MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF VERNON HELD TUESDAY ~ MARCH
3, 1942, AT THE HOUR OF THREE
O'CLOCK P. M., AT THE CITY HALL,

CALIFORNIA.
The meeting was called to order by Mayor J. B. Leonis.
Councilmen Present:
Messrs. Leonie, Furlong,
Scheider, Peralta, Levy.
Councilmen Absent:
None.
It was moved by Scheider and seconded by Peralta that the
Minutes of the previous meeting be approved without reading. Motion carried.
Communication from Francis Bates, recommending the acceptance
of the well drilled by Barber Bridge Drilling Co. on property south of the
City Hall Building.
It was moved by Scheider and seconded by Levy that the communi-
cation be filed, and that the recommendation of the City Engineer be
concurred in. Motion carried.
Application of C. O. Sparks and Mundo Engineering Company,
requesting permit to excavate on property of Huntington Land & Improve-
ment Company.
It was moved by Furlong and seconded by Peralta that the
application be filed and the permit granted. Motion carried.
Report of the Southern California Gas Company on Los Angeles
County Franchise Ordinance No. 463 for period ending 12/31/41, together
with check in the sum of $5.72.
It was moved by Scheider and seconded by Peralta that the
report be filed and referred to the Finance Committee. Motion carried.

Report of the Los Angeles Railway Company on Franchise
Ordinance No. 91 and No. 521 for period ending 12/31/41, together with
check in the sum of $341.47.
It was moved by Levy and seconded by Peralta that the report
be received, filed and check accepted. Motion carried.
Communication from City's Fire Chief, recommending that
application of W. B. Small for permit to conduct and operate a garage at
2750 South Alameda Street, (same having been referred to him February
17, 1942) be granted.
It was moved by Furlong and seconded by Levy that the communi-
cation of the Fire Chief be filed and recommendation concurred in.
Motion carried.
Communication from Johnson Truck Lines, requesting permit to
to conduct and operate a trucking business at 2750 South Alameda Street,
was read.
It was moved by Furlong and seconded by Levy that the communi-
cation be filed and permit granted. Motion carried.

Cdmmunication fram E. O. McCarrell, requesting that his .box
lunch license be transferred to J. Keith and T. H. McDowell for reason
.of" his being enlisted in the United states Navy, WaS read.
It was moved by Levy and seconded by Peralta that the connnuni-
cation be filed and that new permit be issued to J. Keith and T. H.
McDowell subject only to the approval of the Police Department~
Motion carried.
Communication from Mission Dry Corp., regarding parking con-
ditions at 5001 South Soto street, was read.
It was moved by Levy and seconded by Peralta that the communi-
cation be referred to the Police Department. Motion carried.
Communication fram Warman Steel Casting Company, regarding
traffic conditions at 6100 South Boyle, was read.
, It was moved by Furlong and seconded by Scheider that the
communication be filed and referred to the Police Department. Motion
carried.
Communications from the following firms for permits to haul
refuse from their premises upon and along the public streets of Vernon,
were read: Klassen Company, Axelson Manufacturing Company and Globe
Mills Company.
It was moved by Scheider and seconded by Furlong that the
communication be filed and permits granted. Motion carried.
Communication from West Disinfecting Company, requesting
permission to install various underground and above ground oil tanks
in connection with manufacturing insecticides and deodorizing fluids,
was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the matter taken under advisement. Motion
carried.
Communication from the Aluminum Company of America, requesting
a permit to install steam distillation equipment for cleaning solvents
at 5151 Alcoa Avenue, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and referred to the Chief of the Fire Depart-
ment for report. Motion carried.
Report of the Police Department was read.
It was moved by Furlong and seconded by Peralta that same
be filed. Motion carried.
Communication from the City Engineer, together with memorandum
of agreement for accumulation of 1/4 cent gas tax submitted by State
of California, Department of Public Works, Was read.
It was moved by Furlong and seconded by Scheider that the
communication be filed and the agreement be approved. Motion carried.
RESOLUTION NO. 1095 , a Resolution approving agreement for
the accumulation of 174 cent gas tax submitted by the State of Cali-
fornia, Department of Public Works, was read.
It was moved by Furlong and seconded by Scheider that
Resolution No. 1095 be adopted. Motion carried.

Communication from the City Engineer, requesting an appropriation
net to exceed $1000.00 for street wODk in connection with municipal houses
on Vernon Avenue, was read. '
It was moved by Furlong and seconded by Scheider that the
communication be filed and the request for an appropriation of $1000.00
for street work in connection with the municipal houses on Vernon Avenue,
be approved. Motion carried.
Communication from the City Engineer, requesting that bids be
asked for pipe and pipe fittings for re-arrangement of water lines within.
city hall yard, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the City Clerk be authorized and instructed
to advertise for bids for the pipes and fittings required by the City
Engineer. Motion carried.
Communication from the City Engineer submitting demand of
Griffith Company, in the sum of $10,718.21 for the improvement of Vernon
Avenue, was re~d.
It was moved by Levy and seconded by Peralta that t he communi-
cation be filed and the treasurer authorized to pay the sum of $10,718.21
to the Griffith Company. Motion carried.
Communication from the City Engineer submitting demand of
Griffith Company, in the sum of $1,094.20 for improvement of 55th Street,
was read.
It was moved by Levy and seconded by Scheider that the communi-
cation be filed and the treasurer be authorized to pay the sum of
$1,094.20 for improvement of 55th Street. Motion carried.
Report of the Police Department on application of Charles T.
Taylor Co., for permit to conduct a used machinery and equipment business
at 2050 E. 51st Street, was read, recommending that the application for
permit be granted.
It was moved by Scheider and seconded by Peralta that the
report be filed and the recommendation concurred in. Motion carried.
The following communication from W. R. Mills, Captain,
Ordnance Department, United States Army, was read:

Dear Sir:
In accordance with recent conversation with Capt. Mills and
Mr. Ralph J. Scott of this office, it is requested that you immediately
iniate the necessary steps to make emergency connections to the mains
of the Metropolitan Water District.
It is requested that you, through your City CounCil, oetain
permission from the Metropolitan Water District for these connections.
It is our understanding that these connections will be made for only
such water as may have to be used in the event of an emergency, and to
be paid for by the City of Vernon as used.

It is also our understanding that the City or Vernon is to fur-
nish the necessary fittings and labor in making the connections to the
mains or the Metropolitan Water District.
It is the belief or this of rice that necessary priorities can
be obtained for you to secure these fittings at a very early date, and
it is thererore rurther requested that this application to the Metropoli-
tan Water District be expedited.
This office, as well as the Orfice of the Inspector of Naval
Material, is very desirous of seeing these connections made at the
earliest date possible and will be glad to cooperate in all ways
possible.
An early reply with a copy of your letter to the Metropolitan
Water District to which this office will be pleased to attach a
favorable endorsement will be greatly appreciated.

Ordinance No. 503 (accompanied by a check in the sum or $145.95), was read.
It was moved by Scheider and seconded by Peralta that the
communication be riled and rererred to the Consulting Electrical Engineer
for checking and reporting. Motion carried.
Report of the Southern California Edison Company on Franchise
Ordinance No. 504 (accompanied by check for $24l.78) was read.
It was moved by Scheider and seconded by Peralta that the report
be filed and referred to the Consulting Electrical Engineer ror checking
and report. Motion carried.
Minutes or the meeting of the Committee on Light, Power, Water,
Building and Purchasing or the City Council of the City of Vernon of the
meeting held February 17, 1942, were read.
It was moved by Scheider and seconded by Peralta that the
report be filed and approved. Motion carried.
RESOLUTION NO. 1093, a Resolution fixing compensation for members
of the Fire Departmeni; was-Fead.
It was moved by Scheider and seconded by Peralta that Resolution
No. 1093 be add opted. Motion carried.
RESOLUTION NO. 1094, a Resolution fixing compensation for members
of the Police Department,-wiS read.

It was moved by Levy and seconded by Furlong that Resolution
No. 1094 be adopted. Motion carried.

There bing no further business to come before the meeting at
this time, it was moved by Levy and seconded by Peralta that the meeting
adjourn until March 10, 1942, at three o'clock P. M. tion carried.
