernon, were read.
It was moved by Scheider and seconded by Peralta that the
communications be filed and referred to the Cheif of the Fire Departmant
for study and report. Motion carried.
CommunIDation from Southern California Gas Company, submitting
model ordinance regarding air raid precautions or black-outs, was read.
It was moved by Furlong and seconded by Scheider that the
communication be filed and the copy of ordinance be referred to the
City Attorney. Motion carried.
Communication from the City Clerk of the City of Los Angeles,
together with copy of communiction from Community Development Association
recommending a comprehensive plan for disposal of sewage from Metropolitan
area, was read. .
It was moved by Levy and seconded by Furlong that the communi-
cation be filed. Motion carried.
Communication from Norris Stamping and Manufacturing Co.,
stating that they had been requested by Army Ordinance Department to
equip their sprinkler system with city fire alarm system, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and referred to the Chief of the Fire Department.
Motion carried.

Report of General Petroleum Company on pipe line franchise
ordinances 80, 152, 299 and 532, for period ending October 31, 1941,
together with check in the sum of Forty-Nine and 96/100 Do11ars~4~.96),
was read.
It was moved by Levy and seconded by Furlong that the communi-
cation be filed and check accepted. Motion carried.
Communication from Vita-Fresh Juice Co., submitting firms
desiring their products, was read.
It was moved by Scheider and seconded by Peralta that the
communication, together with application for permit heretofore read, be
filed. Motion carried.
Communication from United Motor Service, requesting permit to
conduct business at 5035 Gifford Avenue, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and permit granted. Motion carried.
Communication from New Departure (Division of General Motors
Corporation) for permit to conduct a wholesale machinery business at
5035 Gifford Avenue, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the permit granted. Motion carried.
Application of Walworth Detective Service, Inc., requesting
permit to conduct a private detective business and night watchman service
within the City, was read.
It was moved by Levy and seconded by Peralta that the application
be filed and permit denied. Motion carried.
Communication from Arrowhead Rubber Co., requesting that slow
signs be posted in the vicinity of 2244 E. 37th Street, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and referred to the Police Department. Motion
carried.
Communication from Buehler Tank & Welding Works, requesting
that curbing in front of their office,at 5000 Pacific Boulevard, be
painted green, was read.

communication be filed and referred to the Police Department. Motion
carried.
Communication from James L. Watson, 1016 W. 53rd Street,
written in behalf of employees of Santa Fe Ice Plant, rega~ding condition
of E.26th Street east of Downey Road, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and referred to the City Engineer. Motion
carried.
Communication from the C.I.a. with reference to Alcoa Avenue
was read.
It was moved by Furlong and seconded by Levy that the connnuni-
cation be filed and referred to the City Engineer with instructions to
answer the letter. Motion carried.
Communication from the Navy Department, Office of Naval
Material, in regard to connection with the City of Los Angeles Water
System, was read.

It was moved by Levy and seconded by Furlong that the communi-
cation be filed and referred to the Mayor and City Attorney with
instructions to employ E. R. Young as Special Counsel to handle this
matter, together with the necessary ordinances regarding air raid
precautions and blackouts. Motion carried.
Communications from the following firms for permits to haul
refuse from their respective premises upon and along the public streets
of the City of Vernon, were readl Acme Brewing Co." Watkins Co.,
Norris Stamping & Manufacturing Co., United Motor Service, and Almquits
Brothers & Viets.
It was moved by Peralta and seconded by Levy that the
communications be filed and permits granted. Motion carried.
Report of the Police Department was read.
It was moved by Peralta and seconded by Scheider that same
be filed. Motion carried.
Report of the Committee on Light, Power, Water, Building and
Purchasing, of December 16, 1941, was read.
It was moved by Furlong and seconded by Peralta that the report
be approved and filed. Motion carried.
The following Applications, all having the approval of the City
Engineer, were read:
APPLICATION 8314 Coast Packing Co., to make sewer connection at
3399 Vernon Avenue.
APPLICATION 8315 E. K. Wood Lumber Co., to make sewer connection
at 4710 S. Alameda Street.
APPLICATION 8316 Reed Electric Co., to make sewer connection at
5503 S. Boyle Avenue.
APPLICATION 8317 Buehler Tank & Welding Co., to construct drain
through curb in E/S Pacific Blvd., S/O 50th Street.
APPLICATION 8318 Fibreboard Co., to make sewer connection at
3720 S. Soto Street.
APPLICATION ~ Southern California Gas Co., to lay gas service at
3401 E. Vernon Avenue.
APPLICATION 8320 Whiting Mead Co., to make sewer connection at
2250 E. 38th Street.

It was moved by Levy and seconded by Furlong that the Demands be
allowed and warrants drawn for the same. Motion carried.
There being no further business to come before the Council at
this time, it was moved by Furlong and seconded by Scheider that the
meeting adjourn. Motion carried. .
